Amend Senate Bill 556, AS AMENDED, 3 by replacing the title with the following: 4 "AN ACT concerning education, amending named Acts."; and 5 by replacing everything after the enacting clause with the 6 following: 7 "Section 5. The School Code is amended by changing 8 Sections 3-12, 21-0.01, 21-1a, 21-1b, 21-1c, 21-2, 21-2.1, 9 21-3, 21-4, 21-5, 21-7.1, 21-9, 21-11.3, 21-11.4, 21-12, 10 21-14, 21-16, 21-17, 21-21, 21-25, and 34-83 and adding 11 Sections 2-3.11c and 3-11.5 as follows: 12 (105 ILCS 5/2-3.11c new) 13 Sec. 2-3.11c. Teacher supply and demand report. To 14 report annually, on or before January 1, on the relative 15 supply and demand for education staff of the public schools 16 to the Governor, to the General Assembly, and to institutions 17 of higher education that prepare teachers, administrators, 18 school service personnel, other certificated individuals, and 19 other professionals employed by school districts or joint 20 agreements. The report shall contain the following 21 information: -2- LRB9102361NTfgam01 1 (1) the relative supply and demand for teachers, 2 administrators, and other certificated and 3 non-certificated personnel by field, content area, and 4 levels; 5 (2) State and regional analyses of fields, content 6 areas, and levels with an over-supply or under-supply of 7 educators; and 8 (3) projections of likely high demand and low 9 demand for educators, in a manner sufficient to advise 10 the public, individuals, and institutions regarding 11 career opportunities in education. 12 (105 ILCS 5/3-11.5 new) 13 Sec. 3-11.5. Regional professional development review 14 committee. The regional superintendent of schools shall 15 constitute a regional professional development review 16 committee or committees, as provided in paragraph (2) of 17 subsection (g) of Section 21-14 of this Code, to advise the 18 regional superintendent of schools, upon his or her request, 19 and to hear appeals relating to the renewal of teaching 20 certificates, in accordance with Section 21-14 of this Code. 21 The expenses of these review committees shall be funded, in 22 part, from the fees collected pursuant to Section 21-16 of 23 this Code and deposited into the institute fund. 24 (105 ILCS 5/3-12) (from Ch. 122, par. 3-12) 25 Sec. 3-12. Institute fund. All certificateexamination,26 registration fees and a portion of renewal and duplicate fees 27 shall be kept by the regional superintendent as described in 28 Section 21-16 of this Code, together with a record of the 29 names of the persons paying them. Such feesfundshall be 30 deposited into the institute fund and shall be used by the 31 regional superintendent to defray expenses associated with 32 the work of the regional professional development review -3- LRB9102361NTfgam01 1 committees established pursuant to paragraph (2) of 2 subsection (g) of Section 21-14 of this Code to advise the 3 regional superintendent, upon his or her request, and to hear 4 appeals relating to the renewal of teaching certificates, in 5 accordance with Section 21-14 of this Code; to defray 6 expenses connected with improving the technology necessary 7 for the efficient processing of certificates; to defray 8 expenses incidental to teachers' institutes, workshops or 9 meetings of a professional nature that are designed to 10 promote the professional growth of teachers or for the 11 purpose of defraying the expense of any general or special 12 meeting of teachers or school personnel of the region, which 13 has been approved by the regional superintendent. 14 The regional superintendent shall on or before January 1 15 of each year publish in a newspaper of general circulation 16 published in the region or shall post in each school building 17 under his jurisdiction an accounting of (1) the balance on 18 hand in the Institute fund at the beginning of the previous 19 year; (2) all receipts within the previous year deposited in 20 the fund, with the sources from which they were derived; (3) 21 the amount distributed from the fund and the purposes for 22 which such distributions were made; and (4) the balance on 23 hand in the fund. 24 (Source: P.A. 88-89; 89-335, eff. 1-1-96.) 25 (105 ILCS 5/21-0.01) 26 Sec. 21-0.01. Powers after January 1, 1998. Beginning on 27 January 1, 1998 and thereafter, the State Board of Education, 28 in consultation with the State Teacher Certification Board, 29 shall have the power and authority to do all of the 30 following: 31 (1) set standards for teaching, supervising, or 32 holding other certificated employment in the public 33 schools, and administer the certification process as -4- LRB9102361NTfgam01 1 provided in this Article; provided, however, that the 2 State Teacher Certification Board shall be solely 3 responsible for the renewal of Standard Teaching 4 Certificates as provided in SectionsSection21-2 and 5 21-14 of this Code; 6 (2) approve and evaluate teacher and administrator 7 preparation programs; 8 (3) enter into agreements with other states 9 relative to reciprocal approval of teacher and 10 administrator preparation programs; 11 (4) establish standards for the issuance of new 12 types of certificates; and 13 (5) take such other action relating to the 14 improvement of instruction in the public schools through 15 teacher education and professional development and that 16 attracts qualified candidates into teacher training 17 programs as is appropriate and consistent with applicable 18 laws. 19 (Source: P.A. 90-548, eff. 1-1-98.) 20 (105 ILCS 5/21-1a) (from Ch. 122, par. 21-1a) 21 Sec. 21-1a. Tests required for certification. 22 (a) After July 1, 1988, in addition to all other 23 requirements, early childhood, elementary, special, high 24 school, school service personnel, or, except as provided in 25 Section 34-6, administrative certificates shall be issued to 26 persons who have satisfactorily passed a test of basic skills 27 and subject matter knowledge. The tests of basic skills and 28 subject matter knowledge shall be the tests which from time 29 to time are designated by the State Board of Education in 30 consultation with the State Teacher Certification Board and 31 may be tests prepared by an educational testing organization 32 or tests designed by the State Board of Education in 33 consultation with the State Teacher Certification Board. The -5- LRB9102361NTfgam01 1 areas to be covered by the test of basic skills shall include 2 the basic skills of reading, writing, grammar and 3 mathematics. The test of subject matter knowledge shall 4 assess content knowledge in the specific subject field. The 5 tests shall be designed to be racially neutral to assure that 6 no person in taking the tests is thereby discriminated 7 against on the basis of race, color, national origin or other 8 factors unrelated to the person's ability to perform as a 9 certificated employee. The score required to pass the tests 10 of basic skills and subject matter knowledge shall be fixed 11 by the State Board of Education in consultation with the 12 State Teacher Certification Board. The tests shall be held 13 not fewer than 3 times a year at such time and place as may 14 be designated by the State Board of Education in consultation 15 with the State Teacher Certification Board. 16 (b) Except as provided in Section 34-6, the provisions 17 of subsection (a) of this Section shall apply equally in any 18 school district subject to Article 34, provided that the 19 State Board of Education shall determine which certificates 20 issued under Sections 34-8.1 and 34-83 prior to July 1, 1988 21 are comparable to any early childhood certificate, elementary 22 school certificate, special certificate, high school 23 certificate, school service personnel certificate or 24 administrative certificate issued under this Article as of 25 July 1, 1988. 26 (c) A person who holds an early childhood, elementary, 27 special, high school or school service personnel certificate 28 issued under this Article on or at any time before July 1, 29 1988, including a person who has been issued any such 30 certificate pursuant to Section 21-11.1 or in exchange for a 31 comparable certificate theretofore issued under Section 32 34-8.1 or Section 34-83, shall not be required to take or 33 pass the tests in order to thereafter have such certificate 34 renewed. -6- LRB9102361NTfgam01 1 (d) The State Board of Education in consultation with 2 the State Teacher Certification Board shall conduct a pilot 3 administration of the tests by administering the test to 4 students completing teacher education programs in the 1986-87 5 school year for the purpose of determining the effect and 6 impact of testing candidates for certification. 7 (e) The rules and regulations developed to implement the 8 required test of basic skills and subject matter knowledge 9 shall include the requirements of subsections (a), (b), and 10 (c) and shall include specific regulations to govern test 11 selection; test validation and determination of a passing 12 score; administration of the tests; frequency of 13 administration; applicant fees; frequency of applicants' 14 taking the tests; the years for which a score is valid; and, 15 waiving certain additional tests for additional certificates 16 to individuals who have satisfactorily passed the test of 17 basic skills and subject matter knowledge as required in 18 subsection (a). The State Board of Education shall provide, 19 by rule, specific policies that assure uniformity in the 20 difficulty level of each form of the basic skills test and 21 each subject matter knowledge test from test-to-test and 22 year-to-year. The State Board of Education shall also set a 23 passing score for the tests. 24 (f) The State Teacher Certification Board may issue a 25 nonrenewable temporary certificate between July 1, 1988 and 26 August 31, 1988 to individuals who have taken the tests of 27 basic skills and subject matter knowledge prescribed by this 28 Section but have not received such test scores by August 31, 29 1988. Such temporary certificates shall expire on December 30 31, 1988. 31 (g) Beginning January 1, 2000July 1, 1999, the State 32 Board of Education, in consultation with the State Teacher 33 Certification Board, shall implement and administer a new 34 system of certification for teachers in the State of -7- LRB9102361NTfgam01 1 Illinois. The State Board of Education, in consultation with 2 the State Teacher Certification Board, shall design and 3 implement a system of examinations and various other criteria 4 which shall be required prior to the issuance of Initial 5 Teaching Certificates and Standard Teaching Certificates. 6 These examinations and indicators shall be based on national 7 professional teaching standards, as determined by the State 8 Board of Education, in consultation with the State Teacher 9 Certification Board. The State Board of Education may adopt 10 any and all regulations necessary to implement and administer 11 this Section. 12 (h) The State Board of Education shall report to the 13 Illinois General Assembly and the Governor with 14 recommendations for further changes and improvements to the 15 teacher certification system no later than July 1, 1999 and 16 on an annual basis until July 1, 2001. 17 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.) 18 (105 ILCS 5/21-1b) (from Ch. 122, par. 21-1b) 19 Sec. 21-1b. Subject endorsement on certificates. All 20 certificates initially issued under this Article after June 21 30, 1986, shall be specifically endorsed by the State Board 22 of Education for each subject the holder of the certificate 23 is legally qualified to teach, such endorsements to be made 24 in accordance with standards promulgated by the State Board 25 of Education in consultation with the State Teacher 26 Certification Board. All certificates which are issued under 27 this Article prior to July 1, 1986 may, by application to the 28 State Board of Education, be specifically endorsed for each 29 subject the holder is legally qualified to teach. 30 Endorsements issued under this Section shall not apply to 31 substitute teacher's certificates issued under Section 21-9 32 of this Code.Each application for endorsement of an33existing teaching certificate shall be accompanied by a $20-8- LRB9102361NTfgam01 1nonrefundable fee.2 Commencing July 1, 1999, each application for endorsement 3 of an existing teaching certificate shall be accompanied by a 4 $30 nonrefundable feeJanuary 1, 1994, an additional $105shall be charged for each application for endorsement. There 6 is hereby created a Teacher Certificate Fee Revolving Fund as 7 a special fund within the State Treasury. The proceeds of 8 each $30the additional $10fee shall be paid into the 9 Teacher Certificate Fee Revolving Fund; and the moneys in 10 that Fund shall be appropriated and used to provide the 11 technology and other resources necessary for the timely and 12 efficient processing of certification requests. 13 (Source: P.A. 88-224.) 14 (105 ILCS 5/21-1c) (from Ch. 122, par. 21-1c) 15 Sec. 21-1c. Exclusive certificate authority. Only the 16 State Board of Education and State Teacher Certification 17 Board, acting in accordance with the applicable provisions of 18 this Act and the rules, regulations and standards promulgated 19 thereunder, shall have the authority to issue or endorse any 20 certificate required for teaching, supervising or holding 21 certificated employment in the public schools; and no other 22 State agency shall have any power or authority (i) to 23 establish or prescribe any qualifications or other 24 requirements applicable to the issuance or endorsement of any 25 such certificate, or (ii) to establish or prescribe any 26 licensure or equivalent requirement which must be satisfied 27 in order to teach, supervise or hold certificated employment 28 in the public schools. This Section does not prohibit the 29 State Board of Education, in consultation with the State 30 Teacher Certification Board, from delegating to regional 31 superintendents of schools the authority to grant temporary 32 employment authorizations to teacher applicants whose 33 qualifications have been confirmed by the State Board of -9- LRB9102361NTfgam01 1 Education, in consultation with the State Teacher 2 Certification Board. 3 (Source: P.A. 86-1441.) 4 (105 ILCS 5/21-2) (from Ch. 122, par. 21-2) 5 Sec. 21-2. Grades of certificates. 6 (a) Until January 1, 2000July 1, 1999, all certificates 7 issued under this Article shall be State certificates valid, 8 except as limited in Section 21-1, in every school district 9 coming under the provisions of this Act and shall be limited 10 in time and designated as follows: Provisional vocational 11 certificate, temporary provisional vocational certificate, 12 early childhood certificate, elementary school certificate, 13 special certificate, high school certificate, school service 14 personnel certificate, administrative certificate, 15 provisional certificate, and substitute certificate. The 16 requirement of student teaching under close and competent 17 supervision for obtaining a teaching certificate may be 18 waived by the State Teacher Certification Board upon 19 presentation to the Board by the teacher of evidence of 5 20 years successful teaching experience on a valid certificate 21 and graduation from a recognized institution of higher 22 learning with a bachelor's degree with not less than 120 23 semester hours and a minimum of 16 semester hours in 24 professional education. 25 (b) Initial Teaching Certificate. Beginning January 1, 26 2000July 1, 1999, persons who (1) have completed an approved 27 teacher preparation program, (2) are recommended by an 28 approved teacher preparation program, (3) have successfully 29 completed the Initial Teaching Certification examinations 30 required by the State Board of Education, and (4) have met 31 all other criteria established by the State Board of 32 Education in consultation with the State Teacher 33 Certification Board, shall be issued an Initial Teaching -10- LRB9102361NTfgam01 1 Certificate valid for 4 years of teaching, as defined in 2 Section 21-14 of this Code. Initial Teaching Certificates 3 shall be issued for categories corresponding to Early 4 Childhood, Elementary, Secondary, and Special K-12, with 5 special certification designations for Special Education, 6 Bilingual Education, fundamental learning areas (including 7 Language Arts, Reading, Mathematics, Science, Social Science, 8 Physical Development and Health, Fine Arts, and Foreign 9 Language), and other areas designated by the State Board of 10 Education, in consultation with the State Teacher 11 Certification Board. 12 (c) Standard Certificate. Beginning January 1, 2000 13July 1, 1999, persons who (1) have completed 4 years of 14 teaching, as defined in Section 21-14 of this Code, with an 15 Initial Certificate, have successfully completed the Standard16Teaching Certificate examinations,and have met all other 17 criteria established by the State Board of Education in 18 consultation with the State Teacher Certification Board,or19 (2) have completed 4 years of teaching on a valid equivalent 20 certificate in another State or territory of the United 21 States, or have completed 4 years of teaching in a nonpublic 22 Illinois elementary or secondary school with an Initial 23 Certificate, and have met all other criteria established by 24 the State Board of Education, in consultation with the State 25 Teacher Certification Board, or (3) were issued teaching 26 certificates prior to January 1, 2000July 1, 1999and are 27 renewing those certificates after January 1, 2000July 1,281999, shall be issued a Standard Certificate valid for 5 29 years, which may be renewed thereafter every 5 years by the 30 State Teacher Certification Board based on proof of 31 continuing education or professional development. Beginning 32 July 1, 2003, persons who have completed 4 years of teaching, 33 as described in clauses (1) and (2) of this subsection (c), 34 have successfully completed the Standard Teaching Certificate -11- LRB9102361NTfgam01 1 Examinations, and have met all other criteria established by 2 the State Board of Education, in consultation with the State 3 Teacher Certification Board, shall be issued Standard 4 Certificates. Standard Certificates shall be issued for 5 categories corresponding to Early Childhood, Elementary, 6 Secondary, and Special K-12, with special certification 7 designations for Special Education, Bilingual Education, 8 fundamental learning areas (including Language Arts, Reading, 9 Mathematics, Science, Social Science, Physical Development 10 and Health, Fine Arts, and Foreign Language), and other areas 11 designated by the State Board of Education, in consultation 12 with the State Teacher Certification Board. 13 (d) Master Certificate. Beginning January 1, 2000July141, 1999, persons who have successfully achieved National 15 Board certification through the National Board for 16 Professional Teaching Standards shall be issued a Master 17 Certificate, valid for 107years and renewable thereafter 18 every 107years through compliance with requirements set 19 forth by the State Board of Education, in consultation with 20 the State Teacher Certification Board. 21 (Source: P.A. 90-548, eff. 1-1-98; 90-653, eff. 7-29-98; 22 90-811, eff. 1-26-99.) 23 (105 ILCS 5/21-2.1) (from Ch. 122, par. 21-2.1) 24 Sec. 21-2.1. Early childhood certificate. 25 (a) An early childhood certificate shall be valid for 4 26 years for teaching children up to 6 years of age, exclusive 27 of children enrolled in kindergarten, in facilities approved 28 by the State Superintendent of Education. Beginning July 1, 29 1988, such certificate shall be valid for 4 years for 30 Teaching children through grade 3 in facilities approved by 31 the State Superintendent of Education. Subject to the 32 provisions of Section 21-1a, it shall be issued to persons 33 who have graduated from a recognized institution of higher -12- LRB9102361NTfgam01 1 learning with a bachelor's degree and with not fewer than 120 2 semester hours including professional education or human 3 development or, until July 1, 1992, to persons who have early 4 childhood education instruction and practical experience 5 involving supervised work with children under 6 years of age 6 or with children through grade 3. Such persons shall be 7 recommended for the early childhood certificate by a 8 recognized institution as having completed an approved 9 program of preparation which includes the requisite hours and 10 academic and professional courses and practical experience 11 approved by the State Superintendent of Education in 12 consultation with the State Teacher Certification Board. 13 (b) Beginning January 1, 2000July 1, 1999, Initial and 14 Standard Early Childhood Education Certificates shall be 15 issued to persons who meet the criteria established by the 16 State Board of Education. 17 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.) 18 (105 ILCS 5/21-3) (from Ch. 122, par. 21-3) 19 Sec. 21-3. Elementary certificate. 20 (a) An elementary school certificate shall be valid for 21 4 years for teaching in the kindergarten and lower 9 grades 22 of the common schools. Subject to the provisions of Section 23 21-1a, it shall be issued to persons who have graduated from 24 a recognized institution of higher learning with a bachelor's 25 degree and with not fewer than 120 semester hours and with a 26 minimum of 16 semester hours in professional education, 27 including 5 semester hours in student teaching under 28 competent and close supervision. Such persons shall be 29 recommended for the elementary certificate by a recognized 30 institution as having completed an approved program of 31 preparation which includes intensive preservice training in 32 the humanities, natural sciences, mathematics and the 33 academic and professional courses approved by the State -13- LRB9102361NTfgam01 1 Superintendent of Education in consultation with the State 2 Teacher Certification Board. 3 (b) Beginning January 1, 2000July 1, 1999, Initial and 4 Standard Elementary Certificates shall be issued to persons 5 who meet all of the criteria established by the State Board 6 of Education for elementary education. 7 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.) 8 (105 ILCS 5/21-4) (from Ch. 122, par. 21-4) 9 Sec. 21-4. Special certificate. 10 (a) A special certificate shall be valid for 4 years for 11 teaching the special subjects named therein in all grades of 12 the common schools. Subject to the provisions of Section 13 21-1a, it shall be issued to persons who have graduated from 14 a recognized institution of higher learning with a bachelor's 15 degree and with not fewer than 120 semester hours including a 16 minimum of 16 semester hours in professional education, 5 of 17 which shall be in student teaching under competent and close 18 supervision. When the holder of such certificate has earned a 19 master's degree, including eight semester hours of graduate 20 professional education from a recognized institution of 21 higher learning and with two years' teaching experience, it 22 may be endorsed for supervision. 23 Such persons shall be recommended for the special 24 certificate by a recognized institution as having completed 25 an approved program of preparation which includes academic 26 and professional courses approved by the State Superintendent 27 of Education in consultation with the State Teacher 28 Certification Board. 29 (b) Those persons holding special certificates on 30 January 1, 2000July 1, 1999shall be eligible for one of the 31 following: 32 (1) The issuance of Standard Elementary and 33 Standard Secondary Certificates with appropriate special -14- LRB9102361NTfgam01 1 certification designations as determined by the State 2 Board of Education, in consultation with the State 3 Teacher Certification Board, and consistent with rules 4 adopted by the State Board of Education. These 5 certificates shall be renewed as provided in subsection 6 (c) of Section 21-2. 7 (2) The issuance of Standard Special K-12 8 Certificates with appropriate special certification 9 designations, which shall be renewed as provided in 10 subsection (c) of Section 21-2. These certificates shall 11 not be eligible for additional certification designations 12 except as approved by the State Board of Education, in 13 consultation with the State Teacher Certification Board. 14 (c) Those persons eligible to receive K-12 certification 15 after January 1, 2000July 1, 1999shall be issued Initial 16 Elementary and Initial Secondary Certificates with 17 appropriate special certification designations pursuant to 18 this Section or Initial Special K-12 Certificates with 19 appropriate special certification designations pursuant to 20 this Section. These Initial K-12 Special Certificates shall 21 not be eligible for additional certification designations 22 except as approved by the State Board of Education, in 23 consultation with the State Teacher Certification Board. 24 (Source: P.A. 90-548, eff. 1-1-98; 90-653, eff. 7-29-98; 25 90-811, eff. 1-26-99.) 26 (105 ILCS 5/21-5) (from Ch. 122, par. 21-5) 27 Sec. 21-5. High school certificate. 28 (a) A high school certificate shall be valid for 4 years 29 for teaching in grades 6 to 12 inclusive of the common 30 schools. Subject to the provisions of Section 21-1a, it shall 31 be issued to persons who have graduated from a recognized 32 institution of higher learning with a bachelor's degree and 33 with not fewer than 120 semester hours including 16 semester -15- LRB9102361NTfgam01 1 hours in professional education, 5 of which shall be in 2 student teaching under competent and close supervision and 3 with one or more teaching fields. Such persons shall be 4 recommended for the high school certificate by a recognized 5 institution as having completed an approved program of 6 preparation which includes the academic and professional 7 courses approved by the State Superintendent of Education in 8 consultation with the State Teacher Certification Board. 9 (b) Beginning January 1, 2000July 1, 1999, Initial and 10 Standard Secondary Certificates shall be issued to persons 11 who meet all of the criteria established by the State Board 12 of Education for secondary education. 13 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.) 14 (105 ILCS 5/21-7.1) (from Ch. 122, par. 21-7.1) 15 Sec. 21-7.1. Administrative certificate. 16 (a) After July 1, 1999January 1, 1986, an 17 administrative certificate valid for 5 years of supervising 18 and administering in the public common schools may be issued 19 to persons who have graduated from a regionally accredited 20recognizedinstitution of higher learning with a master's 21 degree and who have been recommendedcertifiedby a 22 recognized institutionthese institutionsof higher learning 23 as having completed a program of preparation for one or more 24 of these endorsements. Such programs of academic and 25 professional preparation required for endorsement shall be 26 administered by the institution in accordance with standards 27 set forth by the State Superintendent of Education in 28 consultation with the State Teacher Certification Board. 29 (b) No administrative certificate shall be issued for 30 the first time after June 30, 1987 and no endorsement 31 provided for by this Section shall be made or affixed to an 32 administrative certificate for the first time after June 30, 33 1987 unless the person to whom such administrative -16- LRB9102361NTfgam01 1 certificate is to be issued or to whose administrative 2 certificate such endorsement is to be affixed has been 3 required to demonstrate as a part of a program of academic or 4 professional preparation for such certification or 5 endorsement: (i) an understanding of the knowledge called for 6 in establishing productive parent-school relationships and of 7 the procedures fostering the involvement which such 8 relationships demand; and (ii) an understanding of the 9 knowledge required for establishing a high quality school 10 climate and promoting good classroom organization and 11 management, including rules of conduct and instructional 12 procedures appropriate to accomplishing the tasks of 13 schooling; and (iii) a demonstration of the knowledge and 14 skills called for in providing instructional leadership. The 15 standards for demonstrating an understanding of such 16 knowledge shall be set forth by the State Board of Education 17 in consultation with the State Teacher Certification Board, 18 and shall be administered by the recognized institutions of 19 higher learning as part of the programs of academic and 20 professional preparation required for certification and 21 endorsement under this Section. As used in this subsection: 22 "establishing productive parent-school relationships" means 23 the ability to maintain effective communication between 24 parents and school personnel, to encourage parental 25 involvement in schooling, and to motivate school personnel to 26 engage parents in encouraging student achievement, including 27 the development of programs and policies which serve to 28 accomplish this purpose; and "establishing a high quality 29 school climate" means the ability to promote academic 30 achievement, to maintain discipline, to recognize substance 31 abuse problems among students and utilize appropriate law 32 enforcement and other community resources to address these 33 problems, to support teachers and students in their education 34 endeavors, to establish learning objectives and to provide -17- LRB9102361NTfgam01 1 instructional leadership, including the development of 2 policies and programs which serve to accomplish this purpose; 3 and "providing instructional leadership" means the ability to 4 effectively evaluate school personnel, to possess general 5 communication and interpersonal skills, and to establish and 6 maintain appropriate classroom learning environments. The 7 provisions of this subsection shall not apply to or affect 8 the initial issuance or making on or before June 30, 1987 of 9 any administrative certificate or endorsement provided for 10 under this Section, nor shall such provisions apply to or 11 affect the renewal after June 30, 1987 of any such 12 certificate or endorsement initially issued or made on or 13 before June 30, 1987. 14 (c) Administrative certificates shall be renewed every 15 five years with the first renewal being five years following 16 the initial receipt of an administrative certificate. Renewal 17 requirements for administrators whose positions require 18 certification shall be based upon evidence of continuing 19 professional education which promotes the following goals: 20 (1) Improving administrators' knowledge of instructional 21 practices and administrative procedures; (2) Maintaining the 22 basic level of competence required for initial certification; 23 and (3) Improving the mastery of skills and knowledge 24 regarding the improvement of teaching performance in clinical 25 settings and assessment of the levels of student performance 26 in their schools. Evidence of continuing professional 27 education must include verification of biennial attendance in 28 a program developed by the Illinois Administrators' Academy 29 and verification of annual participation in a school district 30 approved activity which contributes to continuing 31 professional education. The State Board of Education, in 32 consultation with the State Teacher Certification Board, 33 shall develop procedures for implementing this Section and 34 shall administer the renewal of administrative certificates. -18- LRB9102361NTfgam01 1 Failure to submit satisfactory evidence of continuing 2 professional education which contributes to promoting the 3 goals of this Section shall result in a loss of 4 administrative certification. 5 (d) Any limited or life supervisory certificate issued 6 prior to July 1, 1968 shall continue to be valid for all 7 administrative and supervisory positions in the public 8 schools for which it is valid as of that date as long as its 9 holder meets the requirements for registration or renewal as 10 set forth in the statutes or until revoked according to law. 11 (e) The administrative or supervisory positions for 12 which the certificate shall be valid shall be determined by 13 one or more of 3 endorsements: general supervisory, general 14 administrative and superintendent. 15 Subject to the provisions of Section 21-1a, endorsements 16 shall be made under conditions set forth in this Section. 17 The State Board of Education shall, in consultation with the 18 State Teacher Certification Board, adopt rules pursuant to 19 the Illinois Administrative Procedure Act, establishing 20 requirements for obtaining administrative certificates where 21 the minimum administrative or supervisory requirements 22 surpass those set forth in this Section. 23 The State Teacher Certification Board shall file with the 24 State Board of Education a written recommendation when 25 considering additional administrative or supervisory 26 requirements. All additional requirements shall be based 27 upon the requisite knowledge necessary to perform those tasks 28 required by the certificate. The State Board of Education 29 shall in consultation with the State Teacher Certification 30 Board, establish standards within its rules which shall 31 include the academic and professional requirements necessary 32 for certification. These standards shall at a minimum 33 contain, but not be limited to, those used by the State Board 34 of Education in determining whether additional knowledge will -19- LRB9102361NTfgam01 1 be required. Additionally, the State Board of Education 2 shall in consultation with the State Teacher Certification 3 Board, establish provisions within its rules whereby any 4 member of the educational community or the public may file a 5 formal written recommendation or inquiry regarding 6 requirements. 7 (1) Until July 1, 2003, the general supervisory 8 endorsement shall be affixed to the administrative 9 certificate of any holder who has at least 16 semester 10 hours of graduate credit in professional education 11 including 8 semester hours of graduate credit in 12 curriculum and research and who has at least 2 years of 13 full-time teaching experience or school service personnel 14 experience in public schools, schools under the 15 supervision of the Department of Corrections, schools 16 under the administration of the Department of 17 Rehabilitation Services, or nonpublic schools meeting the 18 standards established by the State Superintendent of 19 Education or comparable out-of-state recognition 20 standards approved by the State Superintendent of 21 Education. 22 Such endorsement shall be required for supervisors, 23 curriculum directors and for such similar and related 24 positions as determined by the State Superintendent of 25 Education in consultation with the State Teacher 26 Certification Board. 27 (2) The general administrative endorsement shall be 28 affixed to the administrative certificate of any holder 29 who has at least 20 semester hours of graduate credit in 30 educational administration and supervision and who has at 31 least 2 years of full-time teaching experience or school 32 service personnel experience in public schools, schools 33 under the supervision of the Department of Corrections, 34 schools under the administration of the Department of -20- LRB9102361NTfgam01 1 Rehabilitation Services, or nonpublic schools meeting the 2 standards established by the State Superintendent of 3 Education or comparable out-of-state recognition 4 standards approved by the State Superintendent of 5 Education. 6 Such endorsement shall be required for principal, 7 assistant principal, assistant or associate 8 superintendent, junior college dean and for related or 9 similar positions as determined by the State 10 Superintendent of Education in consultation with the 11 State Teacher Certification Board. 12 Notwithstanding any other provisions of this Act, 13 after January 1, 1990 and until January 1, 1991, any 14 teacher employed by a district subject to Article 34 15 shall be entitled to receive an administrative 16 certificate with a general administrative endorsement 17 affixed thereto if he or she: (i) had at least 3 years of 18 experience as a certified teacher for such district prior 19 to August 1, 1985; (ii) obtained a Master's degree prior 20 to August 1, 1985; (iii) completed at least 20 hours of 21 graduate credit in education courses (including at least 22 12 hours in educational administration and supervision) 23 prior to September 1, 1987; and (iv) has received a 24 rating of superior for at least each of the last 5 years. 25 Any person who obtains an administrative certificate with 26 a general administrative endorsement affixed thereto 27 under this paragraph shall not be qualified to serve in 28 any administrative position except assistant principal. 29 (3) The chief school business official endorsement 30 shall be affixed to the administrative certificate of any 31 holder who qualifies by having a Master's degree, two 32 years of administrative experience in school business 33 management, and a minimum of 20 semester hours of 34 graduate credit in a program established by the State -21- LRB9102361NTfgam01 1 Superintendent of Education in consultation with the 2 State Teacher Certification Board for the preparation of 3 school business administrators. Such endorsement shall 4 also be affixed to the administrative certificate of any 5 holder who qualifies by having a Master's Degree in 6 Business Administration, Finance or Accounting from a 7 regionally accredited institution of higher education. 8 After June 30, 1977, such endorsement shall be 9 required for any individual first employed as a chief 10 school business official. 11 (4) The superintendent endorsement shall be affixed to 12 the administrative certificate of any holder who has 13 completed 30 semester hours of graduate credit beyond the 14 master's degree in a program for the preparation of 15 superintendents of schools including 16 semester hours of 16 graduate credit in professional education and who has at 17 least 2 years experience as an administrator or supervisor in 18 the public schools or the State Board of Education or 19 education service regions or in nonpublic schools meeting the 20 standards established by the State Superintendent of 21 Education or comparable out-of-state recognition standards 22 approved by the State Superintendent of Education and holds 23 general supervisory or general administrative endorsement, or 24 who has had 2 years of experience as a supervisor or 25 administrator while holding an all-grade supervisory 26 certificate or a certificate comparable in validity and 27 educational and experience requirements. 28 After June 30, 1968, such endorsement shall be required 29 for a superintendent of schools, except as provided in the 30 second paragraph of this Section and in Section 34-6. 31 Any person appointed to the position of superintendent 32 between the effective date of this Act and June 30, 1993 in a 33 school district organized pursuant to Article 32 with an 34 enrollment of at least 20,000 pupils shall be exempt from the -22- LRB9102361NTfgam01 1 provisions of this Subsection (4) until June 30, 1996. 2 (f) All official interpretations or acts of issuing or 3 denying administrative certificates or endorsements by the 4 State Teacher's Certification Board, State Board of Education 5 or the State Superintendent of Education, from the passage of 6 P.A. 81-1208 on November 8, 1979 through September 24, 1981 7 are hereby declared valid and legal acts in all respects and 8 further that the purported repeal of the provisions of this 9 Section by P.A. 81-1208 and P.A. 81-1509 is declared null and 10 void. 11 (Source: P.A. 89-626, eff. 8-9-96.) 12 (105 ILCS 5/21-9) (from Ch. 122, par. 21-9) 13 Sec. 21-9. Substitute certificates and substitute 14 teaching. 15 (a) A substitute teacher's certificate may be issued for 16 teaching in all grades of the common schools. Such 17 certificate may be issued upon request of the regional 18 superintendent of schools of any region in which the teacher 19 is to teach. A substitute teacher's certificate is valid for 20 teaching in the public schools of any county. Such 21 certificate may be issued to persons who either (a) hold a 22 certificate valid for teaching in the common schools as 23 shown on the face of the certificate, (b) hold a bachelor of 24 arts degree from an institution of higher learning accredited 25 by the North Central Association or other comparable regional 26 accrediting association or have been graduated from a 27 recognized institution of higher learning with a bachelor's 28 degree, or (c) have had 2 years of teaching experience and 29 meet such other rules and regulations as may be adopted by 30 the State Board of Education in consultation with the State 31 Teacher Certification Board. Such certificate shall expire 32 on June 30 in the fourth year from date of issue. Substitute 33 teacher's certificates are not subject to endorsement as -23- LRB9102361NTfgam01 1 described in Section 21-1b of this Code. 2 (b) A teacher holding a substitute teacher's certificate 3 may teach only in the place of a certified teacher who is 4 under contract with the employing board and may teach only 5 when no appropriate fully certified teacher is available to 6 teach in a substitute capacity. A teacher holding an early 7 childhood certificate, an elementary certificate, a high 8 school certificate, or a special certificate may also 9 substitute teach in grades K-12 but only in the place of a 10 certified teacher who is under contract with the employing 11 board. A substitute teacher may teach only for a period not 12 to exceed 90 paid school days or 450 paid school hours in any 13 one school district in any one school term. Where such 14 teaching is partly on a daily and partly on an hourly basis, 15 a school day shall be considered as 5 hours. The teaching 16 limitations imposed by this subsection upon teachers holding 17 substitute certificates shall not apply in any school 18 district operating under Article 34. 19 (Source: P.A. 89-212, eff. 8-4-95.) 20 (105 ILCS 5/21-11.3) (from Ch. 122, par. 21-11.3) 21 Sec. 21-11.3. Resident teacher certificate. A resident 22 teacher certificate shall be valid for 2 years for employment 23 as a resident teacher in a public school. It shall be issued 24 only to persons who have graduated from a regionally 25 accreditedrecognizedinstitution of higher education with a 26 bachelor's degree, who are enrolled in a program of 27 preparation approved by the State Superintendent of Education 28 in consultation with the State Teacher Certification Board, 29 and who have passed the appropriate tests as required in 30 Section 21-1a and as determined by the State Board of 31 Education. A resident teacher certificate may be issued for 32 teaching children through grade 3 or for grades K-9, 6-12, or 33 K-12 in a special subject area and may not be renewed. A -24- LRB9102361NTfgam01 1 resident teacher may teach only in conjunction with and under 2 the direction of a certified teacher and shall not teach in 3 place of a certified teacher. 4 (Source: P.A. 90-548, eff. 1-1-98.) 5 (105 ILCS 5/21-11.4) 6 Sec. 21-11.4. Illinois Teacher Corps. 7 (a) The General Assembly finds and determines that (i) 8 it is important to encourage the entry of qualified 9 professionals into elementary and secondary teaching as a 10 second career; and (ii) there are a number of individuals who 11 have bachelors' degrees, experience in the work force, and an 12 interest in serving youth that creates a special talent pool 13 with great potential for enriching the lives of Illinois 14 children as teachers. To provide this talent pool with the 15 opportunity to serve children as teachers, school districts, 16 colleges, and universities are encouraged, as part of the 17 public policy of this State, to enter into collaborative 18 programs to educate and induct these non-traditional 19 candidates into the teaching profession. To facilitate the 20 certification of such candidates, the State Board of 21 Education, in consultation with the State Teacher 22 Certification Board, shall assist institutions of higher 23 education and school districts with the implementation of the 24 Illinois Teacher Corps. 25 (b) Individuals who wish to become candidates for the 26 Illinois Teacher Corps program must earn a resident teacher 27 certificate as defined in Section 21-11.3, including: 28 (1) graduation from a regionally accredited 29recognizedinstitution of higher education with a 30 bachelor's degree and at least a 3.00 out of a 4.00 grade 31 point average; 32 (2) a minimum of 5 years of professional experience 33 in the area the candidate wishes to teach; -25- LRB9102361NTfgam01 1 (3) passing the examinations required by the State 2 Board of Education; 3 (4) enrollment in a Masters of Education Degree 4 program approved by the State Superintendent of Education 5 in consultation with the State Teacher Certification 6 Board; and 7 (5) completion of a 6 week summer intensive teacher 8 preparation course which is the first component of the 9 Masters Degree program. 10 (c) School districts may hire an Illinois Teacher Corps 11 candidate after the candidate has received his or her 12 resident teacher certificate. The school district has the 13 responsibility of ensuring that the candidates receive the 14 supports necessary to become qualified, competent and 15 productive teachers. To be eligible to participate in the 16 Illinois Teacher Corps program, school districts must provide 17 a minimum of the following supports to the candidates: 18 (1) a salary and benefits package as negotiated 19 through the teacher contracts; 20 (2) a mentor certified teacher who will provide 21 guidance to one or more candidates under a program 22 developed collaboratively by the school district and 23 university; 24 (3) at least quarterly evaluations performed of 25 each candidate jointly by the mentor teacher and the 26 principal of the school or the principal's designee; and 27 (4) a written and signed document from the school 28 district outlining the support the district intends to 29 provide to the candidates, for approval by the State 30 Teacher Certification Board. 31 (d) Illinois institutions of higher education shall work 32 collaboratively with school districts and the State Teacher 33 Certification Board to academically prepare the candidates 34 for the teaching profession. To be eligible to participate, -26- LRB9102361NTfgam01 1 the College or School of Education of a participating 2 Illinois institution of higher education must develop a 3 curriculum that provides, upon completion, a Masters Degree 4 in Education for the candidates. The Masters Degree program 5 must: 6 (1) receive approval from the State Teacher 7 Certification Board; and 8 (2) take no longer than 3 summers and 2 academic 9 years to complete, and balance the needs and time 10 constraints of the candidates. 11 (e) Upon successful completion of the Masters Degree 12 program, the candidate receives an Initial Teaching 13 Certificate in the State of Illinois. 14 (f) If an individual wishes to become a candidate in the 15 Illinois Teacher Corps program, but does not possess 5 years 16 of professional experience, the individual may qualify for 17 the program by participating in a one year internship 18 teacher preparation program with a school district. The one 19 year internship shall be developed collaboratively by the 20 school district and the Illinois institution of higher 21 education, and shall be approved by the State Teacher 22 Certification Board. 23 (g) The State Board of Education is authorized to award 24 grants to school districts that seek to prepare candidates 25 for the teaching profession who have bachelors' degrees and 26 professional work experience in subjects relevant to teaching 27 fields, but who do not have formal preparation for teaching. 28 Grants may be made to school districts for up to $3,000 per 29 candidate when the school district, in cooperation with a 30 public or private university and the school district's 31 teacher bargaining unit, develop a program designed to 32 prepare teachers pursuant to the Illinois Teacher Corps 33 program under this Section. 34 (Source: P.A. 90-548, eff. 1-1-98.) -27- LRB9102361NTfgam01 1 (105 ILCS 5/21-12) (from Ch. 122, par. 21-12) 2 Sec. 21-12. Printing;ofSeal; Signature; Credentials. 3 All certificates shall be printed by and bear theseal of the4State Teacher Certification Board and thesignatures of the 5 chairman and of the secretary of the State Teacher 6 Certification Boardboard. Each certificate shall show the 7 integrally printed seal of the State Teacher Certification 8 Board. All college credentials offered as the basis of a 9 certificate shall be presented to the secretary of the State 10 Teacher Certification Board for inspection and approval. 11After January 1, 1964, each application for a certificate or12evaluation of credentials shall be accompanied by an13evaluation fee of $20 which is not refundable.14 Commencing July 1, 1999, each application for a 15 certificate or evaluation of credentials shall be accompanied 16 by an evaluation fee of $30 payable to the State 17 Superintendent of Education,January 1, 1994, an additional18$10 shall be charged for each application for a certificate19or evaluation of credentialswhich is not refundable, except 20 that no application or evaluation fee shall be required for a 21 Master Certificate issued pursuant to subsection (d) of 22 Section 21-2 of this Code.There is hereby created a Teacher23Certificate Fee Revolving Fund as a special fund within the24State Treasury.The proceeds of each $30the additional $1025 fee shall be paid into the Teacher Certificate Fee Revolving 26 Fund, created under Section 21-1b of this Code; and the 27 moneys in that Fund shall be appropriated and used to provide 28 the technology and other resources necessary for the timely 29 and efficient processing of certification requests. 30 When evaluation verifies the requirements for a valid 31 certificate, the applicant shall be issued an entitlement 32 card that may be presented to a regional superintendent of 33 schoolstogether with a fee of one dollarfor issuance of a 34 certificate. -28- LRB9102361NTfgam01 1 The applicant shall be notified of any deficiencies. 2 (Source: P.A. 88-224; revised 10-31-98.) 3 (105 ILCS 5/21-14) (from Ch. 122, par. 21-14) 4 Sec. 21-14. Registration and renewal of certificates. 5 (a) A limited four-year certificate or a certificate 6 issued after July 1, 1955, shall be renewable at its 7 expiration or within 60 days thereafter by the county 8 superintendent of schools having supervision and control over 9 the school where the teacher is teaching upon certified 10 evidence of meeting the requirements for renewal as required 11 by this Act and prescribed by the State Board of Education in 12 consultation with the State Teacher Certification Board. An 13 elementary supervisory certificate shall not be renewed at 14 the end of the first four-year period covered by the 15 certificate unless the holder thereof has filed certified 16 evidence with the State Teacher Certification Board that he 17 has a master's degree or that he has earned 8 semester hours 18 of credit in the field of educational administration and 19 supervision in a recognized institution of higher learning. 20 The holder shall continue to earn 8 semester hours of credit 21 each four-year period until such time as he has earned a 22 master's degree. 23 All certificates not renewed or registered as herein 24 provided shall lapse after a period of 54years from the 25 expiration of the last year of registration. Such 26 certificates may be reinstated for a one year period upon 27 payment of all accumulated registration fees. Such 28 reinstated certificates shall only be renewed: (1) by earning 29 5 semester hours of credit in a recognized institution of 30 higher learning in the field of professional education or in 31 courses related to the holder's contractual teaching duties; 32 or (2) by presenting evidence of holding a valid regular 33 certificate of some other type. Any certificate may be -29- LRB9102361NTfgam01 1 voluntarily surrendered by the certificate holder. A 2 voluntarily surrendered certificate shall be treated as a 3 revoked certificate. 4 (b) When those teaching certificates issued before 5 January 1, 2000July 1, 1999are renewed for the first time 6 after January 1, 2000July 1, 1999, all such teaching 7 certificates shall be exchanged for Standard Teaching 8 Certificates as provided in subsection (c) of Section 21-2. 9 All Initial and Standard Teaching Certificates, including 10 those issued to persons who previously held teaching 11 certificates issued before January 1, 2000July 1, 1999, 12 shall be renewable under the conditions set forth in this 13 subsection (b). 14 Initial Teaching Certificates are nonrenewable and are 15 valid for 4 years of teaching. Standard Teaching 16 Certificates are renewable every 5 years as provided in 17 subsection (c) of Section 21-2 and subsection (c) of this 18 Section. For purposes of this Section, "teaching" is defined 19 as employment and performance of services in an Illinois 20 public or State-operated elementary school, secondary school, 21 or cooperative or joint agreement with a governing body or 22 board of control, in a certificated teaching position, or a 23 charter school operating in compliance with the Charter 24 Schools Law. 25 (c) In compliance with subsection (c) of Section 21-2 of 26 this Code, which provides that a Standard Teaching 27 Certificate may be renewed by the State Teacher Certification 28 Board based upon proof of continuing professional 29 development, the State Board of Education and the State 30 Teacher Certification Board shall jointly: 31 (1) establish a procedure for renewing Standard 32 Teaching Certificates, which shall include but not be 33 limited to annual timelines for the renewal process and 34 the components set forth in subsections (d) through (k) -30- LRB9102361NTfgam01 1 of this Section; 2 (2) establish the standards for certificate 3 renewal; 4 (3) approve the providers of continuing 5 professional development activities; 6 (4) determine the maximum credit for each category 7 of continuing professional development activities; 8 (5) designate the type and amount of documentation 9 required to show that continuing professional development 10 activities have been completed; and 11 (6) provide, on a timely basis to all Illinois 12 teachers, certificate holders, regional superintendents 13 of schools, school districts, and others with an interest 14 in continuing professional development, information about 15 the standards and requirements established pursuant to 16 this subsection (c). 17 (d) Any Standard Teaching Certificate held by an 18 individual employed and performing services in an Illinois 19 public or State-operated elementary school, secondary school, 20 or cooperative or joint agreement with a governing body or 21 board of control in a certificated teaching position or a 22 charter school in compliance with the Charter Schools Law 23 must be maintained Valid and Active through certificate 24 renewal activities specified in the certificate renewal 25 procedure established pursuant to subsection (c) of this 26 Section, provided that a holder of a Valid and Active 27 certificate who is only employed on either a part-time basis 28 or day-to-day basis as a substitute teacher shall pay only 29 the required registration fee to renew his or her certificate 30 and keep it valid. All other Standard Teaching Certificates 31 held may be maintained as Valid but Inactive through the 32 registration process provided for in the certificate renewal 33 procedure established pursuant to subsection (c) of this 34 Section. A Valid but Inactive certificate must be -31- LRB9102361NTfgam01 1 immediately activated, through procedures developed jointly 2 by the State Board of Education and the State Teacher 3 Certification Board, upon the certificate holder becoming 4 employed and performing services in an Illinois public or 5 State-operated elementary school, secondary school, or 6 cooperative or joint agreement with a governing body or board 7 of control in a certificated teaching position or a charter 8 school operating in compliance with the Charter Schools Law. 9 A holder of a Valid but Inactive certificate may activate his 10 or her certificate through procedures provided for in the 11 certificate renewal procedure established pursuant to 12 subsection (c) of this Section. 13 (e)(1) A Standard Teaching Certificate that has been 14 maintained as Valid and Active for the 5 years of the 15 certificate's validity shall be renewed as Valid and Active 16 upon the certificate holder: (i) completing at least 8 17 semester hours of coursework as described in subdivision (A) 18 of paragraph (3) of this subsection (e); (ii) earning at 19 least 24 continuing education units as described in 20 subdivision (B) of paragraph (3) of this subsection (e); 21 (iii) completing the National Board for Professional Teaching 22 Standards process as described in subdivision (C) of 23 paragraph (3) of this subsection (e); or (iv) earning 120 24 continuing professional development units ("CPDU") as 25 described in subdivision (D) of paragraph (3) of this 26 subsection (e). The maximum continuing professional 27 development units for each continuing professional 28 development activity identified in subdivisions (E) through 29 (I) of paragraph (3) of this subsection (e) shall be jointly 30 determined by the State Board of Education and the State 31 Teacher Certification Board. If, however, the certificate 32 holder has maintained the certificate as Valid but Inactive 33 for a portion of the 5-year period of validity, the number of 34 continuing professional development units needed to renew the -32- LRB9102361NTfgam01 1 certificate as Valid and Active shall be proportionately 2 reduced by the amount of time the certificate was Valid but 3 Inactive. Furthermore, if a certificate holder is employed 4 and performs teaching services on a part-time basis for all 5 or a portion of the certificate's 5-year period of validity, 6 the number of continuing professional development units 7 needed to renew the certificate as Valid and Active shall be 8 reduced by 50% for the amount of time the certificate holder 9 has been employed and performed teaching services on a 10 part-time basis. Part-time shall be defined as less than 50% 11 of the school day or school term. 12 (2) Each Valid and Active Standard Teaching Certificate 13 holder shall develop a certificate renewal plan for 14 satisfying the continuing professional development 15 requirement provided for in subsection (c) of Section 21-2 of 16 this Code. Certificate holders with multiple certificates 17 shall develop a certificate renewal plan that addresses only 18 that certificate or those certificates that are required of 19 his or her certificated teaching position, if the certificate 20 holder is employed and performing services in an Illinois 21 public or State-operated elementary school, secondary school, 22 or cooperative or joint agreement with a governing body or 23 board of control, or that certificate or those certificates 24 most closely related to his or her teaching position, if the 25 certificate holder is employed in a charter school. Except 26 as otherwise provided in this subsection (e), a certificate 27 renewal plan shall include a minimum of 3 individual 28 improvement goals developed by the certificate holder and 29 shall reflect purposes (A), (B), and (C) and may reflect 30 purpose (D) of the following continuing professional 31 development purposes: 32 (A) Advance both the certificate holder's knowledge 33 and skills as a teacher (including pedagogy and classroom 34 management) in the certificate holder's areas of -33- LRB9102361NTfgam01 1 certification, endorsement, or teaching assignment. 2 (B) Develop the certificate holder's knowledge and 3 skills in areas determined to be critical for all 4 Illinois teachers, as defined by the State Board of 5 Education, known as "State priorities". 6 (C) Address the knowledge, skills, and goals of the 7 certificate holder's local school improvement plan, if 8 the teacher is employed in an Illinois public or 9 State-operated elementary school, secondary school, or 10 cooperative or joint agreement with a governing body or 11 board of control. 12 (D) Expand knowledge and skills in an additional 13 teaching field or toward the acquisition of another 14 teaching certificate, endorsement, or relevant education 15 degree. 16 A certificate renewal plan must include a description of how 17 these goals are to be achieved and an explanation of selected 18 continuing professional development activities to be 19 completed, each of which must meet one or more of the 20 continuing professional development purposes specified in 21 this paragraph (2). The plan shall identify potential 22 activities and include projected timelines for those 23 activities that will assure completion of the plan before the 24 expiration of the 5-year validity of the Standard Teaching 25 Certificate. Except as otherwise provided in this subsection 26 (e), at least 50% of continuing professional development 27 units must relate to purposes (A) and (B) set forth in this 28 paragraph (2): the advancement of a certificate holder's 29 knowledge and skills as a teacher (including pedagogy and 30 classroom management) in the certificate holder's areas of 31 certification, endorsement, or teaching assignment and the 32 development of a certificate holder's knowledge and skills in 33 the State priorities that exist at the time the certificate 34 renewal plan is developed. -34- LRB9102361NTfgam01 1 (3) Continuing professional development activities 2 included in a certificate renewal plan may include, but are 3 not limited to, the following activities: 4 (A) at least 8 semester hours of coursework in an 5 approved education-related program, of which at least 20% 6 of these hours relate to the continuing professional 7 development purpose set forth in purpose (A) of paragraph 8 (2) of this subsection (e), provided that such a plan 9 need not include any other continuing professional 10 development activities nor reflect or contain activities 11 related to the other continuing professional development 12 purposes set forth in paragraph (2) of this subsection 13 (e); 14 (B) continuing education units that satisfy the 15 continuing professional development purposes set forth in 16 paragraph (2) of this subsection (e), with each unit 17 equal to 5 clock hours, provided that a plan that 18 includes at least 24 continuing education units (or 120 19 clock/contact hours) need not include any other 20 continuing professional development activities; 21 (C) completion of the National Board of 22 Professional Teaching Standards ("NBPTS") process, 23 provided that a plan that includes completion of the 24 NBPTS process need not include any other continuing 25 professional development activities nor reflect or 26 contain activities related to the continuing professional 27 development purposes set forth in paragraph (2) of 28 subsection (e) of this Section; 29 (D) completion of 120 continuing professional 30 development units that satisfy the continuing 31 professional development purposes set forth in paragraph 32 (2) of this subsection (e) and may include without 33 limitation the activities identified in subdivisions (E) 34 through (I) of this paragraph (3); -35- LRB9102361NTfgam01 1 (E) collaboration and partnership activities 2 related to improving the teacher's knowledge and skills 3 as a teacher, including the following: 4 (i) participating on collaborative planning 5 and professional improvement teams and committees; 6 (ii) peer coaching; 7 (iii) peer reviewing; 8 (iv) mentoring in a formal mentoring program, 9 including service as a consulting teacher 10 participating in a remediation process formulated 11 under Section 24A-5 of this Code; 12 (v) participating in site-based management or 13 decision making teams, relevant committees, boards, 14 or task forces directly related to school 15 improvement plans; 16 (vi) coordinating community resources in 17 schools, if the project is a specific goal of the 18 school improvement plan; 19 (vii) facilitating parent education programs 20 for a school, school district, or regional office of 21 education directly related to student achievement or 22 school improvement plans; 23 (viii) participating in business, school, or 24 community partnerships directly related to student 25 achievement or school improvement plans; 26 (ix) supervising a student teacher or teacher 27 education candidate in clinical supervision, 28 provided that the supervision may only be counted 29 once during the course of 5 years; 30 (F) college or university coursework related to 31 improving the teacher's knowledge and skills as a teacher 32 as follows: 33 (i) completing undergraduate or graduate 34 credit earned from a regionally accredited -36- LRB9102361NTfgam01 1 institution in coursework relevant to the 2 certificate area being renewed, provided the 3 coursework meets Illinois Teaching Standards and 4 supports the essential characteristics of quality 5 professional development; or 6 (ii) teaching college or university courses in 7 areas relevant to the certificate area being 8 renewed, provided that the teaching may only be 9 counted once during the course of 5 years; 10 (G) conferences, workshops, institutes, seminars, 11 and symposiums related to improving the teacher's 12 knowledge and skills as a teacher, including the 13 following: 14 (i) completing non-university credit directly 15 related to student achievement, school improvement 16 plans, or State priorities; 17 (ii) participating in or presenting at 18 workshops, seminars, conferences, institutes, and 19 symposiums; 20 (iii) presenting at workshops, seminars, 21 conferences, institutes, and symposiums; 22 (iv) training as external reviewers for 23 Quality Assurance; 24 (v) training as reviewers of university 25 teacher preparation programs; 26 (H) other educational experiences related to 27 improving the teacher's knowledge and skills as a 28 teacher, including the following: 29 (i) participating in action research and 30 inquiry projects; 31 (ii) observing programs or teaching in 32 schools, related businesses, or industry that is 33 systematic, purposeful, and relevant to certificate 34 renewal; -37- LRB9102361NTfgam01 1 (iii) traveling related to ones teaching 2 assignment, directly related to student achievement 3 or school improvement plans and approved at least 30 4 days prior to the travel experience, provided that 5 the traveling shall not include time spent commuting 6 to destinations where the learning experience will 7 occur; 8 (iv) participating in study groups related to 9 student achievement or school improvement plans; 10 (v) serving on a statewide education-related 11 committee, including but not limited to the State 12 Teacher Certification Board, State Board of 13 Education strategic agenda teams, or the State 14 Advisory Council on Education of Children with 15 Disabilities; 16 (vi) participating in work/learn programs or 17 internships; or 18 (I) professional leadership experiences related to 19 improving the teacher's knowledge and skills as a 20 teacher, including the following: 21 (i) participating in curriculum development or 22 assessment activities at the school, school 23 district, regional office of education, State, or 24 national level; 25 (ii) participating in team or department 26 leadership in a school or school district; 27 (iii) participating on external or internal 28 school or school district review teams; 29 (iv) publishing educational articles, columns, 30 or books relevant to the certificate area being 31 renewed; or 32 (v) participating in non-strike related 33 professional association or labor organization 34 service or activities, including leadership. -38- LRB9102361NTfgam01 1 (4) A certificate renewal plan must initially be 2 approved by the certificate holder's local professional 3 development committee, as provided for in subsection (f) of 4 this Section. If the local professional development 5 committee does not approve the certificate renewal plan, the 6 certificate holder may appeal that determination to the 7 regional professional development review committee, as 8 provided for in paragraph (2) of subsection (g) of this 9 Section. If the regional professional development review 10 committee disagrees with the local professional development 11 committee's determination, the certificate renewal plan shall 12 be deemed approved and the certificate holder may begin 13 satisfying the continuing professional development activities 14 set forth in the plan. If the regional professional 15 development review committee agrees with the local 16 professional development committee's determination, the 17 certificate renewal plan shall be deemed disapproved and 18 shall be returned to the certificate holder to develop a 19 revised certificate renewal plan. In all cases, the regional 20 professional development review committee shall immediately 21 notify both the local professional development committee and 22 the certificate holder of its determination. 23 (5) A certificate holder who wishes to modify the 24 continuing professional development activities or goals in 25 his or her certificate renewal plan must submit the proposed 26 modifications to his or her local professional development 27 committee for approval prior to engaging in the proposed 28 activities. If the local professional development committee 29 does not approve the proposed modification, the certificate 30 holder may appeal that determination to the regional 31 professional development review committee, as set forth in 32 paragraph (4) of this subsection (e). 33 (6) When a certificate holder changes assignments or 34 school districts during the course of completing a -39- LRB9102361NTfgam01 1 certificate renewal plan, the professional development and 2 continuing education credit earned pursuant to the plan shall 3 transfer to the new assignment or school district and count 4 toward the total requirements. This certificate renewal plan 5 must be reviewed by the appropriate local professional 6 development committee and may be modified to reflect the 7 certificate holder's new work assignment or the school 8 improvement plan of the new school district or school 9 building. 10 (f) Notwithstanding any other provisions of this Code, 11 each school district, charter school, and cooperative or 12 joint agreement with a governing body or board of control 13 that employs certificated staff, shall establish and 14 implement, in conjunction with its exclusive representative, 15 if any, one or more local professional development 16 committees, as set forth in this subsection (f), which shall 17 perform the following functions: 18 (1) review and approve certificate renewal plans 19 and any modifications made to these plans, including 20 transferred plans; 21 (2) maintain a file of approved certificate renewal 22 plans; 23 (3) monitor certificate holders' progress in 24 completing approved certificate renewal plans; 25 (4) assist in the development of professional 26 development plans based upon needs identified in 27 certificate renewal plans; 28 (5) determine whether certificate holders have met 29 the requirements of their certificate renewal plans and 30 notify certificate holders of its determination; 31 (6) provide a certificate holder with the 32 opportunity to address the committee when it has 33 determined that the certificate holder has not met the 34 requirements of his or her certificate renewal plan; -40- LRB9102361NTfgam01 1 (7) issue and forward recommendations for renewal 2 or nonrenewal of certificate holders' Standard Teaching 3 Certificates to the appropriate regional superintendent 4 of schools, based upon whether certificate holders have 5 met the requirements of their approved certificate 6 renewal plans, with 30-day written notice of its 7 recommendation provided to the certificate holder prior 8 to forwarding the recommendation to the regional 9 superintendent of schools, provided that if the local 10 professional development committee's recommendation is 11 for certificate nonrenewal, the written notice provided 12 to the certificate holder shall include a return receipt; 13 and 14 (8) reconsider its recommendation of certificate 15 nonrenewal, upon request of the certificate holder within 16 30 days of receipt of written notification that the local 17 professional development committee will make such a 18 recommendation, and forward to the regional 19 superintendent of schools its recommendation within 30 20 days of receipt of the certificate holder's request. 21 Each local professional development committee shall 22 consist of at least 3 classroom teachers; one at-large member 23 who may be an administrator, a parent, or a member of the 24 business community; and one other non-administrative 25 certificated educational employee. If mutually agreed upon 26 by the school district, charter school, or governing body or 27 board of control of a cooperative or joint agreement and its 28 exclusive representative, if any, additional members may be 29 added to a local professional development committee, provided 30 that a majority of members are classroom teachers. The 31 school district, charter school, or governing body or board 32 of control of a cooperative or joint agreement and its 33 exclusive representative, if any, shall determine the term of 34 service of the members of a local professional development -41- LRB9102361NTfgam01 1 committee. All individuals selected to serve on local 2 professional development committees must be known to 3 demonstrate the best practices in teaching or their 4 respective field of practice. 5 The board of education of a school district or the 6 governing body of a charter school, cooperative or joint 7 agreement, in consultation with the exclusive representative, 8 if any, shall select the members of the local professional 9 development committee. Vacancies in positions on a local 10 professional development committee shall be filled in the 11 same manner as the original selections. The members of a 12 local professional development committee shall select a 13 chairperson. Local professional development committee 14 meetings shall be scheduled so as not to interfere with 15 committee members' regularly scheduled teaching duties, 16 except when otherwise permitted by the policies of and agreed 17 to or approved by the school district, charter school, or 18 governing body or board of control of a cooperative or joint 19 agreement, or its designee. 20 The board of education or governing board shall convene 21 the first meeting of the local professional development 22 committee. 23 The State Board of Education and the State Teacher 24 Certification Board shall jointly provide local professional 25 development committee members with a training manual, and the 26 members shall certify that they have received and read the 27 manual. 28 Notwithstanding any other provisions of this subsection 29 (f), for a teacher employed and performing services in a 30 nonpublic or State-operated elementary or secondary school, 31 all references to a local professional development committee 32 shall mean the regional superintendent of schools of the 33 regional office of education for the geographic area where 34 the teaching is done. -42- LRB9102361NTfgam01 1 (g)(1) Each regional superintendent of schools shall 2 review and concur or nonconcur with each recommendation for 3 renewal or nonrenewal of a Standard Teaching Certificate he 4 or she receives from a local professional development 5 committee or, if a certificate holder appeals the 6 recommendation to the regional professional development 7 review committee, the recommendation for renewal or 8 nonrenewal he or she receives from a regional professional 9 development review committee and, within 14 days of receipt 10 of the recommendation, shall provide the State Teacher 11 Certification Board with verification of the following, if 12 applicable: 13 (A) a certificate renewal plan was filed and 14 approved by the appropriate local professional 15 development committee; 16 (B) the professional development and continuing 17 education activities set forth in the approved 18 certificate renewal plan have been satisfactorily 19 completed; 20 (C) the local professional development committee 21 has recommended the renewal of the certificate holder's 22 Standard Teaching Certificate and forwarded the 23 recommendation, along with all supporting documentation 24 as jointly required by the State Board of Education and 25 the State Teacher Certification Board, to the regional 26 superintendent of schools; 27 (D) the certificate holder has appealed his or her 28 local professional development committee's recommendation 29 of nonrenewal to the regional professional development 30 review committee and the result of that appeal; 31 (E) the regional superintendent of schools has 32 concurred or nonconcurred with the local professional 33 development committee's or regional professional 34 development review committee's recommendation to renew or -43- LRB9102361NTfgam01 1 nonrenew the certificate holder's Standard Teaching 2 Certificate and made a recommendation to that effect; and 3 (F) the established registration fee for the 4 Standard Teaching Certificate has been paid. 5 At the same time the regional superintendent of schools 6 provides the State Teacher Certification Board with the 7 notice required by this subsection (g), he or she shall also 8 notify the certificate holder in writing that this notice has 9 been provided to the State Teacher Certification Board, 10 provided that if the notice provided by the regional 11 superintendent of schools to the State Teacher Certification 12 Board includes a recommendation of certificate nonrenewal, 13 the written notice provided to the certificate holder shall 14 be by certified mail, return receipt requested. 15 (2) Each certificate holder shall have the right to 16 appeal his or her local professional development committee's 17 recommendation of nonrenewal to the regional professional 18 development review committee, within 14 days of receipt of 19 notice that the recommendation has been sent to the regional 20 superintendent of schools. Each regional superintendent of 21 schools shall establish a regional professional development 22 review committee or committees for the purpose of advising 23 the regional superintendent of schools, upon request, and 24 handling certificate holder appeals. This committee shall 25 consist of at least 2 administrators, at least 4 teachers, 26 and one other non-administrative certificated educational 27 employee selected by their exclusive representative, if any. 28 A regional superintendent may add additional members to the 29 committee, provided that the same proportion of teachers to 30 administrators on the committee is maintained. Any 31 additional teacher and non-administrative certificated 32 educational employee members shall be selected by their 33 exclusive representative, if any. All individuals selected 34 to serve on regional professional development review -44- LRB9102361NTfgam01 1 committees must be known to demonstrate the best practices in 2 teaching or their respective field of practice. Committee 3 members shall serve staggered 3-year terms. The committee 4 may require information in addition to that received from a 5 certificate holder's local professional development committee 6 or request that the certificate holder appear before it, 7 shall either concur or nonconcur with a local professional 8 development committee's recommendation of nonrenewal, and 9 shall forward to the regional superintendent of schools its 10 recommendation of renewal or nonrenewal. All actions taken 11 by the regional professional development review committee 12 shall require a quorum and be by a simple majority of those 13 present and voting. A record of all votes shall be 14 maintained. The committee shall have 45 days from receipt of 15 a certificate holder's appeal to make its recommendation to 16 the regional superintendent of schools. 17 The State Board of Education and the State Teacher 18 Certification Board shall jointly provide regional 19 professional development review committee members with a 20 training manual, and the members shall be required to attend 21 one training seminar sponsored jointly by the State Board of 22 Education and the State Teacher Certification Board. 23 (h)(1) The State Teacher Certification Board shall 24 review the regional superintendent of schools' 25 recommendations to renew or nonrenew Standard Teaching 26 Certificates and notify certificate holders in writing 27 whether their certificates have been renewed or nonrenewed 28 within 90 days of receipt of the recommendations, unless a 29 certificate holder has appealed a regional superintendent of 30 schools' recommendation of nonrenewal, as provided in 31 paragraph (2) of this subsection (h). The State Teacher 32 Certification Board shall verify that the certificate holder 33 has met the renewal criteria set forth in paragraph (1) of 34 subsection (g) of this Section. -45- LRB9102361NTfgam01 1 (2) Each certificate holder shall have the right to 2 appeal a regional superintendent of school's recommendation 3 to nonrenew his or her Standard Teaching Certificate to the 4 State Teacher Certification Board, within 14 days of receipt 5 of notice that the decision has been sent to the State 6 Teacher Certification Board, which shall hold an appeal 7 hearing within 60 days of receipt of the appeal. When such 8 an appeal is taken, the certificate holder's Standard 9 Teaching Certificate shall continue to be valid until the 10 appeal is finally determined. The State Teacher 11 Certification Board shall review the regional superintendent 12 of school's recommendation, the regional professional 13 development review committee's recommendation, if any, and 14 the local professional development committee's recommendation 15 and all relevant documentation to verify whether the 16 certificate holder has met the renewal criteria set forth in 17 paragraph (1) of subsection (g) of this Section. The State 18 Teacher Certification Board may request that the certificate 19 holder appear before it. All actions taken by the State 20 Teacher Certification Board shall require a quorum and be by 21 a simple majority of those present and voting. A record of 22 all votes shall be maintained. The State Teacher 23 Certification Board shall notify the certificate holder in 24 writing, within 7 days of completing the review, whether his 25 or her Standard Teaching Certificate has been renewed or 26 nonrenewed, provided that if the State Teacher Certification 27 Board determines to nonrenew a certificate, the written 28 notice provided to the certificate holder shall be by 29 certified mail, return receipt requested. All certificate 30 renewal or nonrenewal decisions of the State Teacher 31 Certification Board are final and subject to administrative 32 review, as set forth in Section 21-24 of this Code. 33 (i) Holders of Master Teaching Certificates shall meet 34 the same requirements and follow the same procedures as -46- LRB9102361NTfgam01 1 holders of Standard Teaching Certificates, except that their 2 renewal cycle shall be as set forth in subsection (d) of 3 Section 21-2 of this Code. 4 (j) Holders of Valid but Inactive Standard and Master 5 Teaching Certificates who are not employed and performing 6 services in an Illinois public or State-operated elementary 7 school, secondary school, or cooperative or joint agreement 8 with a governing body or board of control, in a certificated 9 teaching position, may voluntarily activate their 10 certificates by developing and submitting a certificate 11 renewal plan to the regional superintendent of schools of the 12 regional office of education for the geographic area where 13 their teaching is done, who, or whose designee, shall approve 14 the plan and serve as the certificate holder's local 15 professional development committee. These certificate 16 holders shall follow the same renewal criteria and procedures 17 as all other Standard and Master Teaching Certificate 18 holders, except that their continuing professional 19 development plans shall not be required to reflect or address 20 the knowledge, skills, and goals of a local school 21 improvement plan. 22 (k) Each school district, charter school, or cooperative 23 or joint agreement shall be paid $1,000 per school year for 24 administrative costs associated with conducting the meetings 25 of the local professional development committee. 26 (l) The State Board of Education and the State Teacher 27 Certification Board shall jointly contract with an 28 independent party to conduct a comprehensive evaluation of 29 the certificate renewal system pursuant to this Section. The 30 first report of this evaluation shall be presented to the 31 General Assembly on January 1, 2005 and on January 1 of every 32 third year thereafter. 33 (Source: P.A. 90-548, eff. 1-1-98; 90-653, eff. 7-29-98; 34 90-811, eff. 1-26-99.) -47- LRB9102361NTfgam01 1 (105 ILCS 5/21-16) (from Ch. 122, par. 21-16) 2 Sec. 21-16. Fees - Requirement for registration. 3 (a) Until January 1, 2000, every applicant when issued a 4 certificate shall pay to the regional superintendent of 5 schools a fee of $1, which shall be paid into the institute 6 fund. Every certificate issued under the provisions of this 7 Act shall be registered annually or, at the option of the 8 holder of the certificate, once every 3 years. The regional 9 superintendent of schools having supervision and control over 10 the school where the teaching is done shall register the 11 certificate before the holder begins to teach, otherwise it 12 shall be registered in any county in the State of Illinois; 13 and one fee of $4 per year for registration or renewal of one 14 or more certificates which have been issued to the same 15 holder shall be paid into the institute fund. 16 Until January 1, 2000, requirements for registration of 17 any certificate limited in time shall include evidence of 18 professional growth defined as successful teaching experience 19 since last registration of certificate, attendance at 20 professional meetings, membership in professional 21 organizations, additional credits earned in recognized 22 teacher-training institutions, travel specifically for 23 educational experience, reading of professional books and 24 periodicals, filing all reports as required by the regional 25 superintendent of schools and the State Superintendent of 26 Education or such other professional experience or 27 combination of experiences as are presented by the teacher 28 and are approved by the State Superintendent of Education in 29 consultation with the State Teacher Certification Board. A 30 duplicate certificate may be issued to the holder of a valid 31 life certificate or valid certificate limited in time by the 32 State Superintendent of Education; however, it shall only be 33 issued upon request of a regional superintendent of schools 34 and upon payment to the regional superintendent of schools -48- LRB9102361NTfgam01 1 who requests such duplicate a fee of $4. 2 (b) Beginning January 1, 2000, all persons who are 3 issued Standard Teaching Certificates pursuant clause (2) of 4 subsection (c) of Section 21-2 and all persons who renew 5 Standard Teaching Certificates shall pay a $25 fee for 6 registration of all certificates held. All persons who are 7 issued Standard Teaching Certificates under clause (1) of 8 subsection (c) of Section 21-2 and all other applicants for 9 Standard Teaching Certificates shall pay an original 10 application fee, pursuant to Section 21-12, and a $25 fee for 11 registration of all certificates held. These certificates 12 shall be registered and the registration fee paid once every 13 5 years. Standard Teaching Certificate applicants and 14 holders shall not be required to pay any other registration 15 fees for issuance or renewal of their certificates, except as 16 provided in Section 21-17 of this Code. Beginning January 1, 17 2000, Master Teaching Certificates shall be issued and 18 renewed upon payment by the applicant or certificate holder 19 of a $50 fee for registration of all certificates held. 20 These certificates shall be registered and the fee paid once 21 every 10 years. Master Teaching Certificate applicants and 22 holders shall not be required to pay any other application or 23 registration fees for issuance or renewal of their 24 certificates, except as provided in Section 21-17 of this 25 Code. All other certificates issued under the provisions of 26 this Code shall be registered for the validity period of the 27 certificate at the rate of $5 per year for the total number 28 of years for which the certificate is valid for registration 29 of all certificates held, or for a maximum of 5 years for 30 life certificates. The regional superintendent of schools 31 having supervision and control over the school where the 32 teaching is done shall register the certificate before the 33 holder begins to teach, otherwise it shall be registered in 34 any county in the State of Illinois. Each holder shall pay -49- LRB9102361NTfgam01 1 the appropriate registration fee to the regional 2 superintendent of schools. The regional superintendent of 3 schools shall deposit the registration fees into the 4 institute fund. Any certificate holder who teaches in more 5 than one educational service region shall register the 6 certificate or certificates in all regions where the teaching 7 is done, but shall be required to pay one registration fee 8 for all certificates held, provided holders of certificates 9 issued pursuant to Section 21-9 of this Code shall be 10 required to pay one registration fee, in each educational 11 service region in which his or her certificate or 12 certificates are registered, for all certificates held. 13 A duplicate certificate may be issued to the holder of a 14 valid life certificate or valid certificate limited in time 15 by the State Superintendent of Education; however, it shall 16 only be issued upon request of a regional superintendent of 17 schools and upon payment to the regional superintendent of 18 schools who requests the duplicate a fee of $4, which shall 19 be deposited into the institute fund. 20 (Source: P.A. 87-745.) 21 (105 ILCS 5/21-17) (from Ch. 122, par. 21-17) 22 Sec. 21-17. Feefor originaland duplicate certificate. 23 A duplicate certificate shall be issued by the State 24 Superintendent of Education when requested by the regional 25 superintendent of schools as provided in Section 21-16. The 26 request for a duplicate certificate shall be accompanied by a 27 fee of $4, which shall be deposited into the Teacher 28 Certificate Fee Revolving Fund. 29 (Source: P.A. 81-940.) 30 (105 ILCS 5/21-21) (from Ch. 122, par. 21-21) 31 Sec. 21-21. Definitions; granting of recognition; 32 regional accreditation). -50- LRB9102361NTfgam01 1 (a) "Recognized", as used in this Article in connection 2 with the word "school" or "institution", means such school, 3 college, university, private junior college, public community 4 college or special or technical school as maintains aan5equipment,course of study, a standard of scholarship and 6 other requirements set by the State Board of Education in 7 consultation with the State Teacher Certification Board. 8 Application for recognition of such school or institution as 9 a teacher educationtraininginstitution shall be made to the 10 State Board of Education. The State Board of Education in 11 consultation with the State Teacher Certification Board shall 12 set the criteria by which the school or institution shall be 13 judged and through the Secretary of the Board shall arrange 14 for an official inspection and shall grant recognition of 15 such school or institution as may meet the required 16 standards. If such standards include requirements with 17 regard to education in acquiring skills in working with 18 culturally distinctive students, as defined by the State 19 Board of Education, then the rules of the State Board of 20 Education shall include the criteria used to evaluate 21 compliance with this requirement. No school or institution 22 shall make assignments of student teachers or teachers for 23 practice teaching so as to promote segregation on the basis 24 of race, creed, color, religion, sex or national origin. 25 All recommendations for initial or standard certification 26 shall be madeAll courses listed or credentials required as27the basis of any certificate or for its renewal shall be the28equivalent of courses offeredby a recognized teacher 29 training institution operating a program of preparation for 30 the certificate approved by the State Superintendent of 31 Education in consultation with the State Teacher 32 Certification Board. The State Board of Education in 33 consultation with the State Teacher Certification Board shall 34 have the power to define a major or minor when used as a -51- LRB9102361NTfgam01 1 basis for recognition and certification purposes. 2 (b) "Regionally accredited" or "accredited" as used in 3 this Article in connection with a university or institution 4 shall mean an institution of higher education accredited by 5 the North Central Association or other comparable regional 6 accrediting association. 7 (Source: P.A. 84-793.) 8 (105 ILCS 5/21-25) (from Ch. 122, par. 21-25) 9 Sec. 21-25. School service personnel certificate. 10 Subject to the provisions of Section 21-1a, a school service 11 personnel certificate shall be issued to those applicants of 12 good character, good health, a citizen of the United States 13 and at least 19 years of age who have a Bachelor's degree 14 with not fewer than 120 semester hours from a regionally 15 accreditedrecognizedinstitution of higher learning and who 16 meets the requirements established by the State 17 Superintendent of Education in consultation with the State 18 Teacher Certification Board. A school service personnel 19 certificate with a school nurse endorsement may be issued to 20 a person who holds a bachelor of science degree from an 21 institution of higher learning accredited by the North 22 Central Association or other comparable regional accrediting 23 association. Persons seeking any other endorsement on the 24 school service personnel certificate shall be recommended for 25 the endorsement by a recognized teacher education institution 26 as having completed a program of preparation approved by the 27 State Superintendent of Education in consultation with the 28 State Teacher Certification Board. 29 Such certificate shall be endorsed with the area of 30 Service as determined by the State Superintendent of 31 Education in consultation with the State Teacher 32 Certification Board. 33 The holder of such certificate shall be entitled to all -52- LRB9102361NTfgam01 1 of the rights and privileges granted holders of a valid 2 teaching certificate, including teacher benefits, 3 compensation and working conditions. 4 When the holder of such certificate has earned a master's 5 degree, including 8 semester hours of graduate professional 6 education from a recognized institution of higher learning, 7 and has at least 2 years of successful school experience 8 while holding such certificate, the certificate may be 9 endorsed for supervision. 10 (Source: P.A. 88-386.) 11 (105 ILCS 5/34-83) (from Ch. 122, par. 34-83) 12 Sec. 34-83. Board of examiners - Certificates - 13 Examinations. A board of 3 examiners shall examine all 14 applicants required to hold certificates to teach and the 15 board of education shall issue gratuitously to those who pass 16 a required test of character, scholarship and general 17 fitness, such certificates to teach as they are found 18 entitled to receive. No person may be granted or continue to 19 hold a teaching certificate who has knowingly altered or 20 misrepresented his or her teaching qualifications in order to 21 acquire the certificate. Any other certificate held by such 22 person may be suspended or revoked by the board of examiners, 23 depending upon the severity of the alteration or 24 misrepresentation. The board of examiners shall consist of 25 the general superintendent of schools and 2 persons approved 26 and appointed by the board of education upon the nomination 27 of the general superintendent of schools. The board of 28 examiners shall hold such examinations as the board of 29 education may prescribe, upon the recommendation of the 30 general superintendent of schools and shall prepare all 31 necessary eligible lists, which shall be kept in the office 32 of the general superintendent of schools and be open to 33 public inspection. Members of the board of examiners shall -53- LRB9102361NTfgam01 1 hold office for a term of 2 years. 2 The board of examiners created herein is abolished 3 effective July 1, 1988. Commencing July 1, 1988, all new 4 teachers employed by the board shall hold teaching 5 certificates issued by the State Teacher Certification Board 6 under Article 21. The State Board of Education in 7 consultation with the board of examiners and the State 8 Teacher Certification Board shall develop procedures whereby 9 teachers currently holding valid certificates issued by the 10 board of examiners, and all teachers employed by the board 11 after August 1, 1985 and prior to July 1, 1988, shall no 12 later than July 1, 1988 exchange certificates issued by the 13 board of examiners for comparable certificates issued by the 14 State Teacher Certification Board. On the exchange of a 15 certificate on or before July 1, 1988, the State Teacher 16 Certification Board shall not require any additional 17 qualifications for the issuance of the comparable 18 certificate. If prior to July 1, 1988 the board of examiners 19 has issued types of teaching certificates which are not 20 comparable to the types of certificates issued by the State 21 Teacher Certification Board, such certificates shall continue 22 to be valid for and shall be renewable by the holders 23 thereof, and no additional qualifications shall be required 24 by the State Teacher Certification Board for any such renewal 25 ; however, no individual who received a letter of continuing 26 eligibility shall be issued an Initial or Standard Teaching 27 Certificate, as provided in Section 21-2 of this Code, unless 28 that individual also holds such a valid and renewable 29 certificate. 30 The State Board of Education shall report by July 1, 31 1986, to the Illinois General Assembly on the procedures for 32 exchange it has developed in consultation with the board of 33 examiners and the State Teacher Certification Board as 34 required in this Section. -54- LRB9102361NTfgam01 1 (Source: P.A. 89-15, eff. 5-30-95.) 2 (105 ILCS 5/21-11 rep.) 3 Section 10. The School Code is amended by repealing 4 Section 21-11. 5 Section 90. The State Mandates Act is amended by adding 6 Section 8.23 as follows: 7 (30 ILCS 805/8.23 new) 8 Sec. 8.23. Exempt mandate. Notwithstanding Sections 6 9 and 8 of this Act and except for the payment provided in 10 subsection (k) of Section 21-14 of the School Code, no 11 reimbursement by the State is required for the implementation 12 of any mandate created by this amendatory Act of the 91st 13 General Assembly. 14 Section 99. Effective date. This Act takes effect July 15 1, 1999.".
