Amend Senate Bill 556 as follows: 3 on page 1, line 5, after "21-2.1,", by inserting "21-2a,"; 4 and 5 on page 12, immediately below line 3, by inserting the 6 following: 7 "(105 ILCS 5/21-2a) (from Ch. 122, par. 21-2a) 8 Sec. 21-2a. Required instruction for all teachers. After 9 September 1, 1981 and until January 1, 1999, in addition to 10 all other requirements, the successful completion of course 11 work which includes instruction on the psychology of the 12 exceptional child, the identification of the exceptional 13 child, including, but not limited to the learning disabled 14 and methods of instruction for the exceptional child, 15 including, but not limited to the learning disabled shall be 16 a prerequisite to a person receiving any of the following 17 certificates: early childhood, elementary, special and high 18 school. 19 After January 1, 1999, the State Board of Education shall 20 ensure that the curriculum for all approved teacher 21 preparation programs includes, and that all prospective 22 teachers pursuing Early Childhood, Elementary, Secondary, or -2- LRB9102361NTsbam07 1 SpecialK-12certificates receive, instruction on the 2 psychology of, the identification of, and the methods of 3 instruction for the exceptional child, including without 4 limitation the learning disabled. This instruction on 5 exceptional children may be provided in one concentrated 6 course or may be integrated among other courses within the 7 teacher preparation program as shall be determined by the 8 State Board of Education. 9 (Source: P.A. 90-548, eff. 1-1-98; 90-653, eff. 7-29-98.)"; 10 and 11 on page 14, immediately below line 9, by inserting the 12 following: 13 "(d) Beginning February 15, 2000, all persons exchanging 14 a special certificate are exempt from the provisions of 15 Section 2-3.71 of this Code, provided they meet all the other 16 requirements for teaching as established by the State Board 17 of Education, in consultation with the State Teacher 18 Certification Board. 19 Beginning February 15, 2000, all persons receiving a 20 special education designation on either a special certificate 21 or an elementary certificate issued pursuant to subsection 22 (c) of this Section are exempt from the provisions of Section 23 2-3.71 of this Code, provided they meet all the other 24 requirements for teaching as established by the State Board 25 of Education, in consultation with the State Teacher 26 Certification Board. 27 Certificates exchanged or issued pursuant to this 28 subsection (d) shall be valid for teaching children with 29 disabilities, as defined in Section 14-1.02 of this Code, and 30 these special certificates shall be called Initial or 31 Standard Special Preschool - Age 21 Certificates. Nothing in 32 this subsection (d) shall be construed to adversely affect 33 the rights of any person presently certificated, any person 34 whose certification is currently pending, or any person who -3- LRB9102361NTsbam07 1 is currently enrolled or enrolls prior to February 15, 2000 2 in an approved Special K-12 certification program.".
