 6        To the President of the Senate and  the  Speaker  of  the
 7    House of Representatives:
 8        We,  the  conference  committee appointed to consider the
 9    differences  between  the  houses  in  relation   to   Senate
10    Amendments  Nos.  1  and  2 to House Bill 3247, recommend the
11    following:
12        (1) that the House concur in Senate Amendments Nos. 1 and
13    2; and

14        (2) that House Bill 3247, AS AMENDED, be further  amended
15    by inserting the following after the end of Section 85:

16        "Section 87.  The Metropolitan Water Reclamation District
17    Act is amended by adding Section 288 as follows:

18        (70 ILCS 2605/288 new)
19        Sec. 288.  District enlarged.  Upon the effective date of
20    this  amendatory  Act  of  the  92nd  General  Assembly,  the
21    corporate   limits  of  the  Metropolitan  Water  Reclamation
22    District Act are extended to include within those limits  the
23    following  described  tracts  of  land,  and those tracts are
24    annexed to the District.

21    underground  coal  mines,  railcar  repair  and   dismantling
22    facilities,  vehicle  maintenance and repair facilities, fish
23    hatchery, storage of railcars, trucks and other vehicles, and
24    general office uses.    Light  manufacturing  is  defined  to
25    include   only   the  following  uses  or  activities:  small
26    appliance, electronic  and  light  metal  fabrication,  steel
27    finishing, food processing, canneries, bakeries, bottling and
28    packaging,   vehicle   parts,  plastic  products,  furniture,
29    woodworking  and  glass  products,  machine  shops,  building
30    materials   sales,   wholesale    establishments,    wireless
31    communications,    distribution,   recycling,   asphalt   and
32    bituminous concrete mixing, and concrete mixing.
33        Perry County, or any subsequent owner,  may  utilize  the
34    described  real  property  and  improvements  thereon for the

 7        Perry County, or any subsequent owner, shall obtain prior

11    above.  Requests shall be granted or denied by  the  Director
12    within 30 days from the date the written request is received.
13    This  restriction  on  use of the property shall run with the

15        Section 965.  The Director  of  Natural  Resources  shall
16    obtain   a  certified  copy  of  the  portions  of  this  Act
17    containing the title,  the  enacting  clause,  the  effective
18    date,   the   appropriate   Sections   containing   the  land
19    descriptions of property to be transferred by the Director of
20    Natural Resources or by the Department of Natural  Resources,
21    and  this  Section  within 60 days after this Act's effective
22    date and, upon receipt of payment required by the appropriate
23    Sections,  shall  record  the  certified  document   in   the

28        Section  975.  The  Department  of   Central   Management
29    Services   is  authorized  to  reconvey  by  quitclaim  deed,
30    imposing upon the grantee, and its successors and assigns, an
31    obligation to maintain the property's  facade  and  releasing
32    the  restrictions  authorized by the quitclaim deed issued in
33    accordance with  P.A.  85-1284  previously  quitclaiming  the
34    State's  interest in the property known as the Singer Mansion

 2    restrictions  and  imposition of the covenant to maintain the
 3    property's facade will be based on a payment  of  $150,000.00

 5    the property, the expenses incurred by the  Centers  for  New
 6    Horizons  for  maintaining  the  property  and  the  covenant
 7    running   with   the   land  respecting  maintenance  of  the
 8    property's  facade.  Upon  the  agreed  to  payment  to   the
 9    Department  of  Central  Management Services, the Director of
10    the Department of Central Management Services  is  authorized
11    to  reconvey  the  following  described  real estate commonly
12    known as the Singer Mansion  located  at  4545  South  Drexel
13    Boulevard, Chicago, Illinois (the "Property"):

14        Lot  10  (except  the  west  60  feet and the east 9 feet
15        thereof) in Block 5 of Walker and  Stinson's  Subdivision
16        of  the West half of the South West quarter of Section 2,
17        Township 38 North, Range 14 East of the  Third  Principal
18        Meridian in Cook County, Illinois.

19        Section  980. The Director of Central Management Services
20    shall obtain a certified copy of the  portions  of  this  Act
21    containing  the  title,  the  enacting  clause, the effective
22    date, Section 5, and this  Section  within  60  days  of  its
23    effective  date  and, upon receipt of the payment required by
24    this Section, shall provide the quitclaim deed  as  aforesaid
25    to  the  Centers  for New Horizons, Inc. for recording by the
26    Cook County Recorder of Deeds.

27        Section 985. The right-of-way acquired by the  People  of
28    the  State  of  Illinois  is  released  over  and through the
29    following described land in Montgomery  County,  Illinois  to
30    Ariston Cafe, Inc.
31        A  part of the West Half (W 1/2) of the Southeast Quarter
32    (SE 1/4) of Section Thirty-two (32), Township Nine (9) North,
