 1        AN ACT making appropriations.

 2        Be it  enacted  by  the  People  of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section   1.   "AN   ACT   regarding  appropriations  and
 5    reappropriations," Public Act 91-8, approved June 2, 1999, is
 6    amended by changing Sections 230 and  270  of  Article  1  as
 7    follows:

 8        (P.A. 91-8, Art. 1, Sec. 230)
 9        Sec. 230.  The sum of $100,000, or so much thereof as may
10    be  necessary,  is  appropriated  from the Fund for Illinois'
11    Future to the Department of Commerce  and  Community  Affairs
12    Board  of  Higher  Education for a grant to Dupage County the
13    Victoria Foundation for Career  Connector  Program  start  up
14    costs.

15        (P.A. 91-8, Art. 1, Sec. 270)
16        Sec.  270.  The  sum of $1,000,000, or so much thereof as
17    may be necessary, is appropriated from the Fund for Illinois'
18    Future to the Board of Higher Education for a grant to DePaul
19    University for technology  scholarships  and  the  High  Tech
20    Workforce   Crisis   Program  High-Tech  work  force  program
21    scholarships for Information Technology workers.

22        Section  2.  "AN   ACT   regarding   appropriations   and
23    reappropriations," Public Act 91-8, approved June 2, 1999, is
24    amended by changing Section 25 of Article 8 as follows:

25        (P.A. 91-8, Art. 8, Sec. 25)
26        Sec.  25.  The  sum of $90,000, or so much thereof as may
27    be necessary, is appropriated from  the  Fund  for  Illinois'
28    Future  to  Northern  Illinois  University for a grant to the

 1    Division  of  Public  Administration  to  provide   technical
 2    assistance  to  units  of local government for hiring interns
 3    through the Masters in Public Administration Program.

 4        Section  3.  "AN   ACT   regarding   appropriations   and
 5    reappropriations," Public Act 91-8, approved June 2, 1999, is
 6    amended  by  repealing Sections 205, 360 and 795 and changing
 7    Section 215 of Article 14 as follows:

 8        (P.A. 91-8, Art. 14, Sec. 215)
 9        Sec. 215.  The sum of $176,500, or so much thereof as may
10    be necessary, is appropriated from  the  Fund  for  Illinois'
11    Future  to  the Illinois State Board of Education for a grant
12    to the Coalition for United Community  Action  Dunbar  Career
13    Academy  for the Apprenticeship Preparedness Training Program
14    at Dunbar Career Academy.

15        Section  4.  "AN   ACT   regarding   appropriations   and
16    reappropriations,"  Public  Act 91-20, approved June 7, 1999,
17    is amended by changing Section 410 of Article 10 as follows:

19        Sec. 410.  The sum of $100,000, or so much thereof as may
20    be necessary, is appropriated from  the  Capital  Development
21    Fund  to  the  Secretary  of State for a grant to the Chicago
22    Public Library City of Chicago Library System for planning  a
23    new library for Grand Crossing.

24        Section   5.   "AN   ACT   regarding  appropriations  and

17    to the Department of Commerce and  Community  Affairs  for  a
18    grant  to  the  National  Conference  of State Legislatures -
19    Chicago 2000.

20        (P.A. 91-20, Art. 16, Sec. 83)
21        Sec. 83.  The sum of $300,000, or so much thereof as  may
22    be  necessary  and  as  remains  unexpended  at  the close of
23    business on June 30,  1999,  from  appropriations  heretofore
24    made  for  such  purpose in Article 74, Section 309 of Public
25    Act 90-0585, is reappropriated from the General Revenue  Fund
26    to  the  Department of Commerce and Community Affairs for the
27    purpose of a grant to the Austin Cultural Arts Center for all
28    costs  associated  with  general   operating   expenses   its
29    planning, design, and construction.

31        Sec.  126.  The sum of $50,000, or so much thereof as may

 1    be necessary and  as  remains  unexpended  at  the  close  of
 2    business  on  June  30,  1999, from appropriations heretofore
 3    made for such purpose in Article 74, Section  295  of  Public
 4    Act  90-0585, is reappropriated from the General Revenue Fund
 5    to the Department of Commerce and Community Affairs  for  the
 6    purpose  of  a  grant  to the City of Chicago Mount Greenwood
 7    Chamber of Commerce  for  a  median  landscaping  planter  on
 8    Halsted Avenue between 103rd Street and 107th Street.

 9        (P.A. 91-20, Art. 16, Sec. 132)
10        Sec. 132.  The sum of $100,000, or so much thereof as may
11    be  necessary  and  as  remains  unexpended  at  the close of
12    business on June 30,  1999,  from  appropriations  heretofore
13    made  for  such  purpose in Article 74, Section 178 of Public
14    Act 90-0585, is reappropriated from the General Revenue  Fund
15    to  the  Department of Commerce and Community Affairs for the
16    purpose of a grant to the Champaign County  Fair  Association
17    for  new  grandstands  improvements  at  the Champaign County
18    Fairgrounds.

19        (P.A. 91-20, Art. 16, Sec. 148)
20        Sec. 148.  The sum of $100,000, or so much thereof as may
21    be necessary and  as  remains  unexpended  at  the  close  of
22    business  on  June  30,  1999, from appropriations heretofore
23    made for such purpose in Article 74, Section  465  of  Public
24    Act  90-0585,  as amended, is reappropriated from the General
25    Revenue Fund to the  Department  of  Commerce  and  Community
26    Affairs  for  the  purpose of a grant to the Hillsboro School
27    Community Unit School District #3 for construction of  a  new
28    building remodeling.

29        (P.A. 91-20, Art. 16, Sec. 162)
30        Sec.  162.  The  amount of $20,000, or so much thereof as
31    may  be  necessary,  is   appropriated   from   the   Capital

 2    Affairs for a grant  to  the  Village  of  Smithton  for  the
 3    purpose of purchasing equipment infrastructure improvements.

 5        Sec.  179.  The amount of $100,000, or so much thereof as
 6    may be necessary, is appropriated from the Fund for Illinois'
 7    Future to the Department of Commerce  and  Community  Affairs
 8    for  a  grant to Rialto Theater for all costs associated with
 9    general repairs and maintenance asbestos abatement.

10        (P.A. 91-20, Art. 16, Sec. 181)
11        Sec. 181.  The amount of $100,000, or so much thereof  as
12    may   be   necessary,   is   appropriated  from  the  Capital
13    Development Fund to the Department of Commerce and  Community
14    Affairs  for a grant to Will/Grundy County Medical Clinic for
15    the purpose of costs to renovate relocate facility.

16        (P.A. 91-20, Art. 16, Sec. 192)
17        Sec. 192.  The amount of $50,000, or so much  thereof  as
18    may be necessary, is appropriated from the Fund for Illinois'
19    Future  to  the  Department of Commerce and Community Affairs
20    for a one-time grant to  the  Church  of  the  Good  Shepherd
21    Community Services Organization.

22        (P.A. 91-20, Art. 16, Sec. 199)
23        Sec.  199.  The amount of $100,000, or so much thereof as
24    may  be  necessary,  is   appropriated   from   the   Capital
25    Development  Fund to the Department of Commerce and Community
26    Affairs for a grant to the City of Sullivan for  the  purpose
27    of all costs to upgrade the city pool, and renovate the Civic
28    Center.

 1        Sec.  206.  The  amount of $15,000, or so much thereof as
 2    may be necessary, is appropriated from the Fund for Illinois'
 3    Future to the Department of Commerce  and  Community  Affairs
 4    for  a grant to the Freeburg Fire Protection District for the
 5    purpose of purchasing equipment Thermal Imaging Cameras.

 6        (P.A. 91-20, Art. 16, Sec. 207)
 7        Sec. 207.  The amount of $15,000, or so much  thereof  as
 8    may be necessary, is appropriated from the Fund for Illinois'
 9    Future  to  the  Department of Commerce and Community Affairs
10    for a grant to the Village of  Marissa  for  the  purpose  of
11    purchasing  equipment  Thermal  Imaging  Cameras for the fire
12    department.

13        (P.A. 91-20, Art. 16, Sec. 208)
14        Sec. 208.  The amount of $15,000, or so much  thereof  as
15    may be necessary, is appropriated from the Fund for Illinois'
16    Future  to  the  Department of Commerce and Community Affairs
17    for a grant to  the  City  of  Chester  for  the  purpose  of
18    purchasing  equipment and/or a Thermal Imaging Camera for the
19    fire department.

20        (P.A. 91-20, Art. 16, Sec. 209)
21        Sec. 209.  The amount of $50,000, or so much  thereof  as
22    may be necessary, is appropriated from the Fund for Illinois'
23    Future  to  the  Department of Commerce and Community Affairs
24    for a grant to Midwest Center  for  Labor  Research  for  the
25    purpose  of  all  costs  associated  with  job  creation  and
26    retention.

27        (P.A. 91-20, Art. 16, Sec. 253)
28        Sec.  253.  The  amount of $40,000, or so much thereof as
29    may be necessary, is appropriated from the Fund for Illinois'
30    Future to the Department of Commerce  and  Community  Affairs

 1    for  a  grant  to  the  Village of Galewood for the Galewood-
 2    Montclare  Garden  Club  for  all   costs   associated   with
 3    beautification of residential neighborhood and business area.

 4        (P.A. 91-20, Art. 16, Sec. 254)
 5        Sec.  254.  The  amount of $45,000, or so much thereof as
 6    may be necessary, is appropriated from the Fund for Illinois'
 7    Future to the Department of Commerce  and  Community  Affairs
 8    for  a  one-time  grant  to  the  Village  of Belmont for the
 9    Central Chamber of  Commerce  to  enhance  business  programs
10    within the community.

11        (P.A. 91-20, Art. 16, Sec. 255)
12        Sec.  255.  The  amount of $40,000, or so much thereof as
13    may be necessary, is appropriated from the Fund for Illinois'
14    Future to the Department of Commerce  and  Community  Affairs
15    for  a  one-time  grant  to  the  Village of Galewood for the
16    Galewood-Montclare Community Organization.

17        (P.A. 91-20, Art. 16, Sec. 256)
18        Sec. 256.  The amount of $40,000, or so much  thereof  as
19    may be necessary, is appropriated from the Fund for Illinois'
20    Future  to  the  Department of Commerce and Community Affairs
21    for a grant to the Montclare-Elmwood Park Chamber of Commerce
22    for all costs allocated with Montclare-Elmwood streetscraping
23    and lamp post banners.

24        (P.A. 91-20, Art. 16, Sec. 270)
25        Sec. 270.  The amount of $30,000, or so much  thereof  as
26    may be necessary, is appropriated from the Fund for Illinois'
27    Future  to  the  Department of Commerce and Community Affairs
28    for a grant to the  City  of  Eldorado  for  the  purpose  of
29    purchasing   a   fire   truck  and  equipment  infrastructure
30    improvements.

 2        Sec. 285.  The amount of $15,000, or so much  thereof  as
 3    may be necessary, is appropriated from the Fund for Illinois'

 5    for a grant to the City of Mounds  Fire  Department  for  all
 6    costs associated equipment purchase the purchase of a pumper.

 8        Sec.  286.  The  amount of $35,000, or so much thereof as
 9    may be necessary, is appropriated from the Fund for Illinois'
10    Future to the Department of Commerce  and  Community  Affairs
11    for a grant to the City of Mound City Mounds for the purchase
12    of fire department equipment.

14        Sec.  289.  The  amount of $14,000, or so much thereof as
15    may be necessary, is appropriated from the Fund for Illinois'
16    Future Capital Development Fund to the Department of Commerce
17    and  Community  Affairs   for   grants   to   the   following

19    purpose of infrastructure improvements.

 7    for a grant to the Haas Park Advisory Council for the purpose
 8    of park renovations East Logan Boulevard Association.

10        Sec. 301.  The amount of $3,000, or so  much  thereof  as
11    may be necessary, is appropriated from the Fund for Illinois'
12    Future  to  the  Department of Commerce and Community Affairs
13    for a one-time grant to the  Peterson  Pulaski  Business  and
14    Industrial  Council  Chamber  of  Commerce for the purpose of
15    capital programs, and equipment.

17        Sec. 308.  The amount of $3,000, or so  much  thereof  as
18    may be necessary, is appropriated from the Fund for Illinois'
19    Future  to  the  Department of Commerce and Community Affairs
20    for a grant to the City of Chicago for a grant to North  Park
21    Village for the purpose of a Senior Community Center Sidewalk
22    and related capital projects.

24        Sec.  336.  The amount of $250,000, or so much thereof as
25    may  be  necessary,  is   appropriated   from   the   Capital
26    Development  Fund to the Department of Commerce and Community
27    Affairs for a  grant  to  the  City  of  Palos  Heights  for:

 3        Sec.  339.  The amount of $200,000, or so much thereof as

 6    Affairs for a grant to the  Village  of  Midlothian  for  all
 7    costs  associated  with  constructing  or  repairing  a water
 8    tower. a fire station.

10        Sec. 365.  The amount of $20,000, or so much  thereof  as
11    may be necessary, is appropriated from the Fund for Illinois'
12    Future  to  the  Department of Commerce and Community Affairs
13    for a grant to the Village of  Riverdale  for  the  Riverdale
14    Juvenile  Intervention  Program  City of Harvey for all costs
15    associated with the CORPS Program.

16        (P.A. 91-20, Art. 16, Sec. 383)
17        Sec. 383.  The amount of $100,000, or so much thereof  as
18    may   be    necessary,   is  appropriated  from  the  Capital
19    Development Fund to the Department of Commerce and  Community
20    Affairs   for   a  grant  to  the  Centre  East  Metropolitan
21    Exposition Auditorium and  Office  Building  Authority  North
22    Shore  Center  for  Performing  Arts for all costs associated
23    with facilities improvements.

24        (P.A. 91-20, Art. 16, Sec. 397)
25        Sec. 397.  The amount of $84,000, or so much  thereof  as
26    may be necessary, is appropriated from the Fund for Illinois'
27    Future  to  the Department of  Commerce and Community Affairs
28    for a grant to the Village of Thornton for the purchase of  a
29    squad cars, a brush fire truck and equipment and police cars.

 1        (P.A. 91-20, Art. 16, Sec. 405)
 2        Sec.  405.  The  amount of $70,000, or so much thereof as
 3    may be necessary, is appropriated from the Fund for Illinois'
 4    Future to the Department of  Commerce and  Community  Affairs
 5    for  a  grant to the Lynwood Fire Department for the purchase
 6    of a brush fire truck and 4 wheel drive emergency vehicle.

 7        (P.A. 91-20, Art. 16, Sec. 406)
 8        Sec. 406.  The amount of $250,000, or so much thereof  as
 9    may   be   necessary,   is   appropriated  from  the  Capital
10    Development Fund to the Department of Commerce and  Community
11    Affairs for a grant to the Chicago Public Building Commission
12    Park  District  for  the purpose of all costs associated with
13    the construction of a community center in Rogers Park.

14        (P.A. 91-20, Art. 16, Sec. 407)
15        Sec. 407.  The amount of $50,000, or so much  thereof  as
16    may be necessary, is appropriated from the Fund for Illinois'
17    Future  to  the  Department of Commerce and Community Affairs
18    for a grant to the Centre East  Metropolitan  Exposition  and
19    Office  Building  Authority North Shore Center for Performing
20    Arts/Skokie-Village for  the  purpose  of  soundproofing  and
21    other structural improvements at Northlight Theater.

22        (P.A. 91-20, Art. 16, Sec. 434)
23        Sec.  434.  The  amount of $50,000, or so much thereof as
24    may be necessary, is appropriated from the Fund for Illinois'
25    Future to the Department of Commerce  and  Community  Affairs
26    for  a grants to the following organizations: Village of Glen
27    Carbon for the purpose of building and  renovating  a  senior
28    center building and furnishings.
29      City of Edwardsville for renovation
30       of the museum at the Historic

 4        Sec.  451.  The  amount of $20,000, or so much thereof as
 5    may be necessary, is appropriated from the Fund for Illinois'
 6    Future to the Department of Commerce  and  Community  Affairs
 7    for  a grant to the Children's Memorial Hospital for the Joan
 8    Arai Middle School Fund  for  the  development  of  a  school
 9    health  clinic  City of Chicago Commission on Human Relations
10    Advisory Council on Gay and Lesbian Issues for the purpose of
11    a Hall of Fame exhibit.

12        (P.A. 91-20, Art. 16, Sec. 452)
13        Sec. 452.  The amount of $25,000, or so much  thereof  as
14    may be necessary, is appropriated from the Fund for Illinois'
15    Future  to  the  Department of Commerce and Community Affairs
16    for a grant to the American Indian Health Service for general
17    operating expenses Jewish Federation of Metropolitan  Chicago
18    for building improvements at EZRA Multi Service Center in the
19    Uptown Community.

20        (P.A. 91-20, Art. 16, Sec. 468)
21        Sec.  468.  The  amount of $25,000, or so much thereof as
22    may be necessary, is appropriated from the Fund for Illinois'
23    Future to the Department of Commerce  and  Community  Affairs
24    for  a grant to the North Lawndale YMCA for youth development
25    and career counseling  Westside  Small  Business  Development
26    Center for all costs associated with research and development
27    for a historic landmark and building repair.

28        (P.A. 91-20, Art. 16, Sec. 469)
29        Sec.  469.  The amount of $150,000, or so much thereof as
30    may be necessary, is appropriated from the Fund for Illinois'

 1    Future to the Department of Commerce  and  Community  Affairs
 2    for  a  grant  to the East St. Louis Community Action Network
 3    Research for the purpose of planning for millennium project.

 4        (P.A. 91-20, Art. 16, Sec. 472)
 5        Sec. 472.  The amount of $20,000, or so much  thereof  as
 6    may be necessary, is appropriated from the Fund for Illinois'
 7    Future  to  the  Department of Commerce and Community Affairs
 8    for a one-time grant to the Children's Memorial Hospital  for
 9    the  Joan  Arai  Middle  School Fund for the development of a
10    school health clinic Chicago Metropolitan Sports Association.

11        (P.A. 91-20, Art. 16, Sec. 479)
12        Sec. 479.  The amount of $50,000, or so much  thereof  as
13    may be necessary, is appropriated from the Fund for Illinois'
14    Future  to  the  Department of Commerce and Community Affairs
15    for a grant to the Calumet City Lansing Fire  Department  for
16    the  joint  task  force  on fireworks, including advertising,
17    personnel, printed materials, and other related costs.

19        Sec. 511.  The amount of $25,000, or so much  thereof  as
20    may be necessary, is appropriated from the Fund for Illinois'
21    Future  to  the  Department of Commerce and Community Affairs
22    for a grant to Fantasia Juvenil  the  Los  Raices  Tropicales
23    Dance Ensemble for the purpose of purchasing a van.

24        (P.A. 91-20, Art. 16, Sec. 568a)
25        Sec.  568a.  The amount of $50,000, or so much thereof as
26    may be necessary, is appropriated from the Fund for Illinois'
27    Future Capital Development Fund to the Department of Commerce
28    and  Community  Affairs  for  a  grant  to  the  Southernmost
29    Illinois Delta Empowerment Zone,  Inc.  County  of  Pulaski's
30    Empowerment Zone for the purpose of all costs associated with

 1    the office building, including equipment.

 2        (P.A. 91-20, Art. 16, Sec. 569)
 3        Sec.  569.  The  amount of $10,000, or so much thereof as
 4    may be necessary, is appropriated from the Fund for Illinois'
 5    Future to the Department of Commerce  and  Community  Affairs
 6    for  a grant to the McClure/East Cape Fire Department Village
