1 AMENDMENT TO HOUSE BILL 3610
2 AMENDMENT NO. . Amend House Bill 3610, AS AMENDED,
3 by replacing the title with the following:
4 "AN ACT in relation to the Department of Commerce and
5 Community Affairs."; and
6 by inserting immediately below the enacting clause the
7 following:
8 "Section 3. Department of Commerce and Community Affairs
9 Law of the Civil Administrative Code of Illinois is amended
10 by adding Section 605-613 as follows:
11 (20 ILCS 605/605-613 new)
12 Sec. 605-613. Illinois Africa Trade Program.
13 (a) Using funds appropriated for the purposes specified
14 in this Section, the Department shall establish an Illinois
15 Africa Trade Program for the purpose of assisting small and
16 medium-sized Illinois businesses and manufacturers in
17 exporting their products to African nations and assisting
18 companies from African nations interested in exporting
19 products to or investing in Illinois. In conjunction with
20 administering an Illinois Africa Trade Program, the
21 Department shall pursue incentive programs that encourage

1 African governments to locate trade or commercial offices in
2 Illinois.
3 (b) The Department shall coordinate with appropriate
4 organizations and educational institutions, and may contract
5 with individuals or entities considered qualified by the
6 Department, relative to the development of a comprehensive
7 plan to expand trade between Illinois and Africa. The
8 coordination may encompass market development, market
9 promotion and research, and educational and information
10 services relative to the expansion of trade between Illinois
11 and the African nations.
12 (c) The Department may develop and administer other
13 programs it considers advisable and appropriate for the
14 purpose of collecting and disseminating to prospective
15 manufacturers and businesses information regarding export to
16 and from and foreign investment by and in African nations.".
