Amend House Bill 1522 by replacing 3 the title with the following: 4 "AN ACT concerning higher education, amending named 5 Acts."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The University of Illinois Act is amended by 9 changing Section 8 as follows: 10 (110 ILCS 305/8) (from Ch. 144, par. 29) 11 Sec. 8. Admissions. 12 (a) No student shall be admitted to instruction in any 13 of the departments of the University who shall not have 14 attained to the age of fifteen (15) years, and who shall not 15 previously undergo a satisfactory examination in each of the 16 branches ordinarily taught in the common schools of the 17 state. 18 (b) In addition, commencing in the fall of 1993, no new 19 student shall then or thereafter be admitted to instruction 20 in any of the departments or colleges of the University 21 unless such student also has satisfactorily completed: -2- LRB9101858NTsbam 1 (1) at least 15 units of high school coursework 2 from the following 5 categories: 3 (A) 4 years of English (emphasizing written 4 and oral communications and literature), of which up 5 to 2 years may be collegiate level instruction; 6 (B) 3 years of social studies (emphasizing 7 history and government); 8 (C) 3 years of mathematics (introductory 9 through advanced algebra, geometry, trigonometry, or 10 fundamentals of computer programming); 11 (D) 3 years of science (laboratory sciences); 12 and 13 (E) 2 years of electives in foreign language, 14 music, vocational education or art; 15 (2) except that institutions may admit individual 16 applicants if the institution determines through 17 assessment or through evaluation based on learning 18 outcomes of the coursework taken, including vocational 19 education courses and courses taken in a charter school 20 established under Article 27A of the School Code, that 21 the applicant demonstrates knowledge and skills 22 substantially equivalent to the knowledge and skills 23 expected to be acquired in the high school courses 24 required for admission. The Board of Trustees of the 25 University of Illinois shall not discriminate in the 26 University's admissions process against an applicant for 27 admission because of the applicant's enrollment in a 28 charter school established under Article 27A of the 29 School Code. Institutions may also admit 1) applicants 30 who did not have an opportunity to complete the minimum 31 college preparatory curriculum in high school, and 2) 32 educationally disadvantaged applicants who are admitted 33 to the formal organized special assistance programs that 34 are tailored to the needs of such students, providing -3- LRB9101858NTsbam 1 that in either case, the institution incorporates in the 2 applicant's baccalaureate curriculum courses or other 3 academic activities that compensate for course 4 deficiencies; and 5 (3) except that up to 3 of the 15 units of 6 coursework required by paragraph (1) of this subsection 7 may be distributed by deducting no more than one unit 8 each from the categories of social studies, mathematics, 9 sciences and electives and completing those 3 units in 10 any of the 5 categories of coursework described in 11 paragraph (1). 12 (c) When allocating funds, local boards of education 13 shall recognize their obligation to their students to offer 14 the coursework required by subsection (b). 15 (d) A student who has graduated from high school and has 16 scored within the University's accepted range on the ACT or 17 SAT shall not be required to take the high school level 18 General Educational Development (GED) Test as a prerequisite 19 to admission. 20 (Source: P.A. 89-450, eff. 4-10-96.) 21 Section 10. The Southern Illinois University Management 22 Act is amended by changing Section 8e as follows: 23 (110 ILCS 520/8e) (from Ch. 144, par. 658e) 24 Sec. 8e. Admissions. 25 (a) Commencing in the fall of 1993, no new student shall 26 then or thereafter be admitted to instruction in any of the 27 departments or colleges of the University unless such student 28 also has satisfactorily completed: 29 (1) at least 15 units of high school coursework 30 from the following 5 categories: 31 (A) 4 years of English (emphasizing written 32 and oral communications and literature), of which up -4- LRB9101858NTsbam 1 to 2 years may be collegiate level instruction; 2 (B) 3 years of social studies (emphasizing 3 history and government); 4 (C) 3 years of mathematics (introductory 5 through advanced algebra, geometry, trigonometry, or 6 fundamentals of computer programming); 7 (D) 3 years of science (laboratory sciences); 8 and 9 (E) 2 years of electives in foreign language, 10 music, vocational education or art; 11 (2) except that institutions may admit individual 12 applicants if the institution determines through 13 assessment or through evaluation based on learning 14 outcomes of the coursework taken, including vocational 15 education courses and courses taken in a charter school 16 established under Article 27A of the School Code, that 17 the applicant demonstrates knowledge and skills 18 substantially equivalent to the knowledge and skills 19 expected to be acquired in the high school courses 20 required for admission. The Board of Trustees of 21 Southern Illinois University shall not discriminate in 22 the University's admissions process against an applicant 23 for admission because of the applicant's enrollment in a 24 charter school established under Article 27A of the 25 School Code. Institutions may also admit 1) applicants 26 who did not have an opportunity to complete the minimum 27 college preparatory curriculum in high school, and 2) 28 educationally disadvantaged applicants who are admitted 29 to the formal organized special assistance programs that 30 are tailored to the needs of such students, providing 31 that in either case, the institution incorporates in the 32 applicant's baccalaureate curriculum courses or other 33 academic activities that compensate for course 34 deficiencies; and -5- LRB9101858NTsbam 1 (3) except that up to 3 of 15 units of coursework 2 required by paragraph (1) of this subsection may be 3 distributed by deducting no more than one unit each from 4 the categories of social studies, mathematics, sciences 5 and electives and completing those 3 units in any of the 6 5 categories of coursework described in paragraph (1). 7 (b) When allocating funds, local boards of education 8 shall recognize their obligation to their students to offer 9 the coursework required by subsection (a). 10 (c) A student who has graduated from high school and has 11 scored within the University's accepted range on the ACT or 12 SAT shall not be required to take the high school level 13 General Educational Development (GED) Test as a prerequisite 14 to admission. 15 (Source: P.A. 89-450, eff. 4-10-96.) 16 Section 15. The Chicago State University Law is amended 17 by changing Section 5-85 as follows: 18 (110 ILCS 660/5-85) 19 Sec. 5-85. Admission requirements. 20 (a) No new student shall be admitted to instruction in 21 any of the departments or colleges of the Chicago State 22 University unless such student also has satisfactorily 23 completed: 24 (1) at least 15 units of high school coursework 25 from the following 5 categories: 26 (A) 4 years of English (emphasizing written 27 and oral communications and literature), of which up 28 to 2 years may be collegiate level instruction; 29 (B) 3 years of social studies (emphasizing 30 history and government); 31 (C) 3 years of mathematics (introductory 32 through advanced algebra, geometry, trigonometry, or -6- LRB9101858NTsbam 1 fundamentals of computer programming); 2 (D) 3 years of science (laboratory sciences); 3 and 4 (E) 2 years of electives in foreign language, 5 music, vocational education or art; 6 (2) except that Chicago State University may admit 7 individual applicants if it determines through assessment 8 or through evaluation based on learning outcomes of the 9 coursework taken, including vocational education courses 10 and courses taken in a charter school established under 11 Article 27A of the School Code, that the applicant 12 demonstrates knowledge and skills substantially 13 equivalent to the knowledge and skills expected to be 14 acquired in the high school courses required for 15 admission. The Board of Trustees of Chicago State 16 University shall not discriminate in the University's 17 admissions process against an applicant for admission 18 because of the applicant's enrollment in a charter school 19 established under Article 27A of the School Code. The Governors State University Law is 7 amended by changing Section 15-85 as follows: 8 (110 ILCS 670/15-85) 9 Sec. 15-85. Admission requirements. 10 (a) No new student shall be admitted to instruction in 11 any of the departments or colleges of the Governors State 12 University unless such student also has satisfactorily 13 completed: 14 (1) at least 15 units of high school coursework 15 from the following 5 categories: 16 (A) 4 years of English (emphasizing written 17 and oral communications and literature), of which up 18 to 2 years may be collegiate level instruction; 19 (B) 3 years of social studies (emphasizing 20 history and government); 21 (C) 3 years of mathematics (introductory 22 through advanced algebra, geometry, trigonometry, or 23 fundamentals of computer programming); 24 (D) 3 years of science (laboratory sciences); 25 and 26 (E) 2 years of electives in foreign language, 27 music, vocational education or art; 28 (2) except that Governors State University may 29 admit individual applicants if it determines through 30 assessment or through evaluation based on learning 31 outcomes of the coursework taken, including vocational 32 education courses and courses taken in a charter school -10- LRB9101858NTsbam 1 established under Article 27A of the School Code, that 2 the applicant demonstrates knowledge and skills 3 substantially equivalent to the knowledge and skills 4 expected to be acquired in the high school courses 5 required for admission. Admission requirements. -13- LRB9101858NTsbam 1 (a) No new student shall be admitted to instruction in 2 any of the departments or colleges of the Northeastern 3 Illinois University unless such student also has 4 satisfactorily completed: 5 (1) at least 15 units of high school coursework 6 from the following 5 categories: 7 (A) 4 years of English (emphasizing written 8 and oral communications and literature), of which up 9 to 2 years may be collegiate level instruction; 10 (B) 3 years of social studies (emphasizing 11 history and government); 12 (C) 3 years of mathematics (introductory 13 through advanced algebra, geometry, trigonometry, or 14 fundamentals of computer programming); 15 (D) 3 years of science (laboratory sciences); 16 and 17 (E) 2 years of electives in foreign language, 18 music, vocational education or art; 19 (2) except that Northeastern Illinois University 20 may admit individual applicants if it determines through 21 assessment or through evaluation based on learning 22 outcomes of the coursework taken, including vocational 23 education courses and courses taken in a charter school 24 established under Article 27A of the School Code, that 25 the applicant demonstrates knowledge and skills 26 substantially equivalent to the knowledge and skills 27 expected to be acquired in the high school courses 28 required for admission. The Board of Trustees of 29 Northeastern Illinois University shall not discriminate 30 in the University's admissions process against an 31 applicant for admission because of the applicant's 32 enrollment in a charter school established under Article 33 27A of the School Code. Admission requirements. 23 (a) No new student shall be admitted to instruction in 24 any of the departments or colleges of the Western Illinois 25 University unless such student also has satisfactorily 26 completed: 27 (1) at least 15 units of high school coursework 28 from the following 5 categories: 29 (A) 4 years of English (emphasizing written 30 and oral communications and literature), of which up 31 to 2 years may be collegiate level instruction; 32 (B) 3 years of social studies (emphasizing -17- LRB9101858NTsbam 1 history and government); 2 (C) 3 years of mathematics (introductory 3 through advanced algebra, geometry, trigonometry, or 4 fundamentals of computer programming); 5 (D) 3 years of science (laboratory sciences); 6 and 7 (E) 2 years of electives in foreign language, 8 music, vocational education or art; 9 (2) except that Western Illinois University may 10 admit individual applicants if it determines through 11 assessment or through evaluation based on learning 12 outcomes of the coursework taken, including vocational 13 education courses and courses taken in a charter school 14 established under Article 27A of the School Code, that 15 the applicant demonstrates knowledge and skills 16 substantially equivalent to the knowledge and skills 17 expected to be acquired in the high school courses 18 required for admission. The Public Community College Act is amended 15 by changing Section 3-17 as follows: 16 (110 ILCS 805/3-17) (from Ch. 122, par. 103-17) 17 Sec. 3-17. The community college districts shall admit 18 all students qualified to complete any one of their programs 19 including general education, transfer, occupational, 20 technical, and terminal, as long as space for effective 21 instruction is available. After entry, the college shall 22 counsel and distribute the students among its programs 23 according to their interests and abilities. Students allowed 24 entry in college transfer programs must have ability and 25 competence similar to that possessed by students admitted to 26 state universities for similar programs. Entry level 27 competence to such college transfer programs may be achieved 28 through successful completion of other preparatory courses 29 offered by the college. If space is not available for all 30 students applying, the community college will accept those 31 best qualified, using rank in class and ability and 32 achievement tests as guides, and shall give preference to -19- LRB9101858NTsbam 1 students residing in the district unless the district has 2 entered into a contractual agreement for the mutual exchange 3 of students with another community college district, in which 4 case, equal enrollment preference may be granted to students 5 residing in such contracting districts. 6 A student who has graduated from high school and has 7 scored within the community college's accepted range on the 8 ACT or SAT shall not be required to take the high school 9 level General Educational Development (GED) Test as a 10 prerequisite to admission. 11 (Source: P.A. 78-669; 78-677; 78-1297.) 12 Section 99.
