91_HB1522enr HB1522 Enrolled LRB9101858NTsb 1 AN ACT concerning higher education, amending named Acts. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The University of Illinois Act is amended by 5 changing Section 8 as follows: 6 (110 ILCS 305/8) (from Ch. 144, par. 29) 7 Sec. 8. Admissions. 8 (a) No student shall be admitted to instruction in any 9 of the departments of the University who shall not have 10 attained to the age of fifteen (15) years, and who shall not 11 previously undergo a satisfactory examination in each of the 12 branches ordinarily taught in the common schools of the 13 state. 14 (b) In addition, commencing in the fall of 1993, no new 15 student shall then or thereafter be admitted to instruction 16 in any of the departments or colleges of the University 17 unless such student also has satisfactorily completed: 18 (1) at least 15 units of high school coursework 19 from the following 5 categories: 20 (A) 4 years of English (emphasizing written 21 and oral communications and literature), of which up 22 to 2 years may be collegiate level instruction; 23 (B) 3 years of social studies (emphasizing 24 history and government); 25 (C) 3 years of mathematics (introductory 26 through advanced algebra, geometry, trigonometry, or 27 fundamentals of computer programming); 28 (D) 3 years of science (laboratory sciences); 29 and 30 (E) 2 years of electives in foreign language, 31 music, vocational education or art; HB1522 Enrolled -2- LRB9101858NTsb 1 (2) except that institutions may admit individual 2 applicants if the institution determines through 3 assessment or through evaluation based on learning 4 outcomes of the coursework taken, including vocational 5 education courses and courses taken in a charter school 6 established under Article 27A of the School Code, that 7 the applicant demonstrates knowledge and skills 8 substantially equivalent to the knowledge and skills 9 expected to be acquired in the high school courses 10 required for admission. The Board of Trustees of the 11 University of Illinois shall not discriminate in the 12 University's admissions process against an applicant for 13 admission because of the applicant's enrollment in a 14 charter school established under Article 27A of the 15 School Code. Institutions may also admit 1) applicants 16 who did not have an opportunity to complete the minimum 17 college preparatory curriculum in high school, and 2) 18 educationally disadvantaged applicants who are admitted 19 to the formal organized special assistance programs that 20 are tailored to the needs of such students, providing 21 that in either case, the institution incorporates in the 22 applicant's baccalaureate curriculum courses or other 23 academic activities that compensate for course 24 deficiencies; and 25 (3) except that up to 3 of the 15 units of 26 coursework required by paragraph (1) of this subsection 27 may be distributed by deducting no more than one unit 28 each from the categories of social studies, mathematics, 29 sciences and electives and completing those 3 units in 30 any of the 5 categories of coursework described in 31 paragraph (1). 32 (c) When allocating funds, local boards of education 33 shall recognize their obligation to their students to offer 34 the coursework required by subsection (b). HB1522 Enrolled -3- LRB9101858NTsb 1 (d) A student who has graduated from high school and has 2 scored within the University's accepted range on the ACT or 3 SAT shall not be required to take the high school level 4 General Educational Development (GED) Test as a prerequisite 5 to admission. 6 (Source: P.A. 89-450, eff. 4-10-96.) 7 Section 10. The Southern Illinois University Management 8 Act is amended by changing Section 8e as follows: 9 (110 ILCS 520/8e) (from Ch. 144, par. 658e) 10 Sec. 8e. Admissions. 11 (a) Commencing in the fall of 1993, no new student shall 12 then or thereafter be admitted to instruction in any of the 13 departments or colleges of the University unless such student 14 also has satisfactorily completed: 15 (1) at least 15 units of high school coursework 16 from the following 5 categories: 17 (A) 4 years of English (emphasizing written 18 and oral communications and literature), of which up 19 to 2 years may be collegiate level instruction; 20 (B) 3 years of social studies (emphasizing 21 history and government); 22 (C) 3 years of mathematics (introductory 23 through advanced algebra, geometry, trigonometry, or 24 fundamentals of computer programming); 25 (D) 3 years of science (laboratory sciences); 26 and 27 (E) 2 years of electives in foreign language, 28 music, vocational education or art; 29 (2) except that institutions may admit individual 30 applicants if the institution determines through 31 assessment or through evaluation based on learning 32 outcomes of the coursework taken, including vocational HB1522 Enrolled -4- LRB9101858NTsb 1 education courses and courses taken in a charter school 2 established under Article 27A of the School Code, that 3 the applicant demonstrates knowledge and skills 4 substantially equivalent to the knowledge and skills 5 expected to be acquired in the high school courses 6 required for admission. The Chicago State University Law is amended 3 by changing Section 5-85 as follows: 4 (110 ILCS 660/5-85) 5 Sec. 5-85. Admission requirements. 6 (a) No new student shall be admitted to instruction in 7 any of the departments or colleges of the Chicago State 8 University unless such student also has satisfactorily 9 completed: 10 (1) at least 15 units of high school coursework 11 from the following 5 categories: 12 (A) 4 years of English (emphasizing written 13 and oral communications and literature), of which up 14 to 2 years may be collegiate level instruction; 15 (B) 3 years of social studies (emphasizing 16 history and government); 17 (C) 3 years of mathematics (introductory 18 through advanced algebra, geometry, trigonometry, or 19 fundamentals of computer programming); 20 (D) 3 years of science (laboratory sciences); 21 and 22 (E) 2 years of electives in foreign language, 23 music, vocational education or art; 24 (2) except that Chicago State University may admit 25 individual applicants if it determines through assessment 26 or through evaluation based on learning outcomes of the 27 coursework taken, including vocational education courses 28 and courses taken in a charter school established under 29 Article 27A of the School Code, that the applicant 30 demonstrates knowledge and skills substantially 31 equivalent to the knowledge and skills expected to be 32 acquired in the high school courses required for HB1522 Enrolled -6- LRB9101858NTsb 1 admission. The Board of Trustees of Chicago State 2 University shall not discriminate in the University's 3 admissions process against an applicant for admission 4 because of the applicant's enrollment in a charter school 5 established under Article 27A of the School Code. Admission requirements. 3 (a) No new student shall be admitted to instruction in 4 any of the departments or colleges of the Eastern Illinois 5 University unless such student also has satisfactorily 6 completed: 7 (1) at least 15 units of high school coursework 8 from the following 5 categories: 9 (A) 4 years of English (emphasizing written 10 and oral communications and literature), of which up 11 to 2 years may be collegiate level instruction; 12 (B) 3 years of social studies (emphasizing 13 history and government); 14 (C) 3 years of mathematics (introductory 15 through advanced algebra, geometry, trigonometry, or 16 fundamentals of computer programming); 17 (D) 3 years of science (laboratory sciences); 18 and 19 (E) 2 years of electives in foreign language, 20 music, vocational education or art; 21 (2) except that Eastern Illinois University may 22 admit individual applicants if it determines through 23 assessment or through evaluation based on learning 24 outcomes of the coursework taken, including vocational 25 education courses and courses taken in a charter school 26 established under Article 27A of the School Code, that 27 the applicant demonstrates knowledge and skills 28 substantially equivalent to the knowledge and skills 29 expected to be acquired in the high school courses 30 required for admission. The Board of Trustees of Eastern 31 Illinois University shall not discriminate in the 32 University's admissions process against an applicant for 33 admission because of the applicant's enrollment in a 34 charter school established under Article 27A of the HB1522 Enrolled -8- LRB9101858NTsb 1 School Code. Eastern Illinois University may also admit 2 (i) applicants who did not have an opportunity to 3 complete the minimum college preparatory curriculum in 4 high school, and (ii) educationally disadvantaged 5 applicants who are admitted to the formal organized 6 special assistance programs that are tailored to the 7 needs of such students, providing that in either case, 8 the institution incorporates in the applicant's 9 baccalaureate curriculum courses or other academic 10 activities that compensate for course deficiencies; and 11 (3) except that up to 3 of 15 units of coursework 12 required by paragraph (1) of this subsection may be 13 distributed by deducting no more than one unit each from 14 the categories of social studies, mathematics, sciences 15 and electives and completing those 3 units in any of the 16 5 categories of coursework described in paragraph (1). 17 (b) When allocating funds, local boards of education 18 shall recognize their obligation to their students to offer 19 the coursework required by subsection (a). 20 (c) A student who has graduated from high school and has 21 scored within the University's accepted range on the ACT or 22 SAT shall not be required to take the high school level 23 General Educational Development (GED) Test as a prerequisite 24 to admission. 25 (Source: P.A. 89-4, eff. 1-1-96; 89-450, eff. 4-10-96.) 26 Section 25. The Governors State University Law is 27 amended by changing Section 15-85 as follows: 28 (110 ILCS 670/15-85) 29 Sec. 15-85. The Board of Trustees of 26 Governors State University shall not discriminate in the 27 University's admissions process against an applicant for 28 admission because of the applicant's enrollment in a 29 charter school established under Article 27A of the 30 School Code. The Northeastern Illinois University Law is 17 amended by changing Section 25-85 as follows: 18 (110 ILCS 680/25-85) 19 Sec. 25-85. Admission requirements. 20 (a) No new student shall be admitted to instruction in 21 any of the departments or colleges of the Northeastern 22 Illinois University unless such student also has 23 satisfactorily completed: 24 (1) at least 15 units of high school coursework 25 from the following 5 categories: 26 (A) 4 years of English (emphasizing written 27 and oral communications and literature), of which up 28 to 2 years may be collegiate level instruction; 29 (B) 3 years of social studies (emphasizing 30 history and government); 31 (C) 3 years of mathematics (introductory 32 through advanced algebra, geometry, trigonometry, or HB1522 Enrolled -13- LRB9101858NTsb 1 fundamentals of computer programming); 2 (D) 3 years of science (laboratory sciences); 3 and 4 (E) 2 years of electives in foreign language, 5 music, vocational education or art; 6 (2) except that Northeastern Illinois University 7 may admit individual applicants if it determines through 8 assessment or through evaluation based on learning 9 outcomes of the coursework taken, including vocational 10 education courses and courses taken in a charter school 11 established under Article 27A of the School Code, that 12 the applicant demonstrates knowledge and skills 13 substantially equivalent to the knowledge and skills 14 expected to be acquired in the high school courses 15 required for admission. The Board of Trustees of 16 Northeastern Illinois University shall not discriminate 17 in the University's admissions process against an 18 applicant for admission because of the applicant's 19 enrollment in a charter school established under Article 20 27A of the School Code. Northeastern Illinois University 21 may also admit (i) applicants who did not have an 22 opportunity to complete the minimum college preparatory 23 curriculum in high school, and (ii) educationally 24 disadvantaged applicants who are admitted to the formal 25 organized special assistance programs that are tailored 26 to the needs of such students, providing that in either 27 case, the institution incorporates in the applicant's 28 baccalaureate curriculum courses or other academic 29 activities that compensate for course deficiencies; and 30 (3) except that up to 3 of 15 units of coursework 31 required by paragraph (1) of this subsection may be 32 distributed by deducting no more than one unit each from 33 the categories of social studies, mathematics, sciences 34 and electives and completing those 3 units in any of the HB1522 Enrolled -14- LRB9101858NTsb 1 5 categories of coursework described in paragraph (1). 2 (b) When allocating funds, local boards of education 3 shall recognize their obligation to their students to offer 4 the coursework required by subsection (a). 5 (c) A student who has graduated from high school and has 6 scored within the University's accepted range on the ACT or 7 SAT shall not be required to take the high school level 8 General Educational Development (GED) Test as a prerequisite 9 to admission. 10 (Source: P.A. 89-4, eff. 1-1-96; 89-450, eff. 4-10-96.) 11 Section 40. Admission requirements. 15 (a) No new student shall be admitted to instruction in 16 any of the departments or colleges of the Northern Illinois 17 University unless such student also has satisfactorily 18 completed: 19 (1) at least 15 units of high school coursework 20 from the following 5 categories: 21 (A) 4 years of English (emphasizing written 22 and oral communications and literature), of which up 23 to 2 years may be collegiate level instruction; 24 (B) 3 years of social studies (emphasizing 25 history and government); 26 (C) 3 years of mathematics (introductory 27 through advanced algebra, geometry, trigonometry, or 28 fundamentals of computer programming); 29 (D) 3 years of science (laboratory sciences); 30 and 31 (E) 2 years of electives in foreign language, 32 music, vocational education or art; HB1522 Enrolled -15- LRB9101858NTsb 1 (2) except that Northern Illinois University may 2 admit individual applicants if it determines through 3 assessment or through evaluation based on learning 4 outcomes of the coursework taken, including vocational 5 education courses and courses taken in a charter school 6 established under Article 27A of the School Code, that 7 the applicant demonstrates knowledge and skills 8 substantially equivalent to the knowledge and skills 9 expected to be acquired in the high school courses 10 required for admission. The Western Illinois University Law is 7 amended by changing Section 35-85 as follows: 8 (110 ILCS 690/35-85) 9 Sec. 35-85. Admission requirements. 10 (a) No new student shall be admitted to instruction in 11 any of the departments or colleges of the Western Illinois 12 University unless such student also has satisfactorily 13 completed: 14 (1) at least 15 units of high school coursework 15 from the following 5 categories: 16 (A) 4 years of English (emphasizing written 17 and oral communications and literature), of which up 18 to 2 years may be collegiate level instruction; 19 (B) 3 years of social studies (emphasizing 20 history and government); 21 (C) 3 years of mathematics (introductory 22 through advanced algebra, geometry, trigonometry, or 23 fundamentals of computer programming); 24 (D) 3 years of science (laboratory sciences); 25 and 26 (E) 2 years of electives in foreign language, 27 music, vocational education or art; 28 (2) except that Western Illinois University may 29 admit individual applicants if it determines through 30 assessment or through evaluation based on learning 31 outcomes of the coursework taken, including vocational 32 education courses and courses taken in a charter school HB1522 Enrolled -17- LRB9101858NTsb 1 established under Article 27A of the School Code, that 2 the applicant demonstrates knowledge and skills 3 substantially equivalent to the knowledge and skills 4 expected to be acquired in the high school courses 5 required for admission. The Board of Trustees of Western 6 Illinois University shall not discriminate in the 7 University's admissions process against an applicant for 8 admission because of the applicant's enrollment in a 9 charter school established under Article 27A of the 10 School Code. HB1522 Enrolled -18- LRB9101858NTsb 1 Section 50. The Public Community College Act is amended 2 by changing Section 3-17 as follows: 3 (110 ILCS 805/3-17) (from Ch. 122, par. 103-17) 4 Sec. 3-17. The community college districts shall admit 5 all students qualified to complete any one of their programs 6 including general education, transfer, occupational, 7 technical, and terminal, as long as space for effective 8 instruction is available. After entry, the college shall 9 counsel and distribute the students among its programs 10 according to their interests and abilities. Students allowed 11 entry in college transfer programs must have ability and 12 competence similar to that possessed by students admitted to 13 state universities for similar programs. Entry level 14 competence to such college transfer programs may be achieved 15 through successful completion of other preparatory courses 16 offered by the college. If space is not available for all 17 students applying, the community college will accept those 18 best qualified, using rank in class and ability and 19 achievement tests as guides, and shall give preference to 20 students residing in the district unless the district has 21 entered into a contractual agreement for the mutual exchange 22 of students with another community college district, in which 23 case, equal enrollment preference may be granted to students 24 residing in such contracting districts. 25 A student who has graduated from high school and has 26 scored within the community college's accepted range on the 27 ACT or SAT shall not be required to take the high school 28 level General Educational Development (GED) Test as a 29 prerequisite to admission. 30 (Source: P.A. 78-669; 78-677; 78-1297.) 31 Section 99.
