91_HB0596 LRB9102397SMpr 1 AN ACT regarding hearing screening for newborns. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Hearing Screening for Newborns Act. 6 Section 5. Mandatory hearing screening. By December 31, 7 2002, all hospitals shall conduct hearing screening of all 8 newborn infants. 9 Section 10. Hearing screening advisory committee. By 10 July 1, 2000, the Department shall organize an advisory 11 committee including representatives from the Department of 12 Public Health, the University of Illinois Division of 13 Specialized Care for Children, public and private hospitals, 14 pediatric associations, and early intervention services. The 15 committee shall: 16 (a) Develop and conduct training for hospitals 17 implementing newborn hearing screening. 18 (b) Develop a follow-up program for diagnostic hearing 19 testing for those infants failing hospital-based screening, 20 in order to diagnose congenital hearing loss. 21 (c) Develop a referral system to early intervention 22 services and hearing aids for those infants diagnosed with 23 hearing loss. 24 (d) Develop an application process for financial 25 assistance by the Division of Specialized Care for Children 26 for follow-up diagnostic hearing testing of newborns failing 27 hospital-based screening. 28 (e) Monitor any reports made available to the State with 29 respect to the hearing screening status of all newborns. 30 (f) Monitor the availability of third party reimbursement -2- LRB9102397SMpr 1 for universal hospital-based hearing screening of newborn 2 infants. 3 Section 99. Effective date. This Act takes effect upon 4 becoming law.
