Amend Senate Bill 445, AS AMENDED, 3 by replacing the title with the following: 4 "AN ACT to create the Foreign Language Court Interpreter 5 Act."; and 6 and by replacing everything after the enacting clause with 7 the following: 8 "Section 1. Short title. This Act may be cited as the 9 Foreign Language Court Interpreter Act. 10 Section 5. Foreign Language Court Interpreter Program. 11 The Supreme Court may establish and administer by rule or 12 procedure a program of testing and certification for foreign 13 language court interpreters. The program may provide that: 14 (1) The Administrative Office of Illinois Courts 15 may work cooperatively with community colleges and other 16 private or public educational institutions and with other 17 public or private organizations to establish a 18 certification preparation curriculum and suitable 19 training programs to ensure the availability of certified 20 interpreters. Training programs may be made readily 21 available throughout the State. -2- LRB9002462EGfgam02 1 (2) The Administrative Office of Illinois Courts 2 may establish and adopt standards of proficiency, written 3 and oral, in English and the language to be interpreted. 4 (3) The Administrative Office of Illinois Courts 5 may conduct periodic examinations to ensure the 6 availability of certified interpreters. Periodic 7 examinations may be made readily available throughout the 8 State. 9 (4) The Administrative Office of Illinois Courts 10 may compile, maintain, and disseminate a current list of 11 interpreters certified by the Administrative Office of 12 Illinois Courts. 13 (5) The Administrative Office of Illinois Courts 14 may charge reasonable fees, as authorized by the Supreme 15 Court, for testing, training, and certification. These 16 fees shall be deposited into the Foreign Language 17 Interpreter Fund, which is hereby created as a special 18 fund in the State Treasury. 19 (6) The expenses of testing, training, and 20 certifying foreign language court interpreters under the 21 program, as authorized by the Supreme Court, may be paid, 22 subject to appropriation, from the Foreign Language 23 Interpreter Fund or any other source of funds available 24 for this purpose. 25 Section 90. The State Finance Act is amended by adding 26 Section 5.480 as follows: 27 (30 ILCS 105/5.480 new) 28 Sec. 5.480. The Foreign Language Interpreter Fund. 29 Section 99. Effective date. This Act takes effect 30 January 1, 1999.".
