LRB9002462LDdv SB445 Enrolled LRB9002462LDdv 1 AN ACT to create the Foreign Language Court Interpreter 2 Act. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 1. Short title. This Act may be cited as the 6 Foreign Language Court Interpreter Act. 7 Section 5. Foreign Language Court Interpreter Program. 8 The Supreme Court may establish and administer by rule or 9 procedure a program of testing and certification for foreign 10 language court interpreters. The program may provide that: 11 (1) The Administrative Office of Illinois Courts 12 may work cooperatively with community colleges and other 13 private or public educational institutions and with other 14 public or private organizations to establish a 15 certification preparation curriculum and suitable 16 training programs to ensure the availability of certified 17 interpreters. Training programs may be made readily 18 available throughout the State. 19 (2) The Administrative Office of Illinois Courts 20 may establish and adopt standards of proficiency, written 21 and oral, in English and the language to be interpreted. 22 (3) The Administrative Office of Illinois Courts 23 may conduct periodic examinations to ensure the 24 availability of certified interpreters. Periodic 25 examinations may be made readily available throughout the 26 State. 27 (4) The Administrative Office of Illinois Courts 28 may compile, maintain, and disseminate a current list of 29 interpreters certified by the Administrative Office of 30 Illinois Courts. 31 (5) The Administrative Office of Illinois Courts SB445 Enrolled -2- LRB9002462LDdv 1 may charge reasonable fees, as authorized by the Supreme 2 Court, for testing, training, and certification. These 3 fees shall be deposited into the Foreign Language 4 Interpreter Fund, which is hereby created as a special 5 fund in the State Treasury. 6 (6) The expenses of testing, training, and 7 certifying foreign language court interpreters under the 8 program, as authorized by the Supreme Court, may be paid, 9 subject to appropriation, from the Foreign Language 10 Interpreter Fund or any other source of funds available 11 for this purpose. 12 Section 90. The State Finance Act is amended by adding 13 Section 5.480 as follows: 14 (30 ILCS 105/5.480 new) 15 Sec. 5.480. The Foreign Language Interpreter Fund. 16 Section 99. Effective date. This Act takes effect 17 January 1, 1999.
