House Sponsors: COWLISHAW. Short description: INCOME TAX-CAPITAL PUNISHMENT Synopsis of Bill as introduced: Amends the Illinois Income Tax Act. Provides that an individual taxpayer who holds a religious, ethical, or moral objection to capital punishment may, upon approval of his or her application, be certified by the Department of Revenue as a capital punishment objector. Each month, an amount equal to the amount of income taxes paid during the second preceding calendar month by individual taxpayers who are certified capital punishment objectors (minus refunds) must be transferred into the Common School Fund. Effective immediately.
