92_SB0843ham003 LRB9202583TAtmam03 1 AMENDMENT TO SENATE BILL 843 2 AMENDMENT NO. . Amend Senate Bill 843 on page 1, 3 immediately below line 3, by inserting the following: 4 "Section 1. Short title. This Act may be cited as the 5 Illinois Children and Youth Council Act. 6 Section 5. Definitions. In this Act: 7 "Council" means the Illinois Children and Youth Council. 8 "Department" means the Department of Children and Family 9 Services. 10 Section 10. Creation of Council. The Illinois Children 11 and Youth Council is created within the Department to serve 12 as an advocacy organization within State government for 13 children and youth issues. 14 Section 15. Purpose of Council. The purpose of the 15 Council is to work with and across the various systems, State 16 agencies, federal agencies, and other governmental agencies 17 to produce collaboration and cooperation in promoting a 18 statewide policy agenda for Illinois' children and youth. 19 Section 20. Membership of Council. The Council shall -2- LRB9202583TAtmam03 1 consist of the following members: 2 (1) A person appointed by the Governor, who shall 3 serve as chairperson. 4 (2) Thirteen representatives from business and 5 community organizations with a background in serving 6 children and youth, appointed by the Governor. 7 (3) One person appointed by the President of the 8 Senate. 9 (4) One person appointed by the Minority Leader of 10 the Senate. 11 (5) One person appointed by the Speaker of the 12 House of Representatives. 13 (6) One person appointed by the Minority Leader of 14 the House of Representatives. 15 (7) The Chairperson of the State Board of Education 16 or his or her designee. 17 (8) The Secretary of Human Services or his or her 18 designee. 19 (9) The Director of Commerce of Community Affairs 20 or his or her designee. 21 (10) The Director of Corrections or his or her 22 designee. 23 (11) The Director of State Police or his or her 24 designee. 25 (12) The Director of Aging or his or her designee. 26 (13) The Director of Public Health or his or her 27 designee. 28 (14) The Director of Children and Family Services 29 or his or her designee. 30 (15) The Chairperson of the Illinois Criminal 31 Justice Information Authority or his or her designee. 32 (16) The Chairperson of the Illinois Liquor Control 33 Commission or his or her designee. 34 (17) The Chairperson of the Illinois Juvenile -3- LRB9202583TAtmam03 1 Justice Commission or his or her designee. 2 (18) A representative of the Illinois Education 3 Association, appointed by the Governor. 4 (19) A representative of the Illinois Association 5 of Park Districts, appointed by the Governor. 6 (20) A representative of the United Way of 7 Illinois, appointed by the Governor. 8 (21) A representative of the Voices for Illinois 9 Children, appointed by the Governor. 10 (22) A representative of the Illinois Association 11 of Chiefs of Police, appointed by the Governor. 12 (23) A representative of the Statewide Business 13 Association, appointed by the Governor. 14 Not more than 10 members appointed by the Governor shall 15 be of the same political party. 16 Section 25. No compensation; expenses; staff support. 17 The members of the Council shall serve without compensation 18 but shall be reimbursed for reasonable expenses. The 19 Department shall provide staff support to the Council. 20 Section 30. Term. Except for a member of the Council 21 who is the head of a department of State government or his or 22 her designee, a member of the Council shall serve for a term 23 of 2 years; however, the member may serve beyond his or her 24 2-year term until a new member is appointed as a replacement. 25 Section 35. Report. In addition to its other 26 activities, the Council shall issue a report on November 1 of 27 each year on the future of Illinois' children and youth, 28 measuring and grading various areas such as education 29 achievement, juvenile crime, substance abuse prevention, 30 mental health, medical insurance, and other areas as 31 determined by the Council. The exact format of the report -4- LRB9202583TAtmam03 1 shall be determined by the Council. The report shall be 2 provided to the Governor and the General Assembly."; and 3 on page 1, line 4, by replacing "Section 5" with "Section 4 90".
