92_SB0843ham002 LRB9202583TAtmam02 1 AMENDMENT TO SENATE BILL 843 2 AMENDMENT NO. . Amend Senate Bill 843 on page 1, 3 immediately below line 3, by inserting the following: 4 "Section 1. Short title. This Act may be cited as the 5 Illinois Children and Youth Commission Act. 6 Section 5. Definition. In this Act, "Commission" means 7 the Illinois Children and Youth Commission. 8 Section 10. Creation of Commission. The Illinois 9 Children and Youth Commission is created to serve as an 10 advocacy organization within State government for children 11 and youth issues. 12 Section 15. Purpose of Commission. The purpose of the 13 Commission is to work with and across the various systems, 14 State agencies, federal agencies, and other governmental 15 agencies to produce collaboration and cooperation in 16 promoting a statewide policy agenda for Illinois' children 17 and youth. 18 Section 20. Membership of Commission. The Commission 19 shall consist of the following members: -2- LRB9202583TAtmam02 1 (1) A person appointed by the Governor, who shall 2 serve as chairperson. 3 (2) Thirteen representatives from business and 4 community organizations with a background in serving 5 children and youth, appointed by the Governor. 6 (3) One person appointed by the President of the 7 Senate. 8 (4) One person appointed by the Minority Leader of 9 the Senate. 10 (5) One person appointed by the Speaker of the 11 House of Representatives. 12 (6) One person appointed by the Minority Leader of 13 the House of Representatives. 14 (7) The Chairperson of the State Board of Education 15 or his or her designee. 16 (8) The Secretary of Human Services or his or her 17 designee. 18 (9) The Director of Commerce of Community Affairs 19 or his or her designee. 20 (10) The Director of Corrections or his or her 21 designee. 22 (11) The Director of State Police or his or her 23 designee. 24 (12) The Director of Aging or his or her designee. 25 (13) The Director of Public Health or his or her 26 designee. 27 (14) The Director of Children and Family Services 28 or his or her designee. 29 (15) The Chairperson of the Illinois Criminal 30 Justice Information Authority or his or her designee. 31 (16) The Chairperson of the Illinois Liquor Control 32 Commission or his or her designee. 33 (17) The Chairperson of the Illinois Juvenile 34 Justice Commission or his or her designee. -3- LRB9202583TAtmam02 1 (18) A representative of the Illinois Education 2 Association, appointed by the Governor. 3 (19) A representative of the Illinois Association 4 of Park Districts, appointed by the Governor. 5 (20) A representative of the United Way of 6 Illinois, appointed by the Governor. 7 (21) A representative of the Voices for Illinois 8 Children, appointed by the Governor. 9 (22) A representative of the Illinois Association 10 of Chiefs of Police, appointed by the Governor. 11 (23) A representative of the Statewide Business 12 Association, appointed by the Governor. 13 Section 25. No compensation; expenses. The members of 14 the Commission shall serve without compensation but shall be 15 reimbursed for reasonable expenses. 16 Section 30. Term. Except for a member of the Commission 17 who is the head of a department of State government or his or 18 her designee, a member of the Commission shall serve for a 19 term of 2 years; however, the member may serve beyond his or 20 her 2-year term until a new member is appointed as a 21 replacement. 22 Section 35. Report. In addition to its other 23 activities, the Commission shall issue a report on November 1 24 of each year on the future of Illinois' children and youth, 25 measuring and grading various areas such as education 26 achievement, juvenile crime, substance abuse prevention, 27 mental health, medical insurance, and other areas as 28 determined by the Commission. The exact format of the report 29 shall be determined by the Commission. The report shall be 30 provided to the Governor and the General Assembly."; and 31 on page 1, line 4, by replacing "Section 5" with "Section -4- LRB9202583TAtmam02 1 90".
