 1        AN ACT in relation to public aid.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5. The State Finance Act  is  amended  by  adding
 5    Section 5.545 as follows:

 6        (30 ILCS 105/5.545 new)
 7        Sec. 5.545.  The Medicaid Buy-In Program Revolving Fund.

 8        Section  10.  The  Illinois Public Aid Code is amended by
 9    adding Section 12-10.5 as follows:

11        Sec. 12-10.5.  Medicaid Buy-In Program Revolving Fund.
12        (a)  The  Medicaid  Buy-In  Program  Revolving  Fund   is
13    created  as  a  special fund in the State treasury.  The Fund
14    shall consist of cost-sharing payments  made  by  individuals
15    pursuant  to  the  Medicaid  Buy-In Program established under
16    paragraph 11 of Section 5-2 of this Code.   All  earnings  on
17    moneys in the Fund shall be credited to the Fund.
18        (b)  Moneys  in  the  Fund  shall  be appropriated to the
19    Department to pay the costs  of  administering  the  Medicaid
20    Buy-In  Program,  including  payments  for medical assistance
21    benefits provided to Program  participants.   The  Department
22    shall  adopt  rules  specifying  the  particular purposes for
23    which the moneys in the Fund may be spent.

24        Section 99.  Effective date. This Act takes  effect  upon
25    becoming law.
