92_HB3098enr HB3098 Enrolled LRB9205368JMmb 1 AN ACT concerning meetings of public bodies. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Open Meetings Act is amended by changing 5 Section 2a as follows: 6 (5 ILCS 120/2a) (from Ch. 102, par. 42a) 7 Sec. 2a. A public body may hold a meeting closed to the 8 public, or close a portion of a meeting to the public, upon a 9 majority vote of a quorum present, taken at a meeting open to 10 the public for which notice has been given as required by 11 this Act. A single vote may be taken with respect to a 12 series of meetings, a portion or portions of which are 13 proposed to be closed to the public, provided each meeting in 14 such series involves the same particular matters and is 15 scheduled to be held within no more than 3 months of the 16 vote. The vote of each member on the question of holding a 17 meeting closed to the public and a citation to the specific 18 exception contained in Section 2 of this Act which authorizes 19 the closing of the meeting to the public shall be publicly 20 disclosed at the time of the vote and shall be recorded and 21 entered into the minutes of the meeting. Nothing in this 22 Section or this Act shall be construed to require that any 23 meeting be closed to the public. 24 At any open meeting of a public body for which proper 25 notice under this Act has been given, the body may, without 26 additional notice under Section 2.02, hold a closed meeting 27 in accordance with this Act. Only topics specified in the 28 vote to close under this Section may be considered during the 29 closed meeting. 30 After the conclusion of a closed meeting or closed 31 portion of a meeting, the officer who presided over the HB3098 Enrolled -2- LRB9205368JMmb 1 closed meeting or closed portion of the meeting shall certify 2 in writing that, to the best of his or her knowledge and 3 belief, no topic was discussed during the closed meeting or 4 closed portion of the meeting in violation of this Act. 5 Within 7 working days after the closed meeting or closed 6 portion of the meeting, the officer's certification shall be 7 made available for public inspection and copying in the 8 following form: 9 Illinois Open Meetings Act 10 Closed Meeting Certification 11 (5 ILCS 120/2a) 12 1.
