92_HB2425ham001 LRB9206704NTsbam 1 AMENDMENT TO HOUSE BILL 2425 2 AMENDMENT NO. . Amend House Bill 2425 by replacing 3 everything after the enacting clause with the following: 4 "Section 5. The School Code is amended by changing 5 Section 21-9 as follows: 6 (105 ILCS 5/21-9) (from Ch. 122, par. 21-9) 7 Sec. 21-9. Substitute certificates and substitute 8 teaching. 9 (a) A substitute teacher's certificate may be issued for 10 teaching in all grades of the common schools. Such 11 certificate may be issued upon request of the regional 12 superintendent of schools of any region in which the teacher 13 is to teach. A substitute teacher's certificate is valid for 14 teaching in the public schools of any county. Such 15 certificate may be issued to persons who either (a) hold a 16 certificate valid for teaching in the common schools as 17 shown on the face of the certificate, (b) hold a bachelor of 18 arts degree from an institution of higher learning accredited 19 by the North Central Association or other comparable regional 20 accrediting association or have been graduated from a 21 recognized institution of higher learning with a bachelor's 22 degree, or (c) have had 2 years of teaching experience and -2- LRB9206704NTsbam 1 meet such other rules and regulations as may be adopted by 2 the State Board of Education in consultation with the State 3 Teacher Certification Board. Such certificate shall expire 4 on June 30 in the fourth year from date of issue. Substitute 5 teacher's certificates are not subject to endorsement as 6 described in Section 21-1b of this Code. 7 (b) A teacher holding a substitute teacher's certificate 8 may teach only in the place of a certified teacher who is 9 under contract with the employing board and may teach only 10 when no appropriate fully certified teacher is available to 11 teach in a substitute capacity. A teacher holding an early 12 childhood certificate, an elementary certificate, a high 13 school certificate, or a special certificate may also 14 substitute teach in grades K-12 but only in the place of a 15 certified teacher who is under contract with the employing 16 board. A substitute teacher may teach only for a period not 17 to exceed 90 paid school days or 450 paid school hours in any 18 one school district in any one school term. However, for the 19 2001-2002, 2002-2003, and 2003-2004 school years, a teacher 20 holding an early childhood, elementary, high school, or 21 special certificate may substitute teach for a period not to 22 exceed 120 paid school days or 600 paid school hours in any 23 one school district in any one school term. Where such 24 teaching is partly on a daily and partly on an hourly basis, 25 a school day shall be considered as 5 hours. The teaching 26 limitations imposed by this subsection upon teachers holding 27 substitute certificates shall not apply in any school 28 district operating under Article 34. 29 (Source: P.A. 91-102, eff. 7-12-99.) 30 Section 99.
