92_HB2425gms STATE OF ILLINOIS OFFICE OF THE GOVERNOR SPRINGFIELD, 62706 GEORGE H. RYAN GOVERNOR July 27, 2001 To The Honorable Members of the Illinois House of Representatives 92nd General Assembly Pursuant to Article IV, Section 9(b) of the Illinois Constitution of 1970, I hereby veto and return House Bill 2425 entitled "AN ACT with regard to education." House Bill 2425 amends the School Code by removing the limit on the period of time a substitute teacher may teach in any one school district in any one school term, provided that if the substitute teacher teaches for a period exceeding 90 paid school days or 450 paid school hours in the district in a school term for 4 consecutive years, he or she must hold an Initial or Standard Teaching Certificate or a Master Certificate to continue to substitute teach. I fully support the provisions in House Bill 2425; however, I have already signed into law Senate Bill 1293 which contains identical provisions. For this reason, I hereby veto and return House Bill 2425. Sincerely, s/GEORGE H. RYAN Governor
