Amend House Bill 2259 as follows: 3 on page 8, line 4, after "load", by inserting "more than 8 4 feet wide but"; and 5 on page 17, by replacing lines 14 through 34 with the 6 following: 7 "Vehicles operating under this paragraph (d) shall have8access for a distance of one highway mile to or from a Class9I highway on any street or highway, unless there is a sign10prohibiting the access, or 5 highway miles on a street or11highway in the system of State highways, and upon any street12or highway designated, without additional fees, by local13authorities or road district commissioners, to points of14loading and unloading and facilities for food, fuel, repairs15and rest. Household goods carriers shall have access to16points of loading and unloading."; and 17 on page 21, by replacing lines 4 through 34 with the 18 following: 19 "Vehicles operating under this paragraph (e) shall have20access for a distance of 5 highway miles on a street or21highway in the system of State highways, and upon any street22or highway designated by local authorities or road district-2- LRB9203338DHmbam04 1commissioners, to points of loading and unloading and to2facilities for food, fuel, repairs and rest. Household goods3carriers shall have access to points of loading and4unloading.5 (e-1) Combinations of vehicles not exceeding 65 feet 6 overall length are allowed access as follows: 7 (1) From any State designated highway onto any 8 county, township, or municipal highway for a distance of 9 5 highway miles for the purpose of loading and unloading, 10 provided: 11 (A) The vehicle does not exceed 73,280 pounds 12 in gross weight and 8 feet 6 inches in width. 13 (B) There is no sign prohibiting that access. 14 (C) The route is not being used as a 15 thoroughfare between State designated highways. 16 (2) From any State designated highway onto any 17 county or township highway for a distance of 5 highway 18 miles or onto any municipal highway for a distance of one 19 highway mile for the purpose of food, fuel, repairs, and 20 rest, provided: 21 (A) The vehicle does not exceed 73,280 pounds 22 in gross weight and 8 feet 6 inches in width. 23 (B) There is no sign prohibiting that access. 24 (C) The route is not being used as a 25 thoroughfare between State designated highways. 26 (e-2) Except as provided in subsection (e-3), 27 combinations of vehicles over 65 feet in length, with no 28 overall length limitation except as provided in subsections 29 (d) and (e) of this Section, are allowed access as follows: 30 (1) From a Class I highway onto any street or 31 highway for a distance of one highway mile for the 32 purpose of loading, unloading, food, fuel, repairs, and 33 rest, provided there is no sign prohibiting that access. 34 (2) From a Class I or Class II highway onto any -3- LRB9203338DHmbam04 1 State highway or any locally designated highway for a 2 distance of 5 highway miles for the purpose of loading, 3 unloading, food, fuel, repairs, and rest. 4 (e-3) Combinations of vehicles over 65 feet in length 5 operated by household goods carriers, with no overall length 6 limitations except as provided in subsections (d) and (e) of 7 this Section, have unlimited access to points of loading and 8 unloading."; and 9 on page 22, by deleting lines 1 through 11; and 10 on page 43, by replacing lines 29 through 34 with the 11 following: 12 "Vehicles operating under this subsection shall have13access for a distance of one highway mile to or from a Class14I highway on any street or highway, unless there is a sign15prohibiting the access, or 5 highway miles to or from either16a Class I, II, or III highway on a street or highway included17in the system of State highways and upon any street or18highway designated by local authorities or road district19commissioners to points of loading and unloading and to20facilities for food, fuel, repairs and rest.21 (f-1) A vehicle and load not exceeding 73,280 pounds is 22 allowed access as follows: 23 (1) From any State designated highway onto any 24 county, township, or municipal highway for a distance of 25 5 highway miles for the purpose of loading and unloading, 26 provided: 27 (A) The vehicle and load does not exceed 8 28 feet 6 inches in width and 65 feet overall length. 29 (B) There is no sign prohibiting that access. 30 (C) The route is not being used as a 31 thoroughfare between State designated highways. 32 (2) From any State designated highway onto any 33 county or township highway for a distance of 5 highway -4- LRB9203338DHmbam04 1 miles, or any municipal highway for a distance of one 2 highway mile for the purpose of food, fuel, repairs, and 3 rest, provided: 4 (A) The vehicle and load does not exceed 8 5 feet 6 inches in width and 65 feet overall length. 6 (B) There is no sign prohibiting that access. 7 (C) The route is not being used as a 8 thoroughfare between State designated highways. 9 (f-2) A vehicle and load greater than 73,280 pounds in 10 weight but not exceeding 80,000 pounds is allowed access as 11 follows: 12 (1) From a Class I highway onto any street or 13 highway for a distance of one highway mile for the 14 purpose of loading, unloading, food, fuel, repairs, and 15 rest, provided there is no sign prohibiting that access. 16 (2) From a Class I, II, or III highway onto any 17 State highway or any local designated highway for a 18 distance of 5 highway miles for the purpose of loading, 19 unloading, food, fuel, repairs, and rest."; and 20 by deleting page 44; and 21 on page 45, by deleting lines 1 and 2.
