92_HB2027ham001 LRB9206149ARsbam 1 AMENDMENT TO HOUSE BILL 2027 2 AMENDMENT NO. . Amend House Bill 2027 as follows: 3 on page 1, below line 17, by inserting the following: 4 "The Department of Human Services and the Department on 5 Aging shall jointly adopt administrative rules governing the 6 program consistent with this amendatory Act of the 92nd 7 General Assembly. 8 The Department of Human Services and the Department on 9 Aging shall jointly establish an advisory committee to advise 10 the Secretary of Human Services and the Director on Aging on 11 rulemaking, policies, and procedures under which this program 12 shall operate. The advisory committee shall consist of 9 13 members and shall include: (1) at least 3 individuals under 14 the age of 60 appointed by the Secretary of Human Services 15 and representing different disabilities; (2) 3 individuals 16 aged 60 or over appointed by the Director on Aging and 17 representing different disabilities; (3) a representative of 18 an area agency on aging; (4) the Executive Director or his or 19 her designee of the Statewide Independent Living Council; and 20 (5) the Executive Director or his or her designee of the 21 Coalition of Citizens with Disabilities."; and 22 on page 2, below line 2, by inserting the following: 23 "The Department of Human Services and the Department on -2- LRB9206149ARsbam 1 Aging shall jointly adopt administrative rules governing the 2 program consistent with this amendatory Act of the 92nd 3 General Assembly. 4 The Department of Human Services and the Department on 5 Aging shall jointly establish an advisory committee to advise 6 the Secretary of Human Services and the Director on Aging on 7 rulemaking, policies, and procedures under which this program 8 shall operate. The advisory committee shall consist of 9 9 members and shall include: (1) at least 3 individuals under 10 the age of 60 appointed by the Secretary of Human Services 11 and representing different disabilities; (2) 3 individuals 12 aged 60 or over appointed by the Director on Aging and 13 representing different disabilities; (3) a representative of 14 an area agency on aging; (4) the Executive Director or his or 15 her designee of the Statewide Independent Living Council; and 16 (5) the Executive Director or his or her designee of the 17 Coalition of Citizens with Disabilities."; and 18 on page 2, line 8, by replacing "Upon a recipient's discharge 19 from a facility" with the following: 20 "At least 60 days prior to a recipient's transition from a 21 nursing home, group home, or other setting that segregates 22 based on disability, or when a recipient is identified as 23 being at risk of placement into such a setting"; and 24 on page 2, line 20, after the period, by inserting the 25 following: 26 "The recipient may obtain an increased monthly amount of 27 rental assistance if this is needed for the recipient to 28 obtain accessible housing."; and 29 on page 2, line 25, after "locating housing", by inserting 30 the following: 31 "and support services needed to maintain independence in the 32 community"; and -3- LRB9206149ARsbam 1 on page 3, line 4, by replacing "Upon a recipient's discharge 2 from a facility" with the following: 3 "At least 60 days prior to a recipient's transition from a 4 nursing home, group home, or other setting that segregates 5 based on disability, or when a recipient is identified as 6 being at risk of placement into such a setting"; and 7 on page 3, line 16, after the period, by inserting the 8 following: 9 "The recipient may obtain an increased monthly amount of 10 rental assistance if this is needed for the recipient to 11 obtain accessible housing."; and 12 on page 3, line 21, after "locating housing", by inserting 13 the following: 14 "and support services needed to maintain independence in the 15 community".
