Short description: 
UNEMPLOY INS-BIRTH & ADOPTION                                              

Synopsis of Bill as introduced:
        Amends  the  Unemployment  Insurance  Act.   Provides   that   an      
   individual  who  is  on a leave of absence from his or her employer or      
   who left employment to be with the individual's child during the first      
   year of life, or during the first year following the child's placement      
   with the individual for adoption, shall  not  be  denied  unemployment      
   benefits  for a maximum of 12 weeks on the basis of specified grounds.      
   Provides that benefits shall be reduced under  certain  circumstances.      
   Provides  that  each  employer  shall post information relating to the      
   availability  of  birth  and  adoption  benefits.  Provides  that  any      
   benefits paid under the new provisions shall not  be  charged  to  the      
   account  of  the individual employer. Provides that the Director shall      
   issue a report evaluating the effectiveness  of  the  new  provisions.      
   Provides  that  the  new  provisions  shall be applied consistent with      
   federal regulations, and that the  Director  may  adopt  rules  making      
   changes  concerning  the  operation  of  the  new  provisions that are      
   necessary to comply with final  federal  regulations.  Effective  upon      
   becoming  law  or  on the effective date of regulations adopted by the      
   U.S.  Department  of  Labor  implementing   a   birth   and   adoption      
   unemployment compensation program, whichever is later.
