Short description: AFRICA TRADE PROJECT Synopsis of Bill as introduced: Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Community Affairs, using funds appropriated for the purpose, shall create the Illinois Africa Trade Program to assist small and medium sized Illinois businesses and manufacturers in exporting their products and to assist companies from African nations in exporting products to or investing in Illinois. Provides that the Department shall pursue incentive programs to encourage African governments to locate trade or commercial offices in Illinois. Provides that the Department shall coordinate with appropriate organizations and may contract with qualified individuals or entities to develop a comprehensive plan for market development and expansion of trade between Illinois and African nations. Provides that the Department may develop and administer other programs it considers advisable and appropriate for collecting and disseminating information to prospective manufacturers and businesses regarding export to and investment in African nations. Effective immediately. FISCAL NOTE (Dept. of Commerce and Community Affairs) The fiscal impact of HB 4609 is estimated to be at least $390,000 contingent upon appropriated funds. The impact to State revenues cannot be determined, but they are expected to increase as a result of new exports to Africa and foreign di- rect investment in Illinois by African companies.
