1 AN ACT in relation to the Illinois Africa Trade Program.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. Department of Commerce and Community Affairs
5 Law of the Civil Administrative Code of Illinois is amended
6 by adding Section 605-613 as follows:
7 (20 ILCS 605/605-613 new)
8 Sec. 605-613. Illinois Africa Trade Program.
9 (a) Using funds appropriated for the purposes specified
10 in this Section, the Department shall establish an Illinois
11 Africa Trade Program for the purpose of assisting small and
12 medium-sized Illinois businesses and manufacturers in
13 exporting their products to African nations and assisting
14 companies from African nations interested in exporting
15 products to or investing in Illinois. In conjunction with
16 administering an Illinois Africa Trade Program, the
17 Department shall pursue incentive programs that encourage
18 African governments to locate trade or commercial offices in
19 Illinois.
20 (b) The Department shall coordinate with appropriate
21 organizations and educational institutions, and may contract
22 with individuals or entities considered qualified by the
23 Department, relative to the development of a comprehensive
24 plan to expand trade between Illinois and Africa. The
25 coordination may encompass market development, market
26 promotion and research, and educational and information
27 services relative to the expansion of trade between Illinois
28 and the African nations.
29 (c) The Department may develop and administer other
30 programs it considers advisable and appropriate for the
31 purpose of collecting and disseminating to prospective

1 manufacturers and businesses information regarding export to
2 and from and foreign investment by and in African nations.
3 Section 99. Effective date. This Act takes effect upon
4 becoming law.
