House Sponsors: LYONS,JOSEPH-FRITCHEY. Short description: PROCUREMENT CODE-CONSTRUCTION Synopsis of Bill as introduced: Amends the Illinois Procurement Code. Provides that to be considered a responsible bidder on a construction contract for purposes of the Code, a bidder must comply with certain requirements and must present satisfactory evidence of that compliance to the Capital Development Board or other appropriate construction agency. The requirements include compliance with laws concerning the bidder's entitlement to conduct business in Illinois, compliance with the Prevailing Wage Act, compliance with federal "Equal Employment Opportunities" provisions, having certain insurance coverage, and participation in federally approved apprenticeship and training programs. FISCAL NOTE (Capital Development Board) This is estimated to raise the cost of contracts by as much as 5% to cover the costs incurred by contractors to develop and implement such a program. CDB awards at least $200 million in contracts in any given year. Increasing this by 5% would cause an additional $10 million to be added to project appro- priations. STATE MANDATES NOTE (Dept. of Commerce and Community Affairs) Does not create a State mandate.
