Creates an independent commission on the death penalty to study all aspects on the death penalty as currently administered in Illinois and to report to the Governor, members of the House, and the Illinois Supreme Court by June 30, 1999. HOUSE AMENDMENT NO. 1. Deletes substance of Resolution. Creates a Task Force on the death penalty consisting of 12 members, 4 appointed by the Speaker, 4 by the House Minority Leader, 2 appointed by the State Appellate Defender or his designee, one appointed by the Director of the Office of the State's Attorneys Appellate Prosecutor, and one appointed by the Attorney General or his designee. Provides that the Task Force shall study all aspects of the death penalty as currently adminis- tered in Illinois.
