91_SB1295eng SB1295 Engrossed LRB9110032NTsb 1 AN ACT concerning public universities. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The University of Illinois Act is amended by 5 adding Section 20 as follows: 6 (110 ILCS 305/20 new) 7 Sec. 20. Release of educational records; consent. For 8 each semester, the University shall include on an 9 undergraduate student's tuition bill or other statement of 10 tuition charges or as a separate attachment to the bill or 11 charge a consent form that permits the student to certify in 12 writing that the student consents to having a copy of his or 13 her educational records, as defined under Section 1232g of 14 the General Education Provisions Act (20 U.S.C. 1232g), sent 15 to a person designated by the student, at an address 16 designated by the student, or otherwise made available to the 17 designated person. The consent form shall comply with the 18 requirements in Section 1232g(b)(2)(A) of the General 19 Education Provisions Act (20 U.S.C. 1232g(b)(2)(A)). The 20 student shall have the option of refusing consent by not 21 completing the consent form. If the student consents, the 22 University shall send or otherwise make available a copy of 23 the educational records to the person designated by the 24 student upon that person's request. 25 Section 10. The Southern Illinois University Management 26 Act is amended by adding Section 10 as follows: 27 (110 ILCS 520/10 new) 28 Sec. 10. Release of educational records; consent. For 29 each semester, the University shall include on an SB1295 Engrossed -2- LRB9110032NTsb 1 undergraduate student's tuition bill or other statement of 2 tuition charges or as a separate attachment to the bill or 3 charge a consent form that permits the student to certify in 4 writing that the student consents to having a copy of his or 5 her educational records, as defined under Section 1232g of 6 the General Education Provisions Act (20 U.S.C. 1232g), sent 7 to a person designated by the student, at an address 8 designated by the student, or otherwise made available to the 9 designated person. The consent form shall comply with the 10 requirements in Section 1232g(b)(2)(A) of the General 11 Education Provisions Act (20 U.S.C. 1232g(b)(2)(A)). The 12 student shall have the option of refusing consent by not 13 completing the consent form. If the student consents, the 14 University shall send or otherwise make available a copy of 15 the educational records to the person designated by the 16 student upon that person's request. 17 Section 15. The Chicago State University Law is amended 18 by adding Section 5-115 as follows: 19 (110 ILCS 660/5-115 new) 20 Sec. 5-115. Release of educational records; consent. 21 For each semester, the University shall include on an 22 undergraduate student's tuition bill or other statement of 23 tuition charges or as a separate attachment to the bill or 24 charge a consent form that permits the student to certify in 25 writing that the student consents to having a copy of his or 26 her educational records, as defined under Section 1232g of 27 the General Education Provisions Act (20 U.S.C. 1232g), sent 28 to a person designated by the student, at an address 29 designated by the student, or otherwise made available to the 30 designated person. The consent form shall comply with the 31 requirements in Section 1232g(b)(2)(A) of the General 32 Education Provisions Act (20 U.S.C. 1232g(b)(2)(A)). The Eastern Illinois University Law is 7 amended by adding Section 10-115 as follows: 8 (110 ILCS 665/10-115 new) 9 Sec. 10-115. The consent form shall comply with the 12 requirements in Section 1232g(b)(2)(A) of the General 13 Education Provisions Act (20 U.S.C. 1232g(b)(2)(A)). The 14 student shall have the option of refusing consent by not 15 completing the consent form. If the student consents, the 16 University shall send or otherwise make available a copy of 17 the educational records to the person designated by the 18 student upon that person's request. 19 Section 45. The Western Illinois University Law is 20 amended by adding Section 35-120 as follows: 21 (110 ILCS 690/35-120 new) 22 Sec. 35-120. Release of educational records; consent. 23 For each semester, the University shall include on an 24 undergraduate student's tuition bill or other statement of 25 tuition charges or as a separate attachment to the bill or 26 charge a consent form that permits the student to certify in 27 writing that the student consents to having a copy of his or 28 her educational records, as defined under Section 1232g of 29 the General Education Provisions Act (20 U.S.C. 1232g), sent 30 to a person designated by the student, at an address 31 designated by the student, or otherwise made available to the 32 designated person. The consent form shall comply with the SB1295 Engrossed -7- LRB9110032NTsb 1 requirements in Section 1232g(b)(2)(A) of the General 2 Education Provisions Act (20 U.S.C. 1232g(b)(2)(A)). The 3 student shall have the option of refusing consent by not 4 completing the consent form. If the student consents, the 5 University shall send or otherwise make available a copy of 6 the educational records to the person designated by the 7 student upon that person's request. 8 Section 99. Effective date. This Act takes effect upon 9 becoming law.
