1 AN ACT concerning public universities.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5 adding Section 20 as follows:
6 (110 ILCS 305/20 new)
7 Sec. 20. Report grades to parents; consent. The
8 University shall include on an undergraduate student's
9 tuition bill or other statement of tuition charges or as a
10 separate attachment to the bill or charge a consent form that
11 permits the student to certify in writing that the student
12 consents to having a copy of his or her grade report or other
13 statement of academic performance sent to his or her parents
14 or guardian at the student's permanent address. The consent
15 form must be completed by the student. The student shall
16 have the option of refusing to have his or her grades
17 reported to his or her parents or guardian at the student's
18 permanent address. If the student consents to having his or
19 her grades reported to his or her parents or guardian, the
20 University shall mail a copy of the grade report or other
21 statement of academic performance to the parents or guardian
22 at the student's permanent address.
23 Section 10. The Southern Illinois University Management
24 Act is amended by adding Section 10 as follows:

26 Sec. 10. Report grades to parents; consent. The
27 University shall include on an undergraduate student's
28 tuition bill or other statement of tuition charges or as a
29 separate attachment to the bill or charge a consent form that

1 permits the student to certify in writing that the student
2 consents to having a copy of his or her grade report or other
3 statement of academic performance sent to his or her parents
4 or guardian at the student's permanent address. The consent
5 form must be completed by the student. The student shall
6 have the option of refusing to have his or her grades
7 reported to his or her parents or guardian at the student's
8 permanent address. If the student consents to having his or
9 her grades reported to his or her parents or guardian, the
10 University shall mail a copy of the grade report or other
11 statement of academic performance to the parents or guardian
12 at the student's permanent address.
13 Section 15. The Chicago State University Law is amended
14 by adding Section 5-115 as follows:

16 Sec. 5-115. Report grades to parents; consent. The
17 University shall include on an undergraduate student's
18 tuition bill or other statement of tuition charges or as a
19 separate attachment to the bill or charge a consent form that
20 permits the student to certify in writing that the student
21 consents to having a copy of his or her grade report or other
22 statement of academic performance sent to his or her parents
23 or guardian at the student's permanent address. The consent
24 form must be completed by the student. The student shall
25 have the option of refusing to have his or her grades
26 reported to his or her parents or guardian at the student's
27 permanent address. If the student consents to having his or
28 her grades reported to his or her parents or guardian, the
29 University shall mail a copy of the grade report or other
30 statement of academic performance to the parents or guardian
31 at the student's permanent address.

1 Section 20. The Eastern Illinois University Law is
2 amended by adding Section 10-115 as follows:

7 separate attachment to the bill or charge a consent form that
8 permits the student to certify in writing that the student

12 form must be completed by the student. The student shall
13 have the option of refusing to have his or her grades
14 reported to his or her parents or guardian at the student's
15 permanent address. If the student consents to having his or

17 University shall mail a copy of the grade report or other
18 statement of academic performance to the parents or guardian
19 at the student's permanent address.
20 Section 25. The Governors State University Law is
21 amended by adding Section 15-115 as follows:

23 Sec. 15-115. Report grades to parents; consent. The
24 University shall include on an undergraduate student's
25 tuition bill or other statement of tuition charges or as a
26 separate attachment to the bill or charge a consent form that
27 permits the student to certify in writing that the student
28 consents to having a copy of his or her grade report or other
29 statement of academic performance sent to his or her parents
30 or guardian at the student's permanent address. The consent
31 form must be completed by the student. The student shall

8 Section 30. The Illinois State University Law is amended
9 by adding Section 20-120 as follows:

27 Section 35. The Northeastern Illinois University Law is
28 amended by adding Section 25-115 as follows:

16 Section 40. The Northern Illinois University Law is
17 amended by adding Section 30-125 as follows:

20 University shall include on an undergraduate student's
21 tuition bill or other statement of tuition charges or as a
22 separate attachment to the bill or charge a consent form that
23 permits the student to certify in writing that the student
24 consents to having a copy of his or her grade report or other
25 statement of academic performance sent to his or her parents
26 or guardian at the student's permanent address. The consent
27 form must be completed by the student. The student shall
28 have the option of refusing to have his or her grades
29 reported to his or her parents or guardian at the student's
30 permanent address. If the student consents to having his or
31 her grades reported to his or her parents or guardian, the
32 University shall mail a copy of the grade report or other

3 Section 45. The Western Illinois University Law is
4 amended by adding Section 35-120 as follows:

6 Sec. 35-120. Report grades to parents; consent. The
7 University shall include on an undergraduate student's
8 tuition bill or other statement of tuition charges or as a
9 separate attachment to the bill or charge a consent form that
10 permits the student to certify in writing that the student
11 consents to having a copy of his or her grade report or other
12 statement of academic performance sent to his or her parents
13 or guardian at the student's permanent address. The consent
14 form must be completed by the student. The student shall
15 have the option of refusing to have his or her grades
16 reported to his or her parents or guardian at the student's
17 permanent address. If the student consents to having his or
18 her grades reported to his or her parents or guardian, the
19 University shall mail a copy of the grade report or other
20 statement of academic performance to the parents or guardian
21 at the student's permanent address.
22 Section 99. Effective date. This Act takes effect upon
23 becoming law.
