 1        AN ACT in relation to child welfare.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Children  and  Family  Services  Act  is
 5    amended by adding Section 17a-13 as follows:

 6        (20 ILCS 505/17a-13 new)
 7        Sec. 17a-13.  The Department shall establish a minimum of
 8    3  citizen  review  panels  for the purpose of evaluating the
 9    extent to which public and private agencies  are  effectively
10    discharging   their   child  protection  responsibilities  as
11    required by the State plan submitted under guidelines of  the
12    federal Child Abuse Prevention and Treatment Act.
13        Each  citizen review panel shall be composed of volunteer
14    members who are broadly representative of State and community
15    leaders,  including  members  who  have  expertise   in   the
16    prevention   and   treatment  of  child  abuse  and  neglect.
17    Existing advisory groups that  have  been  established  under
18    State  or  federal law by the Department may be designated as
19    citizen review panels if they have the  capacity  to  perform
20    the required functions.

22        Section  10.  The  Children  and  Family  Services Act is
23    amended by repealing Section 17a-12.

24        Section 15.  The Child Care Act of  1969  is  amended  by
25    changing Section 2.01 as follows:

27        Sec.  2.01.   Child.   "Child"  means any person under 18
28    years of age. For purposes of admission to and  residence  in

 1    child  care institutions, group homes, and maternity centers,
 2    the term also means any person under 21 years of age  who  is
 3    referred  by a parent or guardian, including an agency having
 4    legal responsibility for the person pursuant to the  Juvenile
 5    Court  Act or the Juvenile Court Act of 1987.  Termination of
 6    care for such persons under 21 years of age  shall  occur  no
 7    later  than  90  days following completion of a public school
 8    secondary education program or the  individual's  eligibility
 9    for such a program.

11        Section  99.  Effective date.  This Act takes effect upon
12    becoming law.
