The following named amounts, or so much 2 thereof as may be necessary, respectively, are appropriated 3 from the Education Assistance Fund to the Illinois Community 4 College Board for the ordinary and contingent expenses of the 5 Central Office: 6 For Personal Services......................... $ 37,400 7 For State Contributions to Social 8 Security, for Medicare....................... 500 9 For Contractual Services...................... 4,700 10 For Travel.................................... 1,100 11 For Commodities............................... 400 12 For Printing.................................. 400 13 For Telecommunications........................ 800 14 Total $45,300 15 Section 15. The sum of $500,000, or so much thereof as 16 may be necessary, is appropriated from the General Revenue 17 Fund to the Illinois Community College Board for the 18 development of core values and leadership initiatives. 19 Section 20. The sum of $13,000,000, or so much thereof 20 as may be necessary, is appropriated from the Illinois 21 Community College Board Contracts and Grants Fund to the 22 Illinois Community College Board to be expended under the 23 terms and conditions associated with the moneys being 24 received. 25 Section 25. The following named amounts, or so much 26 thereof as may be necessary, respectively, are appropriated 27 from the General Revenue Fund to the Illinois Community 28 College Board for distribution to qualifying public community 29 colleges for the purposes specified: 30 Base operating grants......................... $143,795,400 31 Small college grants.......................... 1,800,000 -3- LRB9102831NTsbam03 1 Equalization grants........................... 67,796,100 2 Special population grants..................... 12,711,800 3 Workforce preparation grants.................. 13,749,600 4 Advanced technology 5 equipment grants............................. 13,167,900 6 Retirees health 7 insurance grants............................. 700,000 8 Performance based initiatives grants.......... 2,747,500 9 Deferred maintenance grants................... 2,580,600 10 Total $259,048,900 11 Section 30. The sum of $36,127,200, or so much thereof 12 as may be necessary, is appropriated from the Education 13 Assistance Fund to the Illinois Community College Board for 14 distribution as credit hour grants. 15 Section 35. The sum of $25,000, or so much thereof as 16 may be necessary, is appropriated from the Education 17 Assistance Fund to the Illinois Community College Board for a 18 grant to the Illinois Occupational Information Coordinating 19 Committee. 20 Section 40. The sum of $175,000, or so much thereof as 21 may be necessary, is appropriated from the General Revenue 22 Fund to the Illinois Community College Board for awarding 23 scholarships to graduates of the Lincoln's Challenge Program. 24 Section 45. The sum of $1,500,000, or so much thereof as 25 may be necessary, is appropriated to the Illinois Community 26 College Board from the AFDC Opportunities Fund for the 27 administration of the Opportunities program and grants to 28 colleges, including reimbursement for costs incurred in prior 29 years. -4- LRB9102831NTsbam03 1 Section 50. The following named amounts, or so much 2 thereof as may be necessary, respectively, are appropriated 3 from the General Revenue Fund to the Illinois Community 4 College Board for the former community college district #541 5 in East St. Louis for the purposes specified for current year 6 and past year expenditures: 7 For grants to operate an educational facility 8 in East St. Louis............................ $3,500,000 9 For additional operational costs of the Board. 65,000 10 Total $3,565,000 11 Section 55. The sum of $1,000,000, or so much thereof as 12 may be necessary, is appropriated from the General Revenue 13 Fund to the Illinois Community College Board for special 14 initiative grants. 15 Section 60. The sum of $250,000, or so much thereof as 16 may be necessary, is appropriated from the Video Conferencing 17 User Fund to the Illinois Community College Board for video 18 conferencing expenses. 19 Section 65. The following named amounts, or so much 20 thereof as may be necessary, respectively, for the objects 21 and purposes hereinafter named, of Titles I, IIA, and IIC Job 22 Training Partnership Act funds, are appropriated from the 23 Illinois Community College Board Fund to the Illinois 24 Community College Board: 25 For operations................................ $285,200 26 For 80% Subgrant/Project Grants to colleges... 1,408,500 27 Total $1,693,700 28 No contract shall be entered into or obligation incurred by 29 the Board for any expenditures authorized herein, until the 30 amounts have been approved in writing by the Department of 31 Commerce and Community Affairs. -5- LRB9102831NTsbam03 1 Section 99. Effective date. This Act takes effect on 2 July 1, 1999.".
