1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The following named sums, or so much thereof
5 as may be necessary, respectively, for the objects and
6 purposes hereinafter named, are appropriated from the General
7 Revenue Fund to the Board of Trustees of the University of
8 Illinois to meet the ordinary and contingent expenses of the
9 University of Illinois including payment to the University
10 for personal services and related costs incurred during the
11 fiscal year:
12 For Personal Services $611,103,800
13 (Included in the above amount is the sum of $32,451 for
14 the payment of interest on the endowment funds of the
15 University as provided in Section 2 of "An Act to make
16 appropriations for the University of Illinois and providing
17 for the management of funds of said University, and for
18 protecting the interests of the State in connection
19 therewith", approved June 11, 1897, as amended. Also
20 included in the above amount is a sum for salaries accrued
21 but unpaid to academic personnel for personal services
22 rendered during the academic year 1998-99.)
23 For State Contributions to Social Security 4,991,800
24 For Contractual Services 28,211,000
25 For Travel 244,800
26 For Commodities 1,360,300
27 For Equipment 4,689,300
28 For Telecommunications 5,508,400

8 Section 10. The following named sums, or so much thereof
9 as may be necessary, respectively, for the objects and

11 Education Assistance Fund to the Board of Trustees of the
12 University of Illinois to meet the ordinary and contingent
13 expenses of the University of Illinois including payment to
14 the University for personal services and related costs
15 incurred during the fiscal year:

17 (Also included in the above amount is a sum for salaries
18 accrued but unpaid to academic personnel for personal
19 services rendered during the academic year 1998-99.)

29 Section 15. The sum of $994,100, or so much thereof as
30 may be necessary, is appropriated from the Fire Prevention
31 Fund to the Board of Trustees of the University of Illinois
32 for the purpose of maintaining the Illinois Fire Service

1 Institute, paying the expenses and providing the facilities
2 and structures incident thereto, including payment to the
3 University for personal services and related costs incurred
4 during the fiscal year.
5 Section 20. The sum of $290,000, or so much thereof as
6 may be necessary, is appropriated from the Real Estate
7 Research and Education Fund to the Board of Trustees of the
8 University of Illinois for the ordinary and contingent
9 expenses, including scholarships and payment to the
10 University for personal services and related costs incurred
11 during the fiscal year, of the Office of Real Estate
12 Research.
13 Section 25. The sum of $2,700,000, or so much thereof as
14 may be necessary, and remains unexpended on June 30, 1999,
15 from an appropriation heretofore made for such purpose in
16 Article 7, Section 60 of Public Act 88-0551, is
17 reappropriated from the Capital Development Fund to the Board
18 of Trustees of the University of Illinois to acquire and
19 develop land for expansion of the Chicago campus, including
20 demolition, landscaping and site improvements, planning,
21 construction, remodeling, extension and modification of
22 campus utility systems, and such other expenses as may be
23 necessary to construct a public safety and transportation
24 facility and to develop student recreational areas.
25 Section 30. The sum of $6,924,300, or so much thereof as
26 may be necessary, and remains unexpended on June 30, 1999,
27 from an appropriation heretofore made for such purpose in
28 Article 23, Section 35, of Public Act 90-0585, is
29 reappropriated from the Capital Development Fund to the Board
30 of Trustees of the University of Illinois to plan for all
31 aspects of construction and to acquire and develop land,

1 including demolition, landscaping, site improvements,
2 extension and modification of campus utility systems,
3 relocation of programs, and such other expenses as may be
4 necessary to construct a College of Medicine building in
5 Chicago.
6 Section 35. The sum of $43,000,000, or so much thereof
7 as may be necessary, is appropriated from the Capital
8 Development Fund to the Board of Trustees of the University
9 of Illinois to construct an education and research facility
10 for the College of Medicine in Chicago, including planning,
11 land acquisition, demolition, construction, remodeling,
12 landscaping, site improvements, equipment, extension or
13 modification of campus utility systems, relocation of
14 programs and such expenses as may be necessary to complete
15 the facility.
16 Section 99. Effective date. This Act takes effect July
17 1, 1999.
