Amend Senate Bill 441, AS AMENDED, 3 immediately below the enacting clause, by inserting the 4 following: 5 "Section 3. The Board of Higher Education Act is amended 6 by changing Section 9.28 as follows: 7 (110 ILCS 205/9.28) 8 Sec. 9.28.9.27.Graduation incentive grant program. 9 (a) The graduation incentive grant program is hereby 10 created. The program shall be implemented and administered 11 by the Board of Higher Education to provide grant incentives 12 to public universities that offer their undergraduate 13 students contracts under which the university commits itself 14 to provide the courses, programs, and support services 15 necessary to enable the contracting students to graduate 16 within 4 years, or for universities that (i) have a prominent 17 number of non-traditional or transfer students or (ii) do not 18 have freshman and sophomore enrollment, to have an expedited 19 graduation. Grants shall be awarded from appropriations made 20 to the Board of Higher Education for purposes of this 21 Section. 22 (b) To be eligible for grant consideration, a public -2- LRB9104015NTsbam02 1 university shall annually file a report with the Board of 2 Higher Education detailing its 4-year or expedited graduation 3 contract program. The report shall include, at a minimum, 4 the following information: the number of undergraduate 5 students participating in the program, the requirements of 6 the 4-year or expedited graduation contracts offered by the 7 university, the types of additional support services provided 8 by the university to the contracting students, and the cost 9 of the program. 10 (c) In awarding grants to public universities under this 11 Section, the Board of Higher Education may consider each 12 applicant's report data, the number of institutions wishing 13 to participate, and such other criteria as the Board of 14 Higher Education determines to be appropriate. 15 (d) The Board of Higher Education shall annually submit 16 to the Governor and the General Assembly a budgetary 17 recommendation for grants under this Section and shall notify 18 applicants for grant assistance that the award of grants 19 under this Section is contingent upon the availability of 20 appropriated funds. 21 (e) The Board of Higher Education may adopt such rules 22 as it deems necessary for administration of the grant program 23 created by this Section. 24 (Source: P.A. 90-750, eff. 8-14-98; revised 9-21-98.)".
