Amend Senate Bill 441 by replacing 3 the title with the following: 4 "AN ACT concerning higher education."; and 5 by replacing everything after the enacting clause with the 6 following: 7 "Section 5. The Illinois Cooperative Work Study Program 8 Act is amended by changing Section 3 as follows: 9 (110 ILCS 225/3) (from Ch. 144, par. 2953) 10 Sec. 3. Creation and implementation of program. A 11 program of financial assistance to support student 12 cooperative work study programs in higher education is 13 established to benefit students academically and financially, 14 reduce reliance on loans, enhance public-private sector 15 partnerships, and encourage students to seek permanent 16 employment in Illinois. 17 The Board shall administer the program of financial 18 assistance and shall distribute the funds appropriated by the 19 General Assembly for this purpose in the form of grants to 20 public or nonpublic institutions of higher education to 21 expand opportunities for students to pursue internships, -2- LRB9104015NTsbam01 1 clinical placement, cooperative programs with business and 2 industry, and other work opportunities linked to a student's 3 academic program. In awarding grants under this Act, the 4 Board shall consider whether programs: 5 (1) strengthen cooperation between higher 6 education, business, industry, and government; 7 (2) promote school/college partnerships; 8 (3) encourage social and community service 9 activities; 10 (4) maximize the use of matching contributions from 11 business and industry, governmental and social agencies, 12 and participating colleges and universities to support 13 student wages; 14 (5) create new opportunities for partnerships 15 between the public and private sectors; 16 (6) integrate other components of student financial 17 aid to reduce reliance on student loans; and 18 (7) meet other criteria that the Board determines 19 are appropriate. 20 The Board shall assure that a representative number of 21 the grants support cooperative work study programs that 22 support work experiences for students in academic programs 23 related toofengineering, science, math, information 24 technology, and education. 25 No grant may be awarded under this Section for any 26 program of sectarian instruction or for any program designed 27 to serve a sectarian purpose. 28 As part of its administration of the Act, the Board may 29 require evaluations, audits or reports in relation to fiscal 30 and academic aspects of any program for which a grant is 31 awarded under this Act. The Board shall annually submit to 32 the Governor and General Assembly a budgetary recommendation 33 for grants under this Act. 34 The Board may adopt rules it deems necessary for -3- LRB9104015NTsbam01 1 administration of this Act. 2 (Source: P.A. 87-513.) 3 Section 10. The Public Community College Act is amended 4 by changing Section 3-37 as follows: 5 (110 ILCS 805/3-37) (from Ch. 122, par. 103-37) 6 Sec. 3-37. To build, buy or lease suitable buildings upon 7 a site approved by the State Board and issue bonds, in the 8 manner provided in Article IIIA, or, with the prior approval 9 ofthe Board of Higher Education andthe Illinois Community 10 College Board, enter into an installment loan arrangement 11 with a financial institution with a payback period of less 12 than 20 years provided the board has entered into a 13 contractual agreement which provides sufficient revenue to 14 pay such loan in full from sources other than local taxes, 15 tuition, or State appropriations and to provide adequate 16 additional operation and maintenance funding for the term of 17 the agreement, for the purpose of borrowing money to buy 18 sites and to either or both buy or build and equip buildings 19 and improvements, and for the purpose of transferring funds20to the Illinois Building Authority. 21 Any provision in a contractual agreement providing for an 22 installment loan agreement authorized by this Section that 23 obligates the State of Illinois is against public policy and 24 shall be null and void. 25 (Source: P.A. 83-576.) 26 Section 99. Effective date. This Act takes effect upon 27 becoming law.".
