 1        AN ACT in regard to public health.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Civil Administrative Code of Illinois  is
 5    amended  by  changing  Section  55.69  and  by adding Section
 6    55.69a as follows:

 7        (20 ILCS 2310/55.56a new)
 8        Sec.  55.56a.  AIDS  awareness;  senior  citizens.    The
 9    Department  must  include  within its public health promotion
10    programs and materials information  targeted  to  persons  50
11    years  of age and more concerning the dangers of HIV and AIDS
12    and sexually transmitted diseases.

13        (20 ILCS 2310/55.69) (from Ch. 127, par. 55.69)
14        Sec. 55.69.  Women's Health Issues.
15        (a)  The Department of Public Health  shall  designate  a
16    member  of  its  staff  to  handle  women's health issues not
17    currently or adequately addressed by the Department.
18        (b)  The staff person's  duties  shall  include,  without
19    limitation:
20             (1)  Assisting in the assessment of the health needs
21        of women in the State.
22             (2)  Recommending  treatment  methods  and  programs
23        that   are   sensitive   and   relevant   to  the  unique
24        characteristics of women.
25             (3)  Promoting awareness of women's health  concerns
26        and   encouraging,   promoting,   and   aiding   in   the
27        establishment of women's services.
28             (4)  Providing  adequate and effective opportunities
29        for women to express their views on  Departmental  policy
30        development and program implementation.

 1             (5)  Providing  information  to  the  members of the
 2        public, patients, and  health  care  providers  regarding
 3        women's  gynecological cancers, including but not limited
 4        to the signs and symptoms, risk factors, the benefits  of
 5        early  detection  through appropriate diagnostic testing,
 6        and treatment options.
 7             (6)  Publishing the  health  care  summary  required
 8        under Section 55.66 of this Act.
 9        (c)  The   information   provided   under   item  (5)  of
10    subsection (b) of  this  Section  may  include,  but  is  not
11    limited to, the following:
12             (1)  Educational   and  informational  materials  in
13        print, audio, video, electronic, or other media.
14             (2)  Public     service      announcements       and
15        advertisements.
16             (3)  The  health care summary required under Section
17        55.66 of this Act.
18        The Department may develop or  contract  with  others  to
19    develop,  as  the  Director deems appropriate,  the materials
20    described in this subsection  (c)  or  may  survey  available
21    publications  from,  among other sources, the National Cancer
22    Institute and the American Cancer Society.  The staff  person
23    designated  under  this  Section shall collect the materials,
24    formulate a distribution plan,  and disseminate the materials
25    according  to  the  plan.   These  materials  shall  be  made
26    available to the public free of charge.
27        In exercising its powers under this subsection  (c),  the
28    Department   shall   consult  with  appropriate  health  care
29    professionals  and  providers,  patients,  and  organizations
30    representing health  care  professionals  and  providers  and
31    patients.

33        Section  10.  The Illinois Act on the Aging is amended by

 1    adding Section 4.11 as follows:

 2        (20 ILCS 105/4.11 new)
 3        Sec. 4.11.  AIDS awareness.  The Department must  develop
 4    health programs and materials targeted to persons 50 years of
 5    age  and  more  concerning  the  dangers  of HIV and AIDS and
 6    sexually transmitted diseases.
