1 AN ACT concerning Vietnam Veterans.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.541 as follows:
6 (30 ILCS 105/5.541 new)
7 Sec. 5.541. The Vietnam Conflict Memorial Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Section 3-645 as follows:

11 Sec. 3-645. Vietnam Veteran License Plates.
12 (a) In addition to any other special license plate, the
13 Secretary, upon receipt of all applicable fees and
14 applications made in the form prescribed by the Secretary of
15 State, may issue Vietnam Veteran license plates to residents
16 of Illinois who meet eligibility requirements prescribed by
17 the Secretary of State. The special Vietnam Veteran plate
18 issued under this Section shall be affixed only to passenger
19 vehicles of the first division and motor vehicles of the
20 second division weighing not more than 8,000 pounds. Plates
21 issued under this Section shall expire according to the
22 staggered multi-year procedure established by Section 3-414.1
23 of this Code.
24 (b) The design, color, and format of the plates shall be
25 wholly within the discretion of the Secretary of State. The
26 Secretary may, in his or her discretion, allow the plates to
27 be issued as vanity plates or personalized in accordance with
28 Section 3-405.1 of this Code. The plates are not required to
29 designate "Land Of Lincoln", as prescribed in subsection (b)

1 of Section 3-412 of this Code. The Secretary shall prescribe
2 the eligibility requirements and, in his or her discretion,
3 shall approve and prescribe stickers or decals as provided
4 under Section 3-412.
5 (c) An applicant shall be charged a $15 fee for original
6 issuance in addition to the applicable registration fee. Of
7 this additional fee, $13 shall be deposited into the
8 Secretary of State Special License Plate Fund and $2 shall be
9 deposited into the Vietnam Conflict Memorial Fund. For each
10 registration renewal period, a $2 fee, in addition to the
11 appropriate registration fee, shall be charged and shall be
12 deposited into the Secretary of State Special License Plate
13 Fund.
14 (d) The Vietnam Conflict Memorial Fund is created as a
15 special fund in the State treasury. All moneys in the
16 Vietnam Conflict Memorial Fund shall, subject to
17 appropriation, be used by the Department of Veteran Affairs
18 to provide grants for construction of or to retire the debt
19 on a Vietnam Conflict Memorial. Upon the completion of and
20 retirement of the debt on the Memorial, the Department of
21 Veteran Affairs shall certify to the State Treasurer that the
22 Memorial has been completed and the debt retired. Upon the
23 certification by the Department of Veteran Affairs, the State
24 Treasurer shall transfer all moneys in the Fund and any
25 future deposits into the Fund into the Secretary of State
26 Special License Plate Fund.
