 1        AN  ACT  to  amend the Motor Fuel and Petroleum Standards
 2    Act by changing Section 4.1.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Motor Fuel and Petroleum Standards Act is
 6    amended by changing Section 4.1 as follows:

 7        (815 ILCS 370/4.1) (from Ch. 5, par. 1704.1)
 8        Sec.  4.1.   (a)  Upon  any  retail motor fuel dispensing
 9    device which is used to dispense a motor fuel  containing  at
10    least  1%  by volume of ethanol, of methanol, of the methanol
11    derivative methyl  tertiary  butyl  ether  (MTBE),  or  of  a
12    combination  thereof,  there shall be displayed a label which
13    identifies the maximum percentage by volume, to  the  nearest
14    whole  percent,  of  ethanol,  of  methanol,  of the methanol
15    derivative MTBE, and of co-solvent  contained  in  the  motor
16    fuel.   Such  labelling  shall  be done in contrasting colors
17    with block letters at least 1/2 inch in height and  1/4  inch
18    in  width,  and not more than one inch in height and 1/2 inch
19    in width, and shall be visible to customers.  Devices used to
20    dispense only motor fuels which contain a total of less  than
21    1% by volume of methanol and ethanol need not be so labelled.
22        (b)  Each seller of a motor fuel which contains methanol,
23    or  ethanol, or the methanol derivative MTBE shall notify the
24    purchaser thereof of the percentage by volume of ethanol,  of
25    methanol,  of the methanol derivative MTBE, and of co-solvent
26    which  have  been  added  to  such  motor  fuel,   and   this
27    information  shall  appear on the bill of lading, manifest or
28    delivery  ticket  for  such  motor   fuel.    However,   this
29    subsection (b) shall not apply to sales at retail.
30        (c)  No  motor  fuel, whether or not it contains any lead
31    or lead compounds, may contain more ethanol or methanol  than

 1    is permitted, or contain less co-solvent than is required, by
 2    the   United   States  Environmental  Protection  Agency  for
 3    unleaded motor fuels under  Section  211(f)  of  the  federal
 4    Clean Air Act.
 5        (d)  All  motor  fuel  sold  or  offered  for sale by the
 6    distributor shall contain the percentage and type of  alcohol
 7    as stated on the bill of lading, manifest or delivery ticket.

10    becoming law.
