91_HB2882eng HB2882 Engrossed LRB9107029KSsb 1 AN ACT to amend the Illinois Vehicle Code by changing 2 Sections 3-405.1 and 3-806.1. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Vehicle Code is amended by 6 changing Sections 3-405.1 and 3-806.1 as follows: 7 (625 ILCS 5/3-405.1) (from Ch. 95 1/2, par. 3-405.1) 8 Sec. 3-405.1. Application for vanity and personalized 9 license plates. 10 (a) Vanity license plates mean any license plates, 11 assigned to a passenger motor vehicle of the first division, 12 to a motor vehicle of the second division registered at not 13 more than 8,000 pounds, to a trailer registered at 3,000 14 pounds or less, or to a recreational vehicle, which display a 15 registration number containing 4 to 7 letters as requested by 16 the owner of the vehicle and license plates issued to retired 17 members of Congress under Section 3-610.1 or to retired 18 members of the General Assembly as provided in Section 19 3-606.1. A license plate consisting of 3 letters and no 20 numbers or of 1, 2 or 3 numbers, upon its becoming available, 21 is a vanity license plate. Personalized license plates mean 22 any license plates, assigned to a passenger motor vehicle of 23 the first division, to a motor vehicle of the second 24 division, to a trailer registered at 3,000 pounds or less, or 25 to a recreational vehicle, which display a registration 26 number containing a combination of letters and numbers as 27 prescribed by rule, as requested by the owner of the vehicle. 28 (b) For any registration period commencing after 1979, 29 any person who is the registered owner of a passenger motor 30 vehicle of the first division, of a motor vehicle of the 31 second division registered at not more than 8,000 pounds, of HB2882 Engrossed -2- LRB9107029KSsb 1 a trailer registered at 3,000 pounds or less, or of a 2 recreational vehicle registered with the Secretary of State 3 or who makes application for an original registration of such 4 a motor vehicle or renewal registration of such a motor 5 vehicle may, upon payment of a fee prescribed in Section 6 3-806.1, apply to the Secretary of State for personalized 7 license plates. 8 (c) Except for plates issued under Sections 3-627, 9 3-631, and 3-632, vanity and personalized license plates as 10 issued under this Section shall be the same color and design 11 as other passenger vehicle license plates and shall not in 12 any manner conflict with any other existing passenger, 13 commercial, trailer, motorcycle, or special license plate 14 series. However, special registration plates issued under 15 Sections 3-611 and 3-616 for vehicles operated by or for 16 persons with disabilities may also be vanity or personalized 17 license plates. 18 (d) Vanity and personalized license plates shall be 19 issued only to the registered owner of the vehicle on which 20 they are to be displayed, except as provided in Sections 21 3-611 and 3-616 for special registration plates for vehicles 22 operated by or for persons with disabilities. 23 (e) An applicant for the issuance of vanity or 24 personalized license plates or subsequent renewal thereof 25 shall file an application in such form and manner and by such 26 date as the Secretary of State may, in his discretion, 27 require. 28 No vanity nor personalized license plates shall be 29 approved, manufactured, or distributed that contain any 30 characters, symbols other than the international 31 accessibility symbol for vehicles operated by or for persons 32 with disabilities, foreign words, or letters of punctuation. 33 (f) Vanity and personalized license plates as issued 34 pursuant to this Act may be subject to the Staggered HB2882 Engrossed -3- LRB9107029KSsb 1 Registration System as prescribed by the Secretary of State. 2 (Source: P.A. 88-685, eff. 1-24-95; 89-282, eff. 8-10-95; 3 89-611, eff. 1-1-97.) 4 (625 ILCS 5/3-806.1) (from Ch. 95 1/2, par. 3-806.1) 5 Sec. 3-806.1. Additional fees for vanity license plates. 6 In addition to the regular registration fee, an applicant 7 shall be charged $94 for each set of vanity license plates 8 issued to a motor vehicle of the first division or a motor 9 vehicle of the second division registered at not more than 10 8,000 pounds or to a trailer registered at 3,000 pounds or 11 less or to a recreational vehicle and $50 for each set of 12 vanity plates issued to a motorcycle. In addition to the 13 regular renewal fee, an applicant shall be charged $13 for 14 the renewal of each set of vanity license plates. 15 (Source: P.A. 91-37, eff. 7-1-99.) 16 Section 99.
