Amend House Bill 2045 by replacing 3 the title with the following: 4 "AN ACT to amend the School Code by changing Sections 5 2-3.11, 2-3.27, and 2-3.28."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The School Code is amended by changing 9 Sections 2-3.11, 2-3.27, and 2-3.28 as follows: 10 (105 ILCS 5/2-3.11) (from Ch. 122, par. 2-3.11) 11 Sec. 2-3.11. Report to Governor and General Assembly. 12 To report to the Governor and General Assembly annually on or 13 before January 14 the condition of the schools of the State 14 for the preceding year, ending on June 30. 15 Such annual report shall contain reports of the State 16 Teacher Certification Board; the schools of the State 17 charitable institutions; reports on driver education, special 18 education, and transportation; and for such year the annual 19 statistical reports of the State Board of Education, 20 including the number and kinds of school districts; number of 21 school attendance centers; number of men and women teachers; -2- LRB9104960NTsbam 1 enrollment by grades; total enrollment; total days 2 attendance; total days absence; average daily attendance; 3 number of elementary and secondary school graduates; assessed 4 valuation; tax levies and tax rates for various purposes; 5 amount of teachers' orders, anticipation warrants, and bonds 6 outstanding; and number of men and women teachers and total 7 enrollment of private schools. The report shall give for all 8 school districts receipts from all sourcesand expenditures9for all purposes for each fund; the total operating expense10and the per capita cost; federal and state aids and 11 reimbursements; new school buildings, and recognized schools; 12 expenditures for all purposes at both the district and school 13 level in relation to student performance data by school; the 14 total operating expense; and the per capita cost; together 15 with such other information and suggestions as the State 16 Board of Education may deem important in relation to the 17 schools and school laws and the means of promoting 18 educational quality, effectiveness, and efficiencyeducation19 throughout the State. 20 (Source: P.A. 84-1308; 84-1424.) 21 (105 ILCS 5/2-3.27) (from Ch. 122, par. 2-3.27) 22 Sec. 2-3.27. Budgets and accounting practices; forms and 23 procedures. To formulate and approve forms, procedure and 24 regulations for school district accounts and budgets required 25 by this Act reflecting the gross amount of income and 26 expenses, receipts and disbursements and extending a net 27 surplus or deficit on operating items;,to advise and assist 28 the officers of any district in respect to budgets,and29 accounting practices, and performance management practices 30 and in the formulation and use of such books, records and 31 accounts or other forms as may be required to comply with the 32 provisions of this Act and the effective and efficient 33 management of a school district; to publish and keep current -3- LRB9104960NTsbam 1 pamphlets or manuals in looseleaf form relating to budgetary 2 and accounting procedure, performance management practices, 3 or similar topics; to make all rules and regulations as may 4 be necessary to carry into effect the provisions of this Act 5 relating to budgetary and accounting proceduresprocedureand 6 performance management practices,accounting,such rules and 7 regulations to include but not to be limited to the 8 establishment of a decimal classification of accounts to 9 provide both district and school level financial data; to 10 confer with various district, county and State officials or 11 take such other action as may be reasonably required to carry 12 out the provisions of this Act relating to budgets,and13 accounting, and performance management. 14 (Source: Laws 1961, p. 31.) 15 (105 ILCS 5/2-3.28) (from Ch. 122, par. 2-3.28) 16 Sec. 2-3.28. Rules and regulations of budget,and17 accounting, and performance management systems. To prescribe 18 rules and regulations defining what shall constitute a budget 19 ,andaccounting, and performance management system required 20 under this Act. The rules and regulations shall prescribe the 21 minimum extent of verification, the type of audit, the extent 22 of the audit report and shall require compliance with 23 statutory requirements, including but not limited to the 24 district and school level data requirement,andstandards, 25 and such requirements as the State Board of Education deems 26 necessary for an adequate budget,andaccounting, and 27 performance management system. 28 The State Board of Education shall have 3 years in which 29 to phase in the changes made by this amendatory Act of the 30 91st General Assembly regarding the collection of school 31 level financial information and to update and streamline the 32 current budget and accounting procedures required for school 33 districts. -4- LRB9104960NTsbam 1 (Source: P.A. 81-1508.) 2 Section 99.
