91_HB2045eng HB2045 Engrossed LRB9104960NTgc 1 AN ACT to amend the School Code by changing Sections 2 2-3.11, 2-3.27, and 2-3.28. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by changing 6 Sections 2-3.11, 2-3.27, and 2-3.28 as follows: 7 (105 ILCS 5/2-3.11) (from Ch. 122, par. 2-3.11) 8 Sec. 2-3.11. Report to Governor and General Assembly. 9 To report to the Governor and General Assembly annually on or 10 before January 14 the condition of the schools of the State 11 for the preceding year, ending on June 30. 12 Such annual report shall contain reports of the State 13 Teacher Certification Board; the schools of the State 14 charitable institutions; reports on driver education, special 15 education, and transportation; and for such year the annual 16 statistical reports of the State Board of Education, 17 including the number and kinds of school districts; number of 18 school attendance centers; number of men and women teachers; 19 enrollment by grades; total enrollment; total days 20 attendance; total days absence; average daily attendance; 21 number of elementary and secondary school graduates; assessed 22 valuation; tax levies and tax rates for various purposes; 23 amount of teachers' orders, anticipation warrants, and bonds 24 outstanding; and number of men and women teachers and total 25 enrollment of private schools. The report shall give for all 26 school districts receipts from all sourcesand expenditures27for all purposes for each fund; the total operating expense28and the per capita cost; federal and state aids and 29 reimbursements; new school buildings, and recognized schools; 30 expenditures for all purposes at both the district and school 31 level in relation to student performance data by school; the HB2045 Engrossed -2- LRB9104960NTgc 1 total operating expense; and the per capita cost; together 2 with such other information and suggestions as the State 3 Board of Education may deem important in relation to the 4 schools and school laws and the means of promoting 5 educational quality, effectiveness, and efficiencyeducation6 throughout the State. 7 (Source: P.A. 84-1308; 84-1424.) 8 (105 ILCS 5/2-3.27) (from Ch. 122, par. 2-3.27) 9 Sec. 2-3.27. Budgets and accounting practices; forms and 10 procedures. To formulate and approve forms, procedure and 11 regulations for school district accounts and budgets required 12 by this Act reflecting the gross amount of income and 13 expenses, receipts and disbursements and extending a net 14 surplus or deficit on operating items;,to advise and assist 15 the officers of any district in respect to budgets,and16 accounting practices, and performance management practices 17 and in the formulation and use of such books, records and 18 accounts or other forms as may be required to comply with the 19 provisions of this Act and the effective and efficient 20 management of a school district; to publish and keep current 21 pamphlets or manuals in looseleaf form relating to budgetary 22 and accounting procedure, performance management practices, 23 or similar topics; to make all rules and regulations as may 24 be necessary to carry into effect the provisions of this Act 25 relating to budgetary and accounting proceduresprocedureand 26 performance management practices,accounting,such rules and 27 regulations to include but not to be limited to the 28 establishment of a decimal classification of accounts to 29 provide both district and school level financial data; to 30 confer with various district, county and State officials or 31 take such other action as may be reasonably required to carry 32 out the provisions of this Act relating to budgets,and33 accounting, and performance management. Rules and regulations of budget,and4 accounting, and performance management systems. To prescribe 5 rules and regulations defining what shall constitute a budget 6 ,andaccounting, and performance management system required 7 under this Act. The rules and regulations shall prescribe the 8 minimum extent of verification, the type of audit, the extent 9 of the audit report and shall require compliance with 10 statutory requirements, including but not limited to the 11 district and school level data requirement,andstandards, 12 and such requirements as the State Board of Education deems 13 necessary for an adequate budget,andaccounting, and 14 performance management system. 15 The State Board of Education shall have 3 years in which 16 to phase in the changes made by this amendatory Act of the 17 91st General Assembly regarding the collection of school 18 level financial information and to update and streamline the 19 current budget and accounting procedures required for school 20 districts. 21 (Source: P.A. 81-1508.) 22 Section 99.
