LOCAL GOVT TAX INCENTIVES                                                  

Synopsis of Bill as introduced:
        Creates the Local Government Tax  Incentive  Prohibition  Act  to      
   prohibit units of local government from using public funds or offering      
   or  granting  tax  incentives  or  benefits  to existing businesses in      
   Illinois in an attempt  to  encourage  or  persuade  the  business  to      
   relocate to another site in Illinois.                                       
          FISCAL IMPACT NOTE (DCCA)                                            
          HB 148 does not have a fiscal impact on units of local gov't.        
          HOME RULE NOTE                                                       
          HB 148 preempts home rule authority and falls within the scope       
          of Article VII, Section 6(g) of the Constitution of the State        
          of Illinois.
