90_HB0148 New Act Creates the Local Government Tax Incentive Prohibition Act to prohibit units of local government from using public funds or offering or granting tax incentives or benefits to existing businesses in Illinois in an attempt to encourage or persuade the business to relocate to another site in Illinois. LRB9000503KRkb LRB9000503KRkb 1 AN ACT in relation to tax incentives granted by local 2 governments. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 1. This Act may be cited as the Local Government 6 Tax Incentive Prohibition Act. 7 Section 5. Tax incentives prohibited. A unit of local 8 government shall not use any public funds or offer or grant 9 any tax incentives or benefits, including , but not limited 10 to, real estate tax abatements, tax increment financing, and 11 enterprise zones in an attempt to encourage or persuade a 12 business currently located in Illinois to relocate to another 13 site in Illinois. This Act does not apply to attempts to 14 encourage or persuade an existing business in Illinois to 15 expand existing facilities or open new or additional 16 facilities in Illinois.
