Sec. 1.
Short title.
This Act may be cited as the
International Anti-Boycott Certification Act.

Sec. 5.
State contracts.
Every contract entered into by the State of
Illinois for the manufacture, furnishing, or purchasing of supplies, material,
or equipment or for the furnishing of work, labor, or services, in an amount
exceeding the threshold for small purchases according to the
purchasing laws of
this State or $10,000, whichever is less, shall contain certification, as a
material condition of the contract, by which the contractor agrees that neither
the contractor nor any substantially-owned affiliated company is participating
or
shall participate in an international boycott in violation of the provisions of
the U.S. Export Administration Act of 1979 or the regulations of the U.S.
Department of Commerce promulgated under that Act.

Sec. 10.
Failure to comply.
The State agency with jurisdiction over
procurement of any contract entered into by the State of Illinois may, at
its option, forfeit or void any contract for failure to comply with the
provisions of this Act.

Sec. 15.
Impairment.
Nothing in this Act shall operate to impair any
existing contract, except that any renewal, amendment, or modification of a
contract occurring on or after the effective date of this Act shall be subject
to the conditions specified in the Act.

Sec. 20.
Rules.
The Department of Central Management Services may issue
rules and regulations for the implementation of this Act, except that the
Department of Transportation may issue rules and regulations to implement this
Act solely for contracts over which it has jurisdiction.
