Illinois Compiled Statutes

Sec. 1. Short title. This Act may be cited as the Illinois Center for Geographic Information Act.

Sec. 5. Definitions. As used in this Act: "Center" means the Illinois Center for Geographic Information. "Committee" means the Intergovernmental Advisory Committee.

20 ILCS 1127/10 (20 ILCS 1127/10)
Sec. 10. Illinois Center for Geographic Information. Subject to appropriation, the Illinois Center for Geographic Information is created within the Prairie Research Institute at the University of Illinois. The general management, control, and operation of the Center shall be within the University of Illinois. The University of Illinois may provide for a Geographic Information Officer to manage the Center and designate his or her duties and compensation.

Sec. 15. Purpose. (a) The Center shall evaluate proposals, in consultation with the Intergovernmental Advisory Committee, and make recommendations to the Governor and General Assembly on the efficient development, use, and funding of geographic information management technology for State, regional, local, and academic agencies and institutions. Proposals shall include: (1) standards for the collection (geodetic), | | maintenance, dissemination, and documentation of spatial data, consistent with established and ongoing development of national standards and guidelines when applicable;

| (2) funding strategies that encourage and support the
| | use of geographic information management technology at local levels of government;
|
| (3) examining the impacts of the Freedom of
| | Information Act as it applies to digital data dissemination;
|
| (4) statewide basemap development; and
(5) the development of multi-year strategies for
| | geographic information management technology in Illinois.

| As necessary, the Center may enter into agreements with professional nonprofit organizations to achieve its objectives.
(b) The Center shall coordinate, accept, and administer grants or other financial assistance from the federal government and may accept grants from corporations, for profit or nonprofit, or associations for the purpose of conducting research, evaluations, or demonstration projects directed toward the development of an integrated statewide system of geographic information management technology.

Sec. 20. Intergovernmental Advisory Committee. (a) The Prairie Research Institute shall form an Intergovernmental Advisory Committee that shall serve in an advisory capacity for the Center and shall be composed of geographic information systems staff appointed by: (1) the Director of State Police; (2) the Secretary of Transportation; (3) the Director of Agriculture; (4) the Director of Public Health; (5) the Director of Natural Resources; (6) the Director of Revenue; (7) the Director of Commerce and Economic Opportunity; (8) the Director of the Illinois Emergency Management | | (9) the Director of the Environmental Protection
| | (10) the Director of Central Management Services;
(11) the Executive Director of the Illinois Commerce
| | (12) the Secretary of Innovation and Technology.
(b) No later than 90 days after the effective date of this Act, the Committee shall hold its first meeting at the call of the Executive Director of the Prairie Research Institute, at which meeting the members shall select a chairperson from among themselves, and thereafter a chairperson shall be selected annually. After its first meeting, the Committee shall meet at the call of the chairperson. Members of the Committee shall serve without compensation.

Sec. 25. Stakeholder engagement. The Center shall engage with interested stakeholders throughout the State representing local, regional, and federal agencies; professional associations; academic institutions; public utilities; and private sector companies, enterprises, or businesses.

Sec. 30. Data sharing. The Center shall have the authority to initiate and enter into intergovernmental data sharing agreements on behalf of the State for the benefit of geographic information coordination.
