Sec. 2.
As used in this Act, unless the context requires otherwise,
"Department" means the Department of Public Health.

Sec. 3.
The Department shall serve as a clearinghouse for the dissemination
of information concerning the use and possible side effects of diethylstilbestrol.
The Department may make referrals for screening of those persons or offspring
of persons exposed to diethylstilbestrol in conjunction with providing information.

Sec. 4.
(a) The Department may enter into contracts
with providers of health care for the purpose of establishing voluntary regional
screening programs for diethylstilbestrol exposed persons. In
determining the provider with which to contract, the Department may
consider such provider's compliance with State and federally mandated
standards, the location in relation to the concentration of population
within the area, and the capacity of such provider to properly conduct
such screening program.
(b) Each contract for a regional screening program shall be upon
such terms and conditions as the Department determines; provided, that
each such provider shall charge each person receiving services a fee as
determined by the Department pursuant to rule and regulation. The
amount of such fee as therein provided shall be based on such person's
ability to pay. When provided, payments from all third party payors
shall be accepted and utilized in securing payment for such services.
