    AN ACT concerning government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Director of the Department of Natural
Resources, on behalf of the State of Illinois, is authorized
to execute and deliver to Fulton Township, a unit of local
government organized and existing under the laws of the State
of Illinois, of the County of Whiteside, State of Illinois,
for and in consideration of $1 paid to said Department, a quit
claim deed to the following described real property, to wit:
 
    A part of a parcel of land conveyed to the People of the
    State of Illinois by Order Vesting Title filed as Case
    Number 84 ED 515, more particularly described as:
 
    The West 85 feet as measured perpendicular to the Westerly
    right of way line of the abandoned Chicago, Burlington and
    Quincy Railroad lying Westerly of the abandoned right of
    way of the Chicago, Milwaukee, St. Paul and Pacific
    Railroad as it extends over and across the East Half of
    Section 11, Township 22 North Range 3 East of the Fourth
    Principal Meridian in Whiteside County Illinois, excepting
    that part thereof conveyed to Fulton Flood Control
    District, Whiteside County, Illinois, described as
    follows, to wit: All of the 100-foot wide right of way to
    Burlington Northern, Inc.'s former Fulton to Ebner,
    Illinois Branch Line as it crosses the Southwest Quarter
    of the Southeast Quarter and the Southerly 200 feet of the
    Northwest Quarter of the Southeast Quarter of Section 11,
    Township 22 North, Range 3 East of the Fourth Principal
    Meridian, Whiteside County, Illinois, in a Northeasterly
    and Southwesterly direction.
 
    Section 10. The conveyance of real property authorized by
Section 5 shall be made subject to: (1) existing public
utilities, existing public roads, and any and all
reservations, easements, encumbrances, covenants, and
restrictions of record; and (2) the express condition that if
said real property ceases to be used for public purposes, it
shall revert to the State of Illinois, Department of Natural
Resources.
 
    Section 15. The Director of Natural Resources shall obtain
a certified copy of the portions of this Act after its
effective date and, upon receipt of the payment required by
Section 5, shall record the certified document in the
Recorder's Office in the County in which the land is located.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
