AN ACT in relation to conservation.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Conservation Education Act is amended by
changing Section 3 as follows:

Sec. 3. Advisory Board.
(a) An Advisory Board is hereby established consisting
of the Director of Agriculture, the Director of Natural
Resources plus a person designated by the Director of Natural
Resources, the Director of the Environmental Protection
Agency, the State Superintendent of Education, the Director
of Commerce and Community Affairs, the Director of Public
Health, the Director of Nuclear Safety, the Director of the
University of Illinois Cooperative Extension Service, and 4
members to be appointed by the Governor. The appointed
members shall consist of: a representative of the colleges
and universities of the State of Illinois, a member of a soil
conservation district within the State of Illinois, a
classroom teacher who has won the Conservation Teacher of the
Year Award, and a representative of business and industry.
All appointive members shall be appointed for terms of 3
three years except when an appointment is made to fill a
vacancy, in which case the appointment shall be made by the
Governor for the unexpired term of the position vacant. The
Advisory Board from time to time shall make recommendations
concerning the conservation education program within the
State of Illinois. In selecting the appointive members of
the Advisory Board, the Governor shall give due consideration
to the recommendations of such professional organizations as
are concerned with the conservation education program.
Members of the Advisory Board shall serve without
compensation but shall be reimbursed for actual and necessary
expenses incurred in the administration of the Act. Each of
the members serving ex officio may designate a person to
serve in his or her place.
(b) The Advisory Board shall select its own Chairman,
establish rules and procedures not inconsistent with this Act
and shall keep a record of matters transpiring at all
meetings. The Board shall hold regular meetings at least 4
four times each year and special meetings shall be held at
the call of the Chairman or any 3 three members of the Board.
All matters coming before the Board shall be decided by a
majority vote of those present at any meeting.
(c) The Advisory Board from time to time shall make
recommendations concerning the conservation education program
within the State of Illinois.

Section 99. Effective date. This Act takes effect upon
becoming law.
