AN ACT concerning atherosclerosis.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 1. Short title. This Act may be cited as the
Atherosclerosis Prevention Act.
Section 5. Program. The Department of Public Health
shall establish a program for the prevention of
atherosclerosis and the reduction of disability and death
from the disease. The program shall encourage and assist in
the development of research, education, and preventive
services and activities under public and voluntary auspices
directed toward the prevention and elimination of
atherosclerosis.
Section 10. Advisory committee. The Director of Public
Health shall appoint an Atherosclerosis Advisory Committee
consisting of 11 members to establish guidelines and
standards for the implementation of this Act. Each member
shall hold office for a term of 4 years after the date of his
or her appointment and until a successor is appointed and
qualified, except that the terms of the members first taking
office shall expire, as designated at the time of
appointment, as follows: 2 at the end of the first year; 3 at
the end of the second year; 3 at the end of the third year;
and 3 at the end of the fourth year. Any person appointed to
fill a vacancy occurring before the expiration of the term
for which his or her predecessor was appointed shall be
appointed for the remainder of the term. The Committee shall
meet as frequently as it deems necessary, but not less than
once each year. The Committee members shall receive no
compensation but shall be reimbursed for actual expenses
incurred in carrying out their duties as members of the
Committee.
Section 15. Duties. The Department of Public Health,
with the advice of the Atherosclerosis Advisory Committee,
shall do all of the following:
(1) Develop standards for determining eligibility
for support of research, education, and prevention
activities.
(2) Assist in the development and expansion of
programs for research in the causes and cures of
atherosclerosis, including medical procedures and
techniques that have a lifesaving effect in the care and
treatment of persons suffering from the disease.
(3) Assist in expanding resources for research and
medical care in the cardiovascular disease field.
(4) Establish or cause to be established, through
its own resources or by contract or otherwise, with other
agencies or institutions, facilities and systems for
early detection of persons with heart disease or
conditions that might lead to heart disease and for
referral to those persons' physicians or other
appropriate resources for care.
(5) Institute and carry on educational programs
among physicians, hospitals, public health departments,
and the public concerning atherosclerosis, including the
dissemination of information and the conducting of
educational programs concerning the prevention of
atherosclerosis and the methods for the care and
treatment of persons suffering from the disease.
