Short description: HIGH ED-NATIONAL GUARD GRANT Synopsis of Bill as introduced: Amends the Higher Education Student Assistance Act and the State Finance Act in relation to the Illinois National Guard grant program. Provides that an enlisted person or a person having any one of the ranks from a warrant officer through a field grade officer in the Illinois Army and Air National Guard (instead of an enlisted person or a company grade officer in the Army and Air National Guard) who has served at least 6 months (instead of one year) in the Illinois National Guard may be awarded a grant to a State-controlled university or community college of his or her choice. Provides that if a grant recipient fails to complete his or her military service obligations or requirements for satisfactory participation, the Department of Military Affairs shall require the recipient to repay the amount of the grant received, prorated, and reasonable collection fees. Provides that all repayments shall be deposited into the National Guard Grant Fund, a special fund created in the State treasury. Effective January 1, 2002.
