Provides that, notwithstanding any other provision of the Code or any rule or regulation, a towing vehicle that meets specified requirements may tow any disabled vehicle or combination of vehicles, including those that exceed weight or length limitations, from the initial point of wreck or disablement to a point where repairs are actually to occur.
