House Sponsors: SOTO-DELGADO-BOLAND-COLVIN-YARBROUGH AND HOWARD. Short description: ELEC-PROVISIONAL BALLOTS Synopsis of Bill as introduced: Amends the Election Code. Requires that the State Board of Elections adopt, and election authorities implement, rules for the casting and counting of provisional ballots by persons whose valid voter registration cannot be verified at the polling place on election day. Establishes standards for attempting to verify registration before the ballot is cast and standards for verifying registration before the ballot is counted. Requires that a person whose provisional ballot is not counted because he or she lacks valid registration must be notified of the steps necessary to properly register. HOUSE AMENDMENT NO. 1. Deletes everything after the enacting clause. Amends the Election Code. Reinserts the provisions of the bill with the following changes: requires that after provisional ballots are cast, (i) election authorities must review provisional ballot applications and make timely and good faith efforts to include verified and validated provisional ballots within abstracts and canvasses of votes and (ii) officials shall complete abstracts of votes within 14 days after the election.
