Requires the court, at the sentencing hearing of the defendant, to afford certain persons affected by any of the following offenses committed by the defendant an opportunity to make a statement concerning the impact of the offense on the victim and to offer evidence in aggravation or mitigation: Class 4 felony violations of prostitution, soliciting for a prostitute, keeping a place of prostitution, patronizing a prostitute, patronizing a juvenile prostitute, or pimping. FISCAL NOTE (Illinois Courts Administrative Office) HB 4200 would have no fiscal impact on the judicial branch.
