House Sponsors: DART-YARBROUGH. Short description: LOCAL HLTH CARE ACCOUNTABILITY Synopsis of Bill as introduced: Creates the Local Health Care Accountability Act. Provides that certain transfers of ownership interests in a health care facility require review and prior approval by the Attorney General and the Illinois Health Facilities Planning Board. Provides that in certain such transfers of ownership, the proceeds from the sale must be transferred to a charitable foundation whose directors must be appointed by the Governor. Provides penalties for failure to comply with the Act's requirements. Requires health facilities to provide community benefits and perform community health assessments. Requires the Department of Public Health to implement the Act. Amends the Ambulatory Surgical Treatment Center Act and the Hospital Licensing Act to add provisions requiring a staffing plan and prohibiting mandatory overtime and excessive-duty hours. Effective immediately.
